An act amending Republic

Act No. 6728, Otherwise


known as “An act providing
government assistance to
students and teachers in
private education and
appropriating funds”
Known as the “Government Assistance to
students and Teachers in Private Education
Act”, is hereby amended to read as follows:

Sec. 1.Title.“Expanded Government


Assistance to Students and Teachers in
Private Education Act.”
Sec. 2. Declaration of Policy

 To promote and make quality education


accessible to all Filipino citizens.
 Recognizes the complementary roles of public
and private educational institutions in the
educational system and the invaluable
contribution that the private schools have
made and will make to education.
Sec. 3. Criteria for assistance

 Tuition fees charged by school


 Socioeconomic needs of each region giving
priority to the Social reform Agenda (SRA)
provinces.
 Performance of the schools
 Academic qualifications
 Financial needs of the students, teachers and
school
 Geographic spread and size
Sec.4. Forms of Assistance
 Forms of assistance to students
1. Tuition fee supplements for students in
private high schools, including vocational and
technical courses
2. High School Textbook Assistance Fund
3. Expansion of the existing Educational Service
Contracting scheme (ESC)
4. The voucher system of the Private
Education Student Financial Assistance
Program (PESFA)
5. Scholarship grants to students graduating
as valedictorians and salutatorians from
secondary schools
6. Tuition fee supplements to the students in
private colleges and universities
7. Education Loan Fund
 Forms of assistance to
teachers and faculty in
private education
1. In-service training fund for
teachers in private schools
(INSET)
2. College faculty development
fund
Sec.5. Tuition fee supplements
for students in private high
schools
1. Tuition fee supplement for students in
private high school (Voucher system)
2. Shall be guaranteed to all private high
schools participating in the program for a
number of slots.
Sec.6. High School Textbook
Assistance Fund

The textbook
assistance shall be granted
only to beneficiaries of
tuition fee supplements
and educational service
contracting scheme in this
Act.
Sec.7. Expansion of the Existing
Educational Service Contracting
(ESC) Scheme

 The Department shall fully pay the


subsidized amount to participating school
not later than 180 days from the close
of the registration period.
 An equalization scheme shall be
implemented by the State Assistance
Council.
Sec.8. Assistance to College
Freshmen

 The Voucher System of Private Education


Student Financial Assistance (PESFA)
Program
 Tuition Waiver- Shall provide for full or
half tuition waiver for 5% of the entering
freshmen
 Allowance for Valedictorian- Provided they
shall enroll in priority courses
 Allowance for other Honorees
Sec.9. Further Assistance to
Students in Private Colleges
and Universities

o For students in priority programs in


schools charging an effective per unit
tuition rate of such amount as may be
determined by the State Assistance
Council.
Sec.10. Education Loan
Fund

 Study Now, Pay Later Plan


 Authority created under R.A No. 6014
 Payment should be after a 2 years from
time he has acquired an employment.
 Interest not more than 6% per annum
 Social Security Fund-granted to the
educational institution
Sec.11. Education Loan Fund

 The right of any student to avail


himself/herself fails for 1 year in the
majority of the academic subjects in which
he/she has enrolled during courses of
his/her study unless such failure is due to
some valid cause beyond his/her control.
Sec.12. In-service Training
Fund (Inset Fund)

 Inset Fund shall be available only to the


qualified licensed teachers in participating
private high school as determined by the
State Assistance Council.
 Fund shall not exceed that available to
public secondary education on per capita
basis.
Sec.13. College Faculty
Development Fund

 Fund to provide for scholarship for


graduate degree, degree and non-degree
workshops or seminars for faculty
members in private post-secondary
vocational and technical institutions and
higher educational institution.
Sec.14. Teachers’ Salary
Subsidy Fund

 Subsidy to be received by such private


high school teachers shall not be more
than 80% on the monthly salary.
 Private high school teachers qualified to
receive subsidy are duly licensed by the
PRC.
 Voucher for the salary subsidy which shall
be reimbursed directly to the teachers
within 60 days.
Sec.15. Program
Administration/Rules and
Regulation

 State Assistance Council- shall be


responsible for policy guidance and
direction, monitoring and evaluation of
new and existing programs, and the
promulgation of the rules and regulations.
 DepEd, TESDA and CHED- responsible for
day to day administration and program
implementation.
