SCOPE OF EARLY

CHILDHOOD
CARE AND
EDUCATION
The ECCE System Program Framework:
◦This refers to the full range of health, nutrition,
early education and social services that provide for
the holistic needs of children 0 to 6 and to promote
their optimum growth and development. These
include center-based programs and home-based
programs.
◦center-based programs (e.g. day care service,
preschool, kindergartens, nursery schools and
workplace-based services)
- Childcare provided to infants, toddlers, and
preschool-aged children in a public or private care
early learning environment.
- for three (3) or more children ages 3-4, operating
for more than five hours per week for more than one
month a year.
- aim to improve the cognitive or social development
of children ages 3 or 4 years.
Programs must include an educational component
that addresses one or more of the following: literacy,
numeracy, cognitive development, socio-emotional
development, and motor skills.
Programs may offer additional components
including recreation, meals, health care, parental
supports, and social services.
Programs may enroll children before they are 3
years of age.
◦home-based programs (e.g. parent education,
playgroups, home visitation, and family day care)
(a)provide home visits and group socialization
activities that promote secure parent-child
relationships and help parents provide high-quality
early learning experiences in language, literacy,
mathematics, social and emotional functioning,
approaches to learning, science, physical skills, and
creative arts.

DEVELOPMENT

AND LOCAL GOVERNMENT
- indicates that a high quality ECE-ECCD program is one
that values and is a product o f the shared responsibility
among parents, service providers, community members and
organizations, and the local government unit.

3. HUMAN RESOURCE DEVELO PMENT
- refers to the competencies and continuing education o f the
service providers; their recruitment and hiring; training and
development; and conditions o f employment that are part of
the management and administration of the ECE-ECCD
program.

4. PROGRAM MANAGEMENT AND

- refers to the planning and budgeting; implementation,
monitoring and supervision; evaluation; management
information system and financial management of the
program that ensures the high standard o f service delivery to
the children.

5. PHYSICAL ENVIRONMENT AND SAFETY
- refers to the safety and child-friendliness of the location,
the indoor and outdoor environments of the center.
