Section (3) (A) of DDB Regulation No. 2, 2016 entitled: “OPLAN SAGIP- Guidelines on Voluntary Surrenderer
of Drug User and Dependents, and Monitoring Mechanism of Barangay Anti-Drug Abuse Campaign”.

Section 6 (A) (3) of DDB Regulation No. 3 Series of 2017 entitled “Strengthening the Implementation of
Barangay Drug Clearing Program”, provides for the organization of house cluster with designated cluster
leader in each barangay. The cluster leaders shall directly report to the BADAC Chairman all essential facts
of any illegal drug activities within his or her cluster such as names, of pushers, users, marijuana cultivation
activities, clandestine laboratory operations and other drug related data.

Section (A) (7) of DDB Regulation no. 3 Series of 2017 provides for the establishment of a Rehabilitation
Referral Desk in every barangay to endorse drug dependents to the duly authorized representatives of DDB
pursuant to Article VIII of R.A. 9165 and pertinent issuance of the Board.

motivational counselling, spiritual and
moral intervention and social support
that includes technical skills,
livelihood trainings, educational,
sports, arts and cultural programs.
Thus, providing them a holistic
approach to recovery.

self-reliant and disciplined
citizenry who are an empowered
and vigilant partner of the city
government in the campaign
against illegal drugs.

agencies in curtailing the supply
and demand of prohibited drugs.

support and urban development
measure to improve livelihood of
people in known areas involved
in illicit activities.

A contract should be signed by the
Person in Recovery before starting the
program.
A certificate of consent should be
signed by the family of the Person-in-
Recovery.
A Pledge of Commitment should be
recited on the start of each session.

Male: White shirt and shorts/pants.

Abstinence from alcohol and drugs
should strictly be implemented for the
whole duration of the program.
Smoking is prohibited.
Always be on time.
Strictly no cellphones and other
gadgets are not allowed during
sessions.

Person in Recovery who are enrolled at
the Community-Based Rehabilitation
Program are required to submit
themselves for the mandatory drug
testing anytime to make sure that they
are no longer involved in the illegal
drugs activities while they are in the
program under the supervision of
CADAC and BADAC.

•The Program is to be carried out


in Barangay communities of Las
Piñas City. It entails utilization of
facilities such as Barangay
Halls, Sports Complex, Homes or
any appropriate place identified
by the LPC-CADAC in
coordination with the Barangay
Officials.
