Bidding Procedure
As per Requirements of NTDC
 Bid / Bidding
• The offering of particular prices for something
like Design, Supply, Installation, Testing & commissioning of
substation / Transmission lines / Building / Roads / Bridges etc.
• In an auction
• By different stake holders
 Bidding Stages
• Different mode of stages are considered by NTDC in diff. projects :

1. Single Stage – Two Envelope / One Envelope

2. Two Stages – Single Envelope
 Single Stage – Two Envelope / One Envelope

• In this stage, Bidder will submit both Financial & Technical Documents on the same date.
• One Envelope: Employer will open Financial bid first at the same day when Bidders submit
the bid.
Note: Lowest bidder will be able to win the tender after successful qualification.

• Two Envelope: Employer (NTDC) will open Technical bid first and then open Financial bid
for only technically qualified bidders.

Note: If any bidder will disqualify by NTDC at technical stage there financial bid will not be
consider at next stage.
 Two Stages – Single Envelope

• In this stage bidder will submit only one envelope first as per Employers
demand.

• Employer can demand Financial or technical any envelope at first stage.

• After evaluation only successful bidders will able to submit other envelope at
Second stage.
 Bidding Includes
1. Commercial Bid (Prices)
2. Technical (Qualification requirements)
 Commercial Bid

• It includes: Prices as per BOQ (bill of quantity) with all the possible taxes,
duties.
• Different bidding documents have different requirements.
• So, in each bidding document, we have to fill our prices as per requirements.
 BOQ Schedules
• BOQ have 5 schedules mostly.
Sch 01 : Procurement from Abroad
Sch 02 : Procurement from Employers Country
Sch 03 : Design Services
Sch 04 : Civil Work, Transportation & Testing Commissioning of Plant
Sch 05 : Grand Summary of all schedules (Total Bid Price)
 Technical (For Bidder)
• Technical Bidding process consist of following:

1. Bidders past experience

2. Bidders current commitments
3. Bidders Financial Performance
4. Bidders Average Annual Turnover
 Bidders Documents
• Bidder will provide all documents like
Notarized contracts
Operational Certificates
Company Profile
Audit Reports for last 3 or 5 years
ISO certificates
Business License.
 Technical (For Suppliers)

• Technical Bidding process consist of following:

1. Supplier Experience of Manufacturing

2. Type Tested from NTDC’s approved labs
3. Last 5 years supply record
4. Business outside the home country
 Suppliers Documents
1. Bidder will attach all documents with Bid for review and qualification of supplier
from NTDC.
2. Supplier will provide all documents like :
Manufacturer Authorization Letter
Company Profile
Business license
ISO Certificates
Supply record
Operational Certificates
Contract agreements
Type test reports.
