MACHINERY OPERATING PROCEDURE
LIGHT DELIVERY AND TRANSPORT VEHICLES
OBJECTIVE

To provide Supervisors, Miners, Technicians, Artisans and Drivers with enough information and
knowledge so that LDV’s ( I.E. Toyota Land Cruisher, Toyota Hilux, Gault, Gopher’s) are
operated in a safe and effective manner.
4.1.1 (d) PROCEDURES / RULES

1. A check list pertaining to the specific vehicle must be completed by the operator / driver on
each shift for each operating vehicle. This driver will be appointed in writing. Any sub -
standard / problem will be reported on the check list and the daily breakdown report. No
vehicle will be allowed to commence or continue to work if any safety system is not functional.

2. The appointed driver will be in possession of a valid driver’s licence applicable to the class
of vehicle. He will not be permitted to drive / operate the vehicle if the driving code of practice
and general travelling rules have not been explained to him by the Engineering Foreman.
He will be issued with a copy of these instructions and will acknowledge receipt by signing
for them.
3. The maximum amount of people including the driver on or in any of these vehicles shall
not exceed eleven (11).

4. Not more than two (2) persons will travel with the driver in the front seat of the vehicle.

5. All persons must be properly seated and adequately safe guarded whilst being conveyed
by any vehicle.
4.1.2 (d) UNDERGROUND PROCEDURES

1. Whilst persons are being transported underground they will be safeguarded by a canopy
covering the back of the vehicle in such a manner that any passenger is prevented from
coming into contact with hanging, sidewall or any other fixture.

2. Before entering any incline the driver / operator will stop and test both the hand and foot or
emergency brakes and ensure that the holding power is adequate.

4.1.2 (d) UNDERGROUND PROCEDURES
3. Only the low range of the transmission will be engaged whilst people are being conveyed
in the mine and only the first two gear ratios of this range will be used.

4. The speed of the machine will not exceed 10km per hour in inclines and 15 km per hour
on any level / horizontal roadway.

5 . At the end of the shift the driver of the vehicle will hand in at the workshop office
the completed check list.

4.1.3 (d) EXPLOSIVE TRANSPORT

THIS WILL ONLY BE DONE WITH THESE VEHICLES


IN EXCEPTIONAL CIRCUMSTANCES .
1 . Explosives must be conveyed in a locked wooden box of a design and construction
approved by the Regional Director.

2 . The box will be painted Red and have painted on it the words “EXPLOSIVES -
SPRINGSTOWWE” in white letter not less than eight centimeters high.

3 . The maximum number of unopened cases of explosives of twenty five (25) kilogram
mass, which may be placed in a transport box shall not exceed thirty (30) for LDV’s
and sixty (60) on Gophers.

4 . Only one transport box may be transported on the vehicle at a time.

5 . The explosive transport boxes must be kept locked at all times except when it is
necessary to place explosives therein or remove explosives therefrom.

6 . Whenever explosives are loaded or unloaded or transported in the workings of the


mine, the approved vehicle must be under the control of an appointed competent
person.

4.1.3 (d) EXPLOSIVE TRANSPORT

7 . During the conveyance of explosives not more than two (2) persons , in addition to
the driver , may travel on the vehicle.

8 . The engine of the vehicle must be switched off during the loading or off loading of
explosives.

9 . RED flags , 450mm square , must be carried at each side of the cab or forward end
of the body , and at each side of the rear end of the body of the vehicle. L.D.V’s,
in addition to standard light requirements will have a red flashing light which is
switched on and visible in all directions whilst explosives are being conveyed.

10. Fuel may not be put into the tank whilst explosives are on the vehicle.

11. During the conveyance of explosives in the workings of the mine the speed of the
vehicle shall not exceed 15 kilometers per hour .

12. The engine and underside of the chassis must be kept clean and free of accumulated
oil and dirt.

13. The driver of the vehicle before entering any incline, will stop and test both the
hand or emergency brake and the foot brake to ensure that the holding power is
adequate. Whilst explosives are being conveyed, the low range of the 4 wheel drive
transmission will be engaged and only the first two gear ratios within this range
will be used.

14. The appointed Engineer will ensure that the required permissions, engine numbers
and other data and provisions required by the Inspector of Machinery relating to
explosive transport vehicles are valid and complied with.

He will appoint some competent qualified person or persons whose


duty it shall be to examine carefully at least once in each week at intervals not
exceeding 13 days the general condition of each vehicles compliance to explosives
transport requirements.

A true report of such examination will be recorded and signed by the person making
such examination and this report will include the identification number of the vehicle
examined. These reports shall be scrutinised and countersigned by the appointed
Engineer at least once in each month.

15 . Where explosives are conveyed by these vehicles a , weekly written report shall
be made by the responsible Shift Supervisor and the Shaft Foreman regarding :

a . The condition of the explosives vehicle and transport box,

b . whether the conditions of I.O.M. approval are being complied with by all concerned,
and

c . any matter appertaining to the safe transport of explosives in the approved explosives
containers which requires attention. Such reports shall be included in the Shift
Supervisor’s log book.

4.1.4 (d) GENERAL

1 . These vehicles are allocated to Supervisors , Miners , Artisans Technicians and


Engineering Aides in order that they can effectively carry out their duties.

2 . When small materials / equipment are transported by these vehicles persons riding
with material must be safeguarded from injury . Secured containers must be used
and / or materials and equipment must be effectively secured with chain or rope.
The safety of the passengers in or on the vehicle is the driver of the vehicle’s
responsibility whilst he is in control of the vehicle.

3 . Vehicles will be parked in the area designated by the Mine Overseer, Engineer or
Workshop / Contracts Manager when not in use and the ignition keys will be stored
as directed by these persons.

4.1.4 ( d ) GENERAL (cont.)

4 . The operator in charge of the vehicle will be responsible for the cleanliness of the
machine during the shift.
5 . No vehicle will leave the security area unless approved by the Mine Overseer, and / or
Engineer and / or the Workshop / Contracts Manager.
