incorporated in Policy framework.

3 Draft Road Safety OWD shared the Report to other stakeholder - After obtaining suggestions from other stakeholder departments, the

Implementation

following three post-RSID activities only.
 Handholding of RNMP with OSTM Calibration, Capacity Building , Procurement, Updation of
Data
 Handholding of HRD & Training Cell activities as per Operational Guidelines, Hiring of Experts
 Legal Support for finalizing Policies

 Department have an observation and appeal to complete all tasks/ activities pertaining
to contract agreement. And for implementation support for Post-RSID activities can be
taken up, which must have been all reflected in the DFR stage.
 It is requested to grant EoT up to 4-6 months up to October 2015 to accomplish tasks on
Axle Load Control Policy, Piloting Support implementation for Tolling and Vehicle Axle
Load etc.
B. ODISHA ROAD ASSET MANAGEMENT SYSTEM
Name :- LEA Associate South Asia Pvt Ltd, (LASA), India, in joint venture with LEA International Ltd
(LEA), Canada and in association with Geo Infospace Private Limited (GIPL), India as sub-consultant

Period :-DoC: 05th May 2011 Original Duration- 36 Months, extended till 15th June, 2015

Consultancy Price :-US$ 560,117 and INR 16,07,63,517/- exclusive of ST& Cess

Payment made till 12.05.2015 : 89% of Contract Value [INR 14,15,34,189/- and US$ 5,34,279/- +
applicable taxes]

Main Objectives of the Assignment:


i. Develop and establish in use an electronic Asset Management System in HQ;
ii. Prepare a multi year rolling maintenance program and two annual updates for
implementation in subsequent years on the core state network; and
iii. Transfer skills and procedures to an adequate number of staff in the OWD to sustain the
use of the AMS during as well as after the end of these services.

Way forward actions in IT-ICT-MIS Consultancy Services:

 The Draft Strategy Report along with revised cost estimate of Rs. 43.91 Cr spanning 3 years
have been submitted to Govt. placing before ISAP Steering Committee and approval for the
same is kept pending.
 Revised Costing details shall have to be shared with the Bank team with an assessment of
provision of dash board mechanism including Environmental activities on road corridors, Road
Safety aspects and Utility shifting for better Monitoring .
 Enhancement in e-Nirman , e-procurement , CHS and WAMIS modules and its integrations.
 Finalization of a Dedicated IT-Wing/ Cell for monitoring, guiding, looking after the smooth
functioning of IT activities of OWD at HQ , Hiring of outsourcing Staffs have been proposed in
the strategy report.
 Industry level participation in a Stakeholder Workshop in June 2015 to finalize procurement
standards
 Procurement of SIs by PMC through SLAs with a joint venture partnership between Hardware
and software vendors.
Road User Satisfaction Survey (RUSS)

Road User Satisfaction Survey

 Mid-Term RUSS survey from 1st April 2015 initiated by M/s MDRA.
 RUSS Review Committee has been convened on 25th April 2015 and approved
the Baseline RUSS Report, Executive Summary on findings on Base-line RUSS
assessment.
 Balance Payment of Baseline phase is being released soon.
 Baseline RUSI Index : Overall Road User Satisfaction Index 2.38 out of 5 point
scale.(Six Road Corridors : OSRP Packages + 2 Odisha Roads)
