A. Pengertian Sistem Kepartaian
Menurut Ramlan Subekti(1992) - Sistem Kepartaian adalah opola
perilaku dan interaksi diantara partai politik dalam suatu sistem po
litik.
Austin Ranney(1990)- Sistem Kepartaian adalah pemahaman terh
adap karakteristik umum konflik partai dalam lingkungan dimana
mereka berkiprah yang dapat digolongkan menurut beberapa krite
ria.
Riswanda Imawan (2004)- Sistem Kepartaian adalah pola interaks
i partai politik dalam satu sistem politik yang menentukan format
dan mekanisme kerja satu sistem pemerintahan.
Hague and Harrop(2004) - Sistem Kepartaian merupakan interaksi
antara partai politik yang perolehan suaranya signifikan.
 Sistem kepartaian menganut sistem multi partai. Aturan ini tersirat dalam
pasal 6A(2) UUD 1945 yang menyebutkan bahwa presiden dan wakil pres
iden diusulkan oleh partai politik atau gabungan partai politik. Frasa gabu
ngan partai politik mengisyaratkan paling tidak ada dua partai atatu lebih
yang bergabung untuk mengusung seorang calon pasangan presiden dan w
akil presiden dan bersaing dengan calon lain yang diusulkan partai-partai l
ain. Ini artinya sistem kepartaian di Indonesia harus diikuti oleh minimal 3
partai politik atau lebih.
 Surat Keputusan Wakil Presiden
M. Hatta No X/1949 merupakan
tonggak dilaksanakannya sistem
multi partai di Indonesia. Keputu
san Wapres ini juga ditujukan unt
uk mempersiapkan penyelenggar
aan pemilu yang pertama pada ta
hun 1955. Pada pemilu tersebut d
iikuti oleh 29 partai politik dan j
uga peserta independen (perseora
ngan). Beberapa partai politik ya

pada pemilu pertama antara lain
PNI (22,32%), Masyumi (20,92
%), NU (18,41%), PKI (16,36%)
, PSII (2,89%), Parkindo (2,66%)
, PSI (1,99%), Partai Katolik (2,0
4%), dan IPKI (1,43%).

 B. Kelebihan dan Kekurangan Sistem
Kepartaian

politik demokrasi yang berlaku dinegara-negara liberal ata
upun negara demokrasi lainnya.
5. Sistem partai tunggal tidak mengakui adanya konstitu
si yang bersifat filsafat negara demokratik, struktur organis
asi negara, perubahan terhadap konstitusi negara dan hak a

Partai Kelebihan sistem dwi partai ini antara lain:

dapat berjalan sesuai dengan kurun waktu yang
telah ditetapkan,

dengan pemilu sistem distrik cenderung berjala

4. Program-program pemerintah dapat berjal

 Kelebihan dari sistem multi partai adalah:

egara atau falsafat hidup suatu bangsa, Sistem ini cend

4. Sistem ini mengurangi fungsi nasionalisme dalam suat

5. Sistem ini belum pernah melahirkan negara yang super
power
C. Efektitivitas Sistem Kepartaian yang Dianut oleh
Negara Indonesia dikaitkan dengan Sistem Peme
rintahan Presidensial.
Permasalahan efektifitas dan stabilitas pemerin
tah di Indonesia tidak saja dipengaruhi oleh per
sonalitas pejabat presiden dan wakil presiden s
aja. Efektivitas dan stabilitas pemerintah juga d
ipengaruhi oleh sistem pemerintahan dan siste
m kepartaian yang dilaksanakan. Sistem presid
ensial dan sistem multi partai dengan jumlah p
artai yang terlalu banyak ternyata merupakan f
aktor lain yang krusial. Observasi dan kajian y
ang dilakukan oleh Mainwaring (2008) menun
ujukkan bahwa sistem presidensial yang dikom
binasikan dengan sistem multi partai yang dila
ksanakan di beberapa negara gagal untuk menc
iptakan pemerintahan yang ideal.

cocok dengan sistem multipartai. Hal itu dik
arenakan sistem pemerintahan di Indonesia
adalah presidensil. Pemerintahan yang dipili
h langsung oleh rakyat, seharusnya lebih ku
at kedudukan politiknya. Tetapi yang terjadi
di Indonesia justru sebaliknya, sehingga me
mbuat Presiden menjadi kurang berdaya dal
am menata kehidupan berdemokrasi ke arah
yang lebih baik.
D. Upaya Penyelesaian atas Ketidakefektifan Sistem
Kepartaian yang Dianut oleh Negara Indonesia
Mengubah Sistem Presidensial menjadi

Sepertinya pilihan pertama ini sangat sulit, ka
lau tidak dibilang mustahil, untuk dilakukan.
Selain pengalaman traumatis yang pernah dia
lami Indonesia pada masa demokrasi parleme
nter, UUD 1945 secara tegas mengamanatkan
bahwa sistem pemerintahan Indonesia adalah
presidensial. Tidak mudah untuk melakukan
amandemen terhadap UUD, akan memerluka
n perdebatan yang panjang dan pasti akan me
ndapatkan resistensi yang sangat besar. Piliha
n ini adalah tidak realistik untuk dipilih.
02 Mengubah Sistem Kepartaian
Contoh negara yang mengimplementasikan
sistem presidensial yang sukses adalah Ameri
ka dimana sistem presidensial di dukung oleh
sistem dwi – partai. Kalau bangsa Indonesia i
ngin berkiblat kepada Amerika di dalam mena
ta sistem politiknya maka sistem multi partai
haruslah diubah menjadi sistem dwi – partai.
Tawaran solusi ini sepertinya juga sulit untuk
direalisasikan karena akan melawan arus dem
okrasi. Masyarakat Indonesia yang sifatnya pl
ural tidak akan bisa direpresentasikan oleh du
a partai politik saja.
D. Upaya Penyelesaian atas Ketidakefektifan Sistem
Kepartaian yang Dianut oleh Negara Indonesia

Jumlah partai politik yang terlalu banyak jug

Beberapa pengamat politik berpendapat peny

an concurrent elections presiden terpilih akan
mendapatkan legitimasi yang kuat dari rakyat
dan mendapatkan dukungan yang kuat dari pa
rlemen. Di dalam masyarakat/negara yang me
nganggap pemilihan presiden lebih penting di
bandingkan pemilihan legislatif, pemilih akan
cenderung memilih partai poltitik yang menca
lonkan presiden yang didukungnya.
