CAUSES OF EXCESSIVE LOSSES AND LESS
RECOVERY
 HESCO is domestic based company, out of total 1076405 consumers 873602
are of domestic category having 60% sales.
 Due to high poverty rate of domestic consumers and high price of electricity
are unaffordable for poor consumers, hence massive theft of electricity
exists in this category, they also using Air-Conditioner as necessity through
illegal means.
 HESCO started Chowkidara / night checking on daily basis to detect and curb
theft of electricity. Kundas are being removed everyday by checking teams /
task forces, besides charging stolen units against their sanctioned existing
connections.
 The Police is not extending cooperation in lodging the FIRs against electricity
theft and even not protect HESCO officials in case of assault by agitated
people whose electricity is disconnected due to theft / non-payment.
 Hottest climate in summer as mercury soars in the Sindh during lengthy
summer season (March- October), increase I2R losses while stealers use
electricity through illegal means for use of Air-conditioners. This increase
load on system.
