(5) Akreditasi Program Studi sebagai bentuk akuntabilitas
publik dilakukan oleh lembaga akreditasi mandiri.

(6) Lembaga akreditasi mandiri sebagaimana dimaksud pada


ayat (5) merupakan lembaga mandiri bentukan Pemerintah
atau lembaga mandiri bentukan Masyarakat yang diakui oleh
Pemerintah atas rekomendasi Badan Akreditasi Nasional

untuk suatu jenjang/jalur/bidang pendidikan tertentu dan proses
pendidikan dilakukan untuk mencapai tingkat kemampuan tersebut.

DESAIN KURIKULUM OBE

 Kurikulum merupakan suatu panduan bagi proses pembelajaran


yang dipersiapkan berdasarkan CPL yang ingin dipenuhi
 Kurikulum harus komprehensif, dinamis dan cukup fleksibel
sehingga mampu mengantarkan mahasiswa untuk mencapai
kemampuan yang ditargetkan
 Dosen berperan penting terhadap keberhasilan proses
pembelajaran melalui implementasi kurikulum
IDENTIFIKASI KOMPETENSI AWAL

 Kompetensi awal mahasiswa perlu diketahui agar proses


pembelajaran dapat berhasil melalui pretest atau preassessment
yang obyektif,
 Pretest akan bermanfaat bagi mahasiswa sehingga mereka akan
mendapatkan proses pembelajaran yang optimum
 Identifikasi awal, sebagai proses seleksi mahasiswa, menjadi modal
menuju proses pembelajaran yang berhasil
SELEKSI MAHASISWA

 Keragaman mutu mahasiswa yang terlalu besar akan menyulitkan


identifikasi awal dan pencapaian akhir kompetensi
 Perlu melakukan proses seleksi yang ketat dan akurat dalam
merekrut mahasiswa baru sehingga mereka memiliki kompetensi
yang memadai dan berpotensi untuk berhasil
 Proses seleksi yang ketat dan akurat akan menjamin mutu
mahasiswa dan itu merupakan awal keberhasilan proses
pembelajaran
ALTERNATIF PROSES PEMBELAJARAN

 Ada berbagai alternatif mode pembelajaran, misalnya PBL (problem-


based learning), CBL (case-based learning), LBE (laboratory-based
education), RBE (research-based education), hybrid learning, etc.
 Penerapan student-centered learning (SCL) perlu ditekankan,
tidak lagi teacher-centered learning, yang mana dosen berperan
sebagai fasilitator untuk memberdayakan mahasiswa.
 Mode-mode pembelajaran di atas mendukung SCL yang akan
menentukan keberhasilan OBE.
OBE & STUDENT CENTERED LEARNING

Pendidikan berbasis luaran (OBE) adalah bukan tentang apa yang


diajarkan dosen, tetapi tentang apa yang dicapai para mahasiswa.
PEMILIHAN PROSES PEMBELAJARAN

 Tergantung pada filosofi bidang studinya


 Tidak dapat dipaksakan secara seragam untuk semua program
dalam universitas
 Pilihan ada pada dosen atau program studi tergantung pada kondisi
realnya (mahasiswa, laboratorium, dosen, prasarana, dsb.)
 Ada kebebasan untuk memilih proses pembelajaran yang dinilai
efektif untuk mencapai tingkat kemampuan atau kompetensi yang
disepakati.

PENGAKUAN INTERNASIONAL

 OBE menyediakan sebuah mekanisme untuk pengakuan


internasional yang obyektif
 Dalam kompetisi global, pengakuan timbal balik akan memainkan
peran penting dalam meningkatkan daya saing
 Paradigma Lama: input-based education, Paradigma Baru: outcome based
education;
 Dengan paradigma lama sulit memberikan pengakuan kesetaraan
kepada sistem pendidikan yang lain
 Dalam kompetisi global, mobilitas lulusan ditentukan oleh pemenuhan
standar internasional
PROSES AKREDITASI

 Mutu pendidikan dievaluasi melalui proses akreditasi, karenanya


akreditasi haruslah bersifat optional untuk menjamin akuntabilitas
publik
 Universitas haruslah akuntabel kepada masyarakat karena
dananya berasal dari masyarakat baik langsung maupun tidak
 Akuntabilitas ditunjukkan dalam bentuk mutu lulusan dan mutu
ilmu pengetahuan untuk kesejahteraan masyarakat
 Masyarakat harus tahu kinerja universitas, karenanya hasil akreditasi
haruslah memberikan informasi obyektif kepada masyarakat.
PRINSIP AKREDITASI

 Akreditasi berubah dari basis input ke basis outcome


 Akreditasi tidak diartikan sebagai pemeringkatan universitas
 Akreditasi tidak digunakan untuk memperbandingkan antar
lembaga
 Akreditasi harus menjadi bagian dari proses perbaikan
berkelanjutan
AKUNTABILITAS
 Universitas dan lulusan harus bertanggung jawab kepada masyarakat
 OBE akan menghilangkan kesalahpahaman antara universitas dan
masyarakat
 OBE menjamin mahasiswa akan memperoleh hak-hak pendidikan yang
tepat dan sesuai
 OBE menyediakan indikator-indikator keberhasilan yang diperlukan bagi
universitas untuk menyusun rencana strategis
 OBE mengarahkan dosen agar mengajar sesuai kurikulum.

 OBE berlaku untuk semua jenjang dan bidang/jalur


 OBE tetap memperhatikan input dan menghasilkan output, meski
fokusnya pada outcome

Tentang IABEE
 IABEE adalah badan akreditasi untuk program-program studi pendidikan tinggi teknik dan
komputasi di Indonesia
 Akreditasi IABEE adalah akreditasi tingkat internasional dan bersifat sukarela, tidak seperti
akreditasi wajib oleh BAN-PT / LAM-PS
 Akreditasi IABEE adalah sarana untuk meningkatkan kualitas pendidikan tinggi dan akuntabilitas
kepada masyarakat dengan menerapkan Pendidikan Berbasis Capaian (OBE)
 Kriteria Akreditasi yang dikembangkan oleh IABEE mengikuti pengaturan persyaratan kesetaraan
substansial oleh Washington Accord (untuk program teknik) dan Seoul Accord (untuk program
komputasi)
 Kesepakatan adalah perjanjian multilateral antara lembaga yang bertanggung jawab atas akreditasi
program pendidikan tinggi yang bekerja sama untuk membantu mobilitas praktisi teknik / komputasi
Tentang IABEE
 Kesepakatan mensyaratkan bahwa
badan akreditasi independen dari
pemerintah (LSM), oleh karena itu IABEE
didirikan sebagai organisasi otonom
dalam Persatuan Insinyur Indonesia (PII)
 IABEE diprakarsai oleh DGHE dari
Kemendikbud pada tahun 2013, dan
dikembangkan dengan dukungan dari
JICA
 IABEE diumumkan secara mandiri pada
18 November 2015, dan diresmikan pada
13 Maret 2018 oleh Dirjen Kelembagaan.
 IABEE diluncurkan oleh Menristekdikti di

"Having accepted as provisional signatory member, IABEE operations in Indonesia as its jurisdiction started to get
international recognition. Although the substantial equivalence recognition for programs and graduates of programs accredited
by IABEE could only be granted by the Washington Accord in June 2020 the soonest (given IABEE signatory status is granted in June
2021), some WA member countries have recognized the value of IABEE accreditation to Indonesian
engineering programs. Right after the provisional status was granted, IABEE tied a common understanding with JABEE and ABET.
JABEE and ABET understand that it is the right of an institution to seek accreditation for its programs from any accreditation board.
However, both agencies also understand the value of IABEE accreditation, which is the best for Indonesian engineering programs.
Therefore, both are in agreement that any new application from Indonesian engineering programs seeking
for accreditation to JABEE and ABET would be directed to IABEE".

Accreditation types

 IABEE offers two types of accreditation, namely General


Accreditation and Provisional Accreditation. Each accreditation
type entails specific eligibility requirements for programs to apply.
 General Accreditation (GA) is intended for programs seeking
international recognition through IABEE accreditation.
 Provisional Accreditation (PA) is intended for programs newly
adopting an outcome-based education system and have not yet
produced graduates under the system. A program applying for PA
will be evaluated to measure its potentials of meeting the
Accreditation Criteria within a foreseeable future.
