A. Pendahuluan / Preliminary
Latar Belakang
Alat kerja listrik merupakan semua alat yang digunakan untuk mempermudah pekerjaan
dimana tenaga yang digunakan listrik.
Background
Electrical tools are all tools used to facilitate the work which run on electricity.
Tujuan
BDE ini adalah menggambarkan Standar Minimum yang WAJIB untuk diterapkan pada
Proyek PT. PP (Persero) Tbk. Ukuran Safety yang lebih Tinggi mungkin bisa diterapkan
tetapi isi BDE ini adalah minimum yang harus dipakai.
Purpose
The purpose of this document is to describe the MANDATORY minimum standards to be
implemented on PT PP (Persero) Tbk projects. Higher Safety Measures may be implemented but
the content of this document is the minimum to be used.

Earthing
All metal parts of all distribution systems and fixed appliances not carrying a current must be effectively earthed to either;
The metallic sheath and armouring of the incoming supply cable (Info: The main purpose of cable armour or sheath is for mechanical cable
protection and should NOT be considered as earthing protection; The cable armour shall also be bonded to main earthing grid)
• The earthed terminal supplied by the service provider
• A separate earth electrode system with a minimum resistance of 2 ohm should be obtained. Additional ground rod / electrode should be
installed until the 2ohm resistance is achieved.
• Portable electric tools and equipment, including floodlight stands, should be grounded by means of an equipment grounding conductor
within the cord and grounding terminal in the receptacle and plug. The neutral conductor should never be used as an equipment grounding
conductor.
• In addition to providing for equipment grounding, the electrical system itself must be grounded, Such a grounding system will minimize the
difference in voltage that may be produced by lightning strikes or primary to secondary faults.
Note: Earthing via gas or water pipes is NOT permitted.
Cables
Cables that carry more than 65V should have a continuous armour or sheath, which is effectively earthed. All cables
should have an overall protective sheathing.
Buried cables should be placed at least 0.5m below ground, placed in a duct with cable marker tape, sand placed and
signed to mark the route.
Cables should not be left lying in water or in the path of people or plant. Keep the length of cables as short as possible and
do not leave lengths of cables coiled on the spool as this causes a risk of fire. Cables must be suspended out of the way
and not posing a danger e.g.: if hung at eye level. When suspended they must not be under tension or strain, supported on
proper non-metal hooks, i.e.: not nails, no rebar hooks etc.
All cables and portable tools must be Inspected every month and Tested every 3 months. Upon completion of Inspection
and Test and the equipment passes, the item will be signed off. At the beginning of every new Quarter the tools and cables
need to be colour coded. The colour will be relevant to the particular quarter and the colour coding can be found in the
Project HSE Plan.

All Tools need to be inspected on a monthly basis and need to be tagged and colour coded. A proper tag will be used.
Coloured insulation tape is not adequate as it may hide defects.
• Regular inspections and provision for out-of service notices and other precautions are to be enforced to ensure a good
quality electric tools and equipment are available on site
• Workers should be instructed not to use defective tools, but to turn them in for repair.
• Unused electrical wiring must be appropriately disconnected by competent and authorized personnel.
Note: Insulating tape CAN NOT be used to repair on equipment or cables and therefore can NOT be used for
repairs !
