The Powers and Functions of the NDRRMC Advise the President about the status of the disaster preparedness, prevention, mitigation, response and rehabilitation operations being undertaken by government, private sectors and volunteers. Ensure a multi-stakeholder participation in the development ,updating and sharing of a DRRM information system and geographic information system based national risk map as policy, planning, and decision making tools. Establish a national early warning and emergency system to national or local emergency response organization and to the general public through mass media, t.v., radio and internet. Develop appropriate risk transfer mechanisms that shall guarantee social and economic protection and increase resiliency in the face of disaster. Monitor the development and enforcement by agencies and organization of the various laws, guidelines, codes or technical standards required by this act. 3. Organization of DRRM at regional level The Regional Disaster Risk Reduction and Management Councils (RDRRMCs) shall coordinate, integrate, supervise and evaluate the activities of the LDRRMCs. RDRRMC is the responsible in ensuring disaster sensitive regional development plans. OCD shall serves as chairperson of the RDRRMC and its vice chairpersons shall be the Regional Directors of DSWD,DILG,DOST,NEDA. 4. Organization at Local Government Level Provincial, City and Municipal Disaster Risk Reduction and Management Councils and Barangay Development Councils (BDCs) which shall serve as the LDRRMCs in every barangay. The functions of LDRRMCs
1. Approve monitor and evaluate the implementation of LDRRMP and regularly review the planning programs. 2. Ensure the integration into local development plans, programs and budget as a strategy in sustainable development and poverty reduction. 3. Recommend the implementation of forced or preemptive evacuation of local residents, if necessary. 4. Convene the local council once every 3months or as necessary. 5. Local Disaster Risk Reduction and Management Office (LDRRMO) LDRRMO must be in every province, city, municipality. Barangay Disaster Risk Reduction and Management Committee (BDRRMC) in every barangay is responsible for setting the direction, development, implementation and coordination disaster risk programs w/ their territorial jurisdiction. The national council shall recommend
to the President of the PH the declaration of a region under a state of calamity. The President’s declaration may warrant international humanitarian assistance as deemed necessary.
