The Meteo system was developed in the 1970s to translate weather forecasts between French and English for Environment Canada. It used direct translation and was operational from 1977 to 2001, translating over 37,000 words per day with over 90% accuracy. Meteo demonstrated that machine translation could successfully perform tasks not enjoyable for humans, like weather forecast translation, in an economical way.

translation system specifically designed for the translation of the weather forecasts issued daily by Environment Canada . • The system was used from 1981 to 30 September 2001 by Environment Canada to translate forecasts issued in French in the province of Quebec into English and those issued in English in other Canadian provinces into French . • The system was developed by John Chandioux and was often mentioned as one of the few success stories in the field of machine translation Historical Background
• Research On Natural Language Processing
began At the University Of Montreal In 1965 . • At this Time the Canadian Government Introduced Its Bilingual Policy which required all Official Documentation to be in Both English and French . • The demands on translation services grew considerably and the Canadian National Research Council began sponsership of MT research . • In 1975 , TAUM(Group in machine translation ) Received a contract to develop a system for translating public weather forecasts . • TAUM was asked to develop a system for translation bureau of Canadian secretary of state . • A prototype was develop in 1976 and Meteo began full time operation in May 1977. • Since that date ,weather forecasts translated by Meteo have been transmitted daily from the Canadian Meteological Centre. Meteo -2 • In October 1984 a new version Meteo -2 was installed for operation on microcomputers. • Meteo -2 is written in the programming language Gram R developed by John Chandioux . • Meteo -2 has proved to be faster ,more relaiable and more cost effective . Input ,pre processing and post-editing • The Meteo translation program at the Canadian Meteological Centre is embedded in a larger system which receive the reports from the communication network , preprocess the data for Meteo system , sends any material which which Meteo cannot translate to human editors , reformates the Meteo output and transmits the final version across the network . • At present , the system is translating some 37,000 words every day of the year at an accuracy of over 90%. • The first operation involves the identification of translation units and then transforms them into a Q- system format , with individual words and punctuations separated by + and the beginning and ends of phrases by -01 , and 02 .In addition ,it marks each unit by an identifier so that , if necessary , revisers can quickly locate the original phrase . • Weather report as received • Cloudy with a chance of showers today and Thursday . • Formatted weather report • -01-$(Toronto )+ cloudy + with +a + chance + of + showers +today + and + Thursday +-02 The translation processes • Translation begins with the extraction of lexical data . The idiom dictionary indicates that , for example ,an English phrase such as blowing snow is to be translated as ‘’poudererie’’ • The main dictionary is the general dictionary conatining all morphological forms • The main dictionary is the general dictionary conatining all morphological forms . Every entry for an english word indicates a french equivalent , a grammatical category ,semantic features and target morphological information. • For example ,AMOUNT = N (F,MSR ) where N indicates a noun , F feminine gender and MSR , a measure noun . Syntactical Analysis • Syntactical analysis is done in three stages . • First stage involves the recognition of dates ,hours and degree of temperature . • Strings such as in the low 20s are transformed into 21a and 23a .and English time periods AM and PM are changed into French 24 –Hour equivalents . • Next step is the identification and translation of time expressions such as afterwards , this evening ,on Monday evening ,etc. • The next stage identifies the remaining noun phrases .i.e. those expressing meteorological conditions . The procedure involve both the syntactic categories of lexical items and also semantic features . • Matching these feature helps in correct analysis . The computational processes • From a computational point of view ,Meteo is constructed as a single unified system in the fashion of a production system . • There is a single data structure and rule – writing formalism in all modules. The data structure
• The data structure is in the form of charts , the
arcs of which are labelled with feature bundles . • The initial process of dictionary look-up builds the initial configuration of the chart by constructing one arc for reading of each lexical item . • For multi –word items like Thunder Bay or blowing snow have a single arc . Rule application • The Q-system procedure is a classical production system in the sense that the rule – set is an unordered set of linguistic rules . The process is controlled purely by the state of the database .(the chart) .this determines which of the rules in the rule set can be applied next . Conclusion • Meteo is an example of direct translation system ,one which, translates as it goes along.
• The most typical direct feature is the placing
of lexical transfer before any syntactic analysis. • The success of Meteo is the best ‘advertisement ” for Machine Translation ,it is successful because it is an exactly appropriate application ; it performs satisfactory and economically a translation task that humans do not enjoy doing , which might otherwise not get done. • The future of Meteo , which is no longer being developed in any substantial way is presumably to do its job until it is suspended by some better idea or until the need to translate weather bulletins disappears .
