ARTICLE 31 PARAGRAPH 1
1) Setiap warga negara berhak mendapat
pendidikan.

‘’ 1) Every citizen has the right to education. ‘’


ARTICLE 31 PARAGRAPH 2-5
2) Setiap warga negara wajib mengikuti Pendidikan dasar
dan pemerintah wajib membiayainya.
“ 2) Every citizen must follow basic education and the government
must pay for it. ”
3) Pemerintah mengusahakan dan menyelenggarakan
satu sistem pendidikan nasional, yang meningkatkan
keimanan dan ketakwaan serta akhlak mulia dalam
rangka mencerdaskan kehidupan bangsa yang diatur
dengan undang-undang.
“ 3) The government strives and organizes a national education
system, which enhances faith and piety and noble character in the
context of educating the nation's life which is regulated by law. ”

4) Negara memprioritaskan anggaran pendidikan sekurang-kurangnya
dua puluh persen dari anggaran pendidikan dan belanja negara
serta dari anggaran pendapatan dan belanja daerah untuk
memenuhi kebutuhan penyelenggaraan pendidikan nasional.
“4) The state prioritizes the education budget of at least twenty
percent of the state education and expenditure budget as well as
from the regional income and expenditure budget to meet the
needs of national education.”
5) Pemerintah memajukan ilmu pengetahuan dan teknologi dengan
menjunjung tinggi nilai-nilai agama dan persatuan bangsa untuk
kemajuan peradaban serta kesejahteraan umat manusia.
“ 5) The government advances science and technology by
upholding the values of religion and national unity for the
advancement of civilization and the welfare of humanity. ”
ARTICLE 32 PARAGRAPH 1 & 2
1) Negara memajukan kebudayaan nasional Indonesia di
tengah peradaban dunia dengan menjamin
kebebasan masyarakat dalam memelihara dan
mengembangkan nilai nilai budayanya.
“The state promotes Indonesia's national culture in the midst of
world civilization by ensuring the freedom of the people in
maintaining and developing their cultural values.”
2) Negara menghormati dan memelihara bahasa daerah
sebagai kekayaan budaya nasional.
“The state respects and maintains regional languages as national
cultural assets.”
Law No. 20 of 2003 Concerning the
National Education System
ARTICLE 1
1) Pendidikan nasional adalah pendidikan yang berdasarkan Pancasila
dan UndangUndang Dasar Negara Republik Indonesia Tahun 1945
yang berakar pada nilai-nilai agama, kebudayaan nasional Indonesia
dan tanggap terhadap tuntutan perubahan zaman.
“1) National education is education based on the Pancasila and the 1945 Constitution of
the Republic of Indonesia which is rooted in religious values, Indonesian national culture
and responsive to the demands of changing times.”
5) Tenaga kependidikan adalah anggota masyarakat yyang
mengabdikan diri dan diangkat untuk menunjang penyelenggaraan
pendidikan

support the implementation of education.

every citizen has the right to equal opportunity to
obtain quality education, both those of different
physical abilities, in remote areas, as well as
those who are intelligent or have special talents,
which can last a lifetime.

1) Setiap warga negara yang berusia tujuh
sampai dengan lima belas tahun wajib mengikuti
pendidikan dasar.
“ 1)Every citizen aged seven to fifteen must follow basic
education.”

nonformal, dan informal yang dapat saling
melengkapi dan memperkaya.

EVALUATION, ACCREDITATION, AND CERTIFICATION
Law No. 14 of 2005 Concerning
Teachers and Lecturers.
This law contains 84 articles governing general
provisions (terms in this law), the position of
functions and objectives, professionalism
principles, all regulations concerning teachers
and lecturers from academic qualifications,
rights and obligations to professional
organizations and codes of ethics, sanctions
for teachers and lecturers who do not carry
out their obligations as they should,
transitional provisions and closing provisions.
 Article 8
8) Guru wajib memiliki kualifikasi akademik,
kompetensi, sertifikat pendidik, sehat jasmani
dan rohani, serta memiliki kemampuan untuk
mewujudkan tujuan pendidikan nasional.
“ 8) Teachers are required to have academic qualifications,
competencies, certificates educator, physically and mentally
healthy, and have the ability to realize the goals of national
education. “
 Article 46 states that lecturers must have at least
masters degrees to teach in diploma and
undergraduate programs and graduates of
doctoral programs to teach in post-graduate
studies.

 Article 49 professors who have scientific works or


monumental works are very special in their fields
and are internationally recognized can be
appointed as plenary professors.
