Beberapa kriteria dasar yang harus dipenuhi dalam pembuatan TPA:
1. Sosialisasi rencana pembangunan TPA Sampah ke masyarakat sekitar
rencana lokasi.
2. Muka air tanah harus lebih dari 3 meter dari rencana dasar sel sampah.
3. Lokasi yang direncanakan untuk TPA Sampah harus sudah tercantum di
dalam Rencana Tata Ruang dan Wilayah (RTRW) daerah setempat.
4. Harus adanya badan air penerima (sungai) dengan jarak minimal 100
meter dari rencana lokasi TPA.
5. Jarak minimal dari lokasi TPA ke pemukiman penduduk harus besar dari
500 meter. (UU RI No.18 Tahun 2008)
