The course is free because it is sponsored
by the U.S. Department of State Bureau
of Educational and Cultural Affairs, under their
English Language Programs.
The course is offered through the

Regional English Language Office (RELO)
at the U.S. Embassy in Manila, the Philippines.

The course certificate costs approximately $50
(approx. PHP2,500); however, you can now get
the certificate FREE because of the generosity
of the U.S. Embassy Manila.
Because of this scholarship, schools and

teachers can now save a huge amount of
money for their teacher training!

The course that you are going
to take is called a
Massive Open Online Course
or MOOC.

The course is open to ANYONE, regardless
of educational background. Teachers or
non-teachers, as well as professionals or
students can take the course.
There is NO REQUIREMENT
to take the course.

Because the course
is offered online, you only need
an internet-ready gadget
in enrolling and accessing
the course.

You can take the course anytime
and anywhere,
at your own convenience.
However, you need to follow the

weekly deadlines.

When you enroll in the course,
you will be enlisted in a MOOC Camp.
A MOOC Camp combines online

learning of the course with face-to-face
in-person learning with your fellow
MOOC Participants.

Your active participation
in the MOOC Camp is a requirement
before you can be awarded
with a free international certificate
of course completion from the
US Department of State.

The MOOC Camp is facilitated
by a MOOC leader. It requires a face-to-face
meet-up as part of the offline component of
this blended course.
Hence, in a five-week course
with five modules, there should be
five meet-ups among the participants.

The MOOC meet-up aims to deepen the processing
of the content in the online modules through
discussions, sharing of expressions, reflections,
mini workshops, and other activities among MOOC
participants in a face-to-face session.
It is normally conducted on the weekends, or at any

time of the week, upon the agreement of the
members. It should be well documented for
submission to the Embassy.

Generally, we follow the MOOC Meet-up format below:
MOOC Camp Meet-up Description

First Meet-up: General ALL MOOC Participants gather together for a
facilitated discussion with documentation
Second Meet-up: MOOC Learning Action Cell

(LAC) Session (School-based)/ Group Learning MOOC Participants in a particular school gather
together for their own MOOC Meet-up
Third Meet-up: MOOC Learning Action Cell (LAC)
Session (School-based)/ Group Learning (Note: If you do not work in a public school, you can
share the MOOC Module with your friends or
colleagues in your company and have the necessary
Fourth Meet-up: MOOC Learning Action Cell documentation.)
(LAC) Session (School-based)/ Group Learning
Final Meet-up: General ALL MOOC Participants gather together for a

culminating facilitated discussion with documentation

The MOOCers in Manila area can attend
the MOOC Meet-up facilitated by
U.S. Department of State Alumnus
Prof. Romualdo A. Mabuan.
However, MOOCers outside Manila

and in provinces or other countries
have to participate in the MOOC meet-ups
facilitated by the designated MOOC leader.

VERY IMPORTANT!
The MOOC Coordinators, Facilitators, or Leaders
are volunteer individuals who exert extra effort,
time, and energy to help the members of the
group graduate at the U.S. Embassy.
They do not get paid for their work.
Therefore, please exercise professionalism and

respect when dealing with them.
A simple ‘Thank you’ is highly appreciated.

VERY IMPORTANT!
While your MOOC Coordinators, Facilitators, or Leaders are very
much willing to attend to your concerns, they also have their own
work and family life.
Please do not bombard them with every problem that you may
encounter while taking the course. You can explore the course site
and try to figure out how things work for yourself. Only serious
concerns must be consulted.
It is your responsibility to set up and maintain your course account.

Successful MOOC Camp participants will be awarded
with a FREE INTERNATIONAL CERTIFICATE
by the U.S. Department of State.
The certificate is recognized worldwide and can be

used for job application, promotion, and renewal of
Professional License (in the PH).

The following requirements must be submitted to qualify for
the FREE International Certificate from the US Department of
State:
(1)Statement of accomplishment or e-mail of the course provider

indicating that the MOOC participant has completed the course.
(2) Perfect attendance at the MOOC Camp meet-ups. In some

cases, upon presentation of a valid excuse, a MOOCer is
allowed to have only one (1) absence of the total five meet-ups.
(3) One-paragraph weekly reflection of the learning experience.

Thus, if there are five modules in a course, there must be five
different reflections. 50
IT IS the duty of the MOOC Leader to coordinate with
his/her members, collate the requirements from them,
organize them into folders, and submit them to the
MOOC Coordinator on the designated date for evaluation
at the U.S. Embassy. Hence, ALL participants should
coordinate regularly with their MOOC Leaders.
Upon successful compliance with the requirements,

ALL participants will be recognized as graduates at the
U.S. Embassy and will be awarded with a Certificate of
Course Completion.
