HANDLING,

Waste Management Manual (Chapter 5)

TREATMENT 1. Facilities shall consider technologies and


processes used in health care waste treatment
such as (1) thermal, (2)chemical, (3) irradiation,
(4) biological processes, (5) encapsulation, and
(6) inertization, as outlined in the DOH Health
Care Waste Management Manual and subject to
compliance with the provisions of RA 8749, RA
6969, and RA 9003.

TREATMENT 2. Autoclave, microwave and hydroclave facilities


shall use microbiological test to determine the
treatment efficiency of the units. The results of
the microbiological test shall be recorded and
reported to DENR under RA 6969 and RA 9003.
3. Health care waste generators and TSD facilities
shall observe a level of microbial inactivation of
6logl0 reduction or greater than most resistant
microorganism of concern in a given process.

TREATMENT 4. Treated wastes and inert residues from TSD facilities


must be disposed in controlled disposal or sanitary landfill
facilities duly licensed by the DENR to handle the same.
5. Inertization is a suitable treatment for pharmaceutical
wastes while encapsulation and other immobilization
techniques are treatment methods considered for sharps,
chemicals and pharmaceutical wastes and should
therefore be placed in final disposal facilities indicated
under the subsequent Section.

WASTEWATER Healthcare facilities shall have their own


TREATMENT Wastewater Treatment Facilities (WTF) or
FACILITY maybe connected into a sewage treatment
plant. However, facilities with laboratories
shall be required to pre-treat their
wastewater prior to discharge into a sewage
treatment plant.

☻Formulate policies, standards and guidelines


☻Oversee compliance by GENERATORS, TRANSPORTERS, TSD
FACILITY and FINAL DISPOSAL FACILITY OPERATORS
☻Conduct regular sampling and monitoring of wastewater in
HEALTH CARE and TSD FACILITIES
☻Require TSD facility operators the result of microbiological
tests on HCW treated using autoclave, etc. prior to the
renewal of their Permits
☻Provide TA and advocacy programs on HCWM
☻Notify DOH on cases of NC or NOV issued to HCF, institutions,
DENR- establishments licensed by DOH

☻Regulate all hospitals and other health facilities


☻Formulate policies, standards, guidelines, systems and
procedures on the management of health care waste
☻Develop training programs and corresponding modules on
health care waste management
☻Provide TA in the preparation of HCWM plan as requirement
for licensing and renewal
☻Evaluate DOH hospitals’ compliance with proper HCWM
program
☻Notify DENR on cases of NC or NOV issued to HCF,
institutions and business establishments

☻Advocate health care waste management [HCWM] practices


to the LCE, key leaders and other stakeholders
☻Monitor health care waste management practices in all
hospitals and other health care facilities
☻Provide TA on HCWM through:
☺ Training
☺ Advisory on the preparation of HCWM plans as a requirement for
licensing or the renewal thereof
☺ Dissemination of policies, guidelines and information
☺ Monitoring and validation of the implementation of HCWM
☺ Ensure compliance by health care waste generators with all pertinent
REGIONAL OFFICE laws, rules and regulations on HCWM.
DOH LICENSING REQUIREMENT 24

• Hospitals and Other Health Facilities


- Policies and procedure on waste disposal
segregation of waste, proper labeling and coding, management of temporary storage
areas prior to hauling
- Presence of MSDS in the Laboratory
- Management plan, policies and procedure addressing disposal of hazardous materials and
biological waste.
- Licenses/ permits/ clearances from pertinent regulatory agencies ,i.e elevator permit,
generator permit and discharge permit from DENR, if applicable
- Contract/ MOA with service providers waste handlers or disposal contractors (if applicable)
