Use this command to add a RNC pool. Two RNCs with Iur interface can be configured as a
RNC pool. The two RNCs supply redundancy backup for each other. For a NodeB, the local
RNC acts as the primary RNC and the peer RNC as the secondary RNC. If the primary
RNC is faulty, the secondary RNC takes over the traffic carried by the NodeB.
The SAAL link that bears the NCP link must be of UNI type.

By default, the activation factor table with index 0 is configured in the RNC.
In addition, this index cannot be modified and removed.
The RNC uses the activation factor to calculate the admission bandwidth.
The admission bandwidth is calculated by using the following formula:
Admission bandwidth = Bandwidth at the transport layer * Activation
factor/100.
If the NodeB supports ATM/IP dual stack or hybrid IP, you can
configure the path load EQ threshold table.
The path load EQ threshold table with index 0 is the default table in
the RNC, and it cannot be modified or deleted.
This command is used to configure the TRM mapping table and activity
factor table for users of different priorities.
When Interface Type is IUB, Resource Management Mode can be SHARE or
EXCLUSIVE.
When Interface Type is IU-CS,IU-PS,IUR, Resource Management Mode can
only be SHARE.
