 Presidential Directives
ALL OFFICIALS to:
• reclaim public roads which are being used for private ends
and in the process, rid them of illegal structures and
constructions.
• cause rehabilitation of all recovered public roads by
placing street names and street lights among others.
• develop and implement strategies that will address the
displacement issues caused by the implementation of this
directives.
 Obstructions on public roads and highways,
such as but not limited to:
• Illegally parked vehicles and/or double parked vehicles;
• Unauthorized vendors/traders
• Sign boards, advertisements, promotions;
• Scaffolding;
• Unauthorized loading and unloading of passengers by
public utilities;
• Builders materials;
• Utility poles/posts, wires and other assets owned by utility
companies;
• Other similar obstructions.

Clear Roads of Illegal Structures and Constructions
DILG MC No. 2019-121
ALL Local Chief Executives are directed to:
• revoke permits that give authority to private entities to occupy
public roads, alleys and other thoroughfares.
• observe prudence in placing street signs and signages to
avoid exacerbating problems on obstructions.
• revisit ordinances and other similar legislative measures to
ensure responsiveness to this presidential directive and
consistency with related laws and policies.
• prepare an inventory of all roads within its jurisdiction. LGUs
must ensure immediate and effective implementation of road
clearing operations.
What to expect?
Within 60 calendar days, significant results must be
achieved, documented, and reported together with the
efforts of the LGUs.

Weekly Progress Report on LGU Compliance shall be

submitted to the Office of the DILG Secretary for the 1st
three months (12 weeks) of the effectivity of the circular,
and quarterly reports thereafter.
Displacement Strategies done by
the LGUs:
• Coordination Meeting with the Punong Barangays;
• Creation of Task Force on Road Clearing Operations;
• Towing of illegally parked vehicles and/or double parked
vehicles;
• Coordinated and warned unauthorized vendors along
public roads; relocated public vendors to designated
areas.
• Provided loading and unloading stations for passengers
by public utilities.
Rehabilitation/Street Beautification
Efforts of the LGUs:
Some of the LGUs started to:
• put up street lights in public places
• have regular schedule of clean-up drive (street
sweeping, drainage cleaning/ de-clogging of
canals)
• re-paint pedestrian lanes
• trim trees
• install road signages
