men, is foreknowledge*.“

* foreknowledge – knowledge of something before it happens

DEFINITION
DEFINITION

“By definition, intelligence deals with

the unclear, the unknown, the
deliberately hidden. What the
enemies of the United States hope
to deny, we work to reveal.”
DEFINITIONS FROM WIKIPEDIA

 Information is raw data from any source, that

may be fragmentary, contradictory, unreliable,
ambiguous, deceptive, or wrong.

 Intelligence is information that has been

collected, integrated, evaluated, analyzed, and
interpreted.

 Finished intelligence is the final product of

the Intelligence Cycle ready to be delivered to
the policymaker.
DEFINITION

 Referring
to “intelligence
information” is
fundamentally wrong.
DEFINITION

 INTELLIGENCE is
PROCESSED INFORMATION.

 It is the end-product.

 Data + Analysis = Intelligence

FOUR AXIOMS OF INTELLIGENCE

AXIOM 1 – Intelligence is crucial to Intel

Security
AXIOM 2 – Intelligence is crucial to all types
of Operation
AXIOM 3 – Intelligence is the responsibility of
all Intelligence Agencies
AXIOM 4 – Intelligence of the Government
must be superior to that of the
enemy
CATEGORIES OF INTELLIGENCE

TACTICAL INTELLIGENCE – focuses on subject/

operations; short term;

STRATEGIC INTELLIGENCE –deals with political,

economic and military capabilities and
vulnerabilities of all nations.

COUNTERINTELLIGENCE – concerns with security

of information, personnel, material and installation
BASIC PRINCIPLES OF INTELLIGENCE

- Intelligence is continuous

- Intelligence operations and tactical

operations are inter-dependent

- Intelligence must be useful

- Intelligence must be timely

INTELLIGENCE CYCLE

Is a process through which

intelligence is obtained, produced,
and made available to users.
INTELLIGENCE CYCLE

 Process by which information is acquired,

converted into intelligence, and made
available to policymakers

 Repetitive process used to produce

intelligence from information

 Process by which information is converted

into intelligence and made available to
users (Source: US Dept Of Defense)

MISSION

Processing Collecting
MISSION

• Statement of the
task/requirements to be
accomplished
Planning and Directing

• Determine the what are the information

needed to know (PIRs/OIRs)
 Personal Background of the subject
 Veracity of the information
 Other related information
Collecting

• Identify the sources of information

individuals, object or records, data
and/or activity (overt)
specialized collection method
(covert)
open sources
Collecting

The discreet investigations of allegations

against an individual shall be done by
validating obtained information through
the following means:
• Record Check
• Interview and elicitation
• Interrogation
• Written Inquiry
• Observation and surveillance
Collecting

Record Check
• National Agency Check
• Local Agency Check
Collecting

Interview
• Conversation with purpose

Elicitation
• Obtaining information from a person
without the person becoming aware of
your real interest.
Collecting

Interrogation
•Source is aware of being questioned
and examined, though may or may
not know the objective
Collecting

Surveillance
• the planned observance of
persons, places or objects
Collecting

Things to Consider:
 Carefully planned and properly executed
validation can be of considerable assistance in
an investigation. Lack of preparation, poor timing
and unwise practices by personnel conducting
validation can be detrimental to the investigation.
 Operating personnel must be wise and cautious
and should avoid saying and doing anything
which might cause trouble and compromise the
actual intelligence operation.
Processing

• Evaluation of information

 Determine the reliability of the source

 Determine the credibility of the

information
Dissemination and Use

• Timely conveyance of Intelligence

and Information to the user who
needs it
“The process of creating reliable,
accurate intelligence is dynamic and
never ending. The intelligence
process or cycle begins with
questions – the answers to which
inevitably lead to more questions.
So, essentially, the end of the cycle is
the beginning of the next cycle.“
