8.1 Reaksi Pemerintah Negeri-negeri Melayu Utara dan Johor
Terhadap TIndakan Barat

A. Perjanjian Bangkok Memecahkan Wilayah Negeri Melayu Utara

1. Pihak Siam dan British telah menandatangani Perjanjian Bangkok 1909

yang telah menentukan sempadan antara Negeri-Negeri Melayu Utara
dengan Siam (sekarang Thailand) berdasarkan sungai dan legeh.

2. Sempadan ini tidak mengambil kira faktor kebudayaan, geografi, etnik dan
agama penduduk tempatan
B. Reaksi Pemerintah Negeri-negeri Melayu Utara Terhadap Perjanjain Bangkok

1. Perlis
-Perlis telah kehilangan wilayah Pujoh kepada Siam
-Raja Syed Alwi Jamalullail menentang keputusan ini
-Sebelum ini, wilayah Pujoh memang ditadbir oleh Perlis melalui Penghulu
Kuala Perlis

2. Kedah
-Kedah kehilangan wilayah Sadao, Setul, Pulau Terutau, Pulau Butang dan
pulau-pulau sekitar kepada Siam.
-Sultan Abdul Hamid Halim Shah berasa tersinggung serta murka dan tidak
memaafkan pihak yang menjual wilayah Kedah seperti menjual kerbau.
3. Terengganu
-Perjanjian Bangkok tidak diterima oleh sultan, ulama dan pembesar
-Sultan Zainal Abidin III mengecam Siam yang menyerahkan Terengganu
kepada British serta menghantar surat bantahan kepada Gabenor Negeri-
Negeri Selat.
-Baginda menegaskan penghantaran bunga emas kepada Siam ialah sebagai
lambang persahabatan dan bukannnya menandakan Terengganu milik Siam

4. Kelantan
-J.S Mason (wakil British) dan wakil Siam menghadap Sultan Muhammad IV
untuk memaklumkan persetujuan mereka tentang Perjanjian Bangkok.
Sultan telah menolak perjanjian tersebut.
-Kelantan telah kehilangan wilayah Tabal kepada Siam
 C. Kebijaksanaan Pemerintah Johor Menyekat Kemaraan British

-Baginda peka British ingin menguasai Johor dan Selat Melaka
-Membina jati diri sebagai pemerintah berdaulat
-Antara tindakan baginda ialah:

1: Menjamin keselamatan perairan

-Memastikan perairan Johor & Singapura selamat

2: Mengasaskan bandar Iskandar Puteri

-Memindahkan pusat pentadbiran dari Singapura ke Johor supaya
tidak diganggu British di Singapura
-Mengisytiharkan bandar Iskandar Puteri sebagai pusat
pentadbiran Johor

3: Memodenkan pentadbiran negeri

-Mempelopori birokrasi (sistem pemerintahan) moden
-Sitem tradisional dikekal dan ditambah baik dengan sistem moden

4: Mengeksploit hasil hutan

-Mengeluarkan getah perca untuk dijual kepada British
-Perdagangan getah perca dimonopoli oleh Johor

5: Memperkenal sistem Kangcu

-Menggalakkan kemasukan orang Cina untuk mengusahakan
gambir dan lada hitam
8.2 Tindakan Raja Melayu dalam Menangani Cabaran Barat

1. Tuntutan Raja Melayu Melalui Durbar

(Durbar ialah mesyuarat antara Raja-Raja Melayu)

1. Durbar tahun 1903 (Kuala Lumpur)

-Sultan Perak mengkritik pemusatan kuasa kepada Residen Jeneral
-Yang di-Pertuan Besar Negeri Sembilan menuntut bahasa Melayu
dijadikan bahasa rasmi

2. Durbar tahun 1932 (Rompin, Pahang)

-Sultan Perak mendesak kuasa Raja-Raja Melayu dan Majlis Negeri
dikembalikan
3. Durbar tahun 1937 (Klang, Selangor)
-Yang di-Pertuan Besar Negeri Sembilan mendesak kerja buruh
lebih banyak diberi kepada orang dari Rumpun Melayu seperti
orang Jawa
-Sultan Pahang mendesak British memberi perhatian kepada orang
Melayu yang tidak diberi peluang pekerjaan dan tanah

4. Durbar tahun 1939 (Seri Menanti Negeri Sembilan)

-Sultan Selangor mencadangkan penubuhan Malay Girls College
untuk menaikkan pendidikan kaum wanita
2. Diplomasi Menangani Tekanan British

Diplomasi Sultan Abu Bakar

1. Mengadakan hubungan baik dengan Kerajaan Negeri-Negeri Selat
-British kekalkan Teluk Belanga di Singapura sebagai milik Johor
-Sultan Abu Bakar dan keluarganya tinggal di Singapura hingga 1889

2. Kunjungan ke England bemu Ratu Victoria

-Baginda diberi gelaran Maharaja Johor pada 1868
-Menyebabkan Gabenor Negeri-Negeri Selat tidak berani menekan Johor
-Johor diberi kepercayaan menguruskan masalah antara negeri-negeri
Melayu yang lain

3. Menubuhkan Lembaga Penasihat Johor di London

-Baginda melantik beberapa pegawai British yang berpengalaman untuk
menasihati baginda mentadbir Johor
Diplomasi Sultan Zainal Abidin III Terengganu
1. Kebijaksanaan dalam rundingan
-Berunding dengan Gabenor Negeri-Negeri Selat di Singapura kerana baginda
tidak mahu menerima Perjanjian Bangkok 1909

2. Menandatangani Perjanjian British-Terengganu pada 1910

-Akhirnya British akur dengan permintaan baginda.
-Melalui perjanjian ini, British mengakui Terengganu sebagai sebuah negeri
merdeka dan hanya boleh menghantar wakil British yang tidak boleh
mengganggu pentadbiran Terengganu
 3. Keengganan Pemerintah Negeri Melayu Utara Menerima Penasihat British

Walaupun Negeri-Negeri Melayu Utara diserahkan oleh Siam kepada British

melalui Perjanjian Bangkok 1909, tetapi Negeri-Negeri Melayu Utara
menentang hal ini sehingga sukar bagi British menempatkan Penasihat
British di Negeri-Negeri Melayu Utara

Perlis Meadow Frost -Sultan menolak Penasihat British
-Melalui Perjanjian Perlis-British pada 28 April 1930
barulah Perlis berada di bawah naungan British
Kedah W.G. Maxwell -Maxwell bersikap biadap (menyuruh semua surat rasmi
mesti dalam bahasa Inggeris, mesti melalui Residen
Jeneral, tidak menulis nama negeri Kedah dalam surat
rasmi dan mengibar bendera Union Jack di rumahnya)
-Melalui Perjanjian Kedah-British pada 1 November
1923 barulah Kedah berada di bawah naungan British
-Kedah masih mengekalkan identiti dengan: Gunakan
Bahasa Melayu dalam pentadbiran, kalendar Hijrah, cuti
umum hari Jumaat, melantik pegawai Melayu dalam
pentadbiran
 Negeri Nama Penasihat Penerangan
British
Kelantan J.S. Mason -British telah membuat perjanjian dengan Sultan
Muhammad IV pada 1910 dan kesannya:
i. J.S. Mason dilantik menjadi Penasihat
ii. Sultan Kelantan mesti mengikut nasihat J.S. Mason
iii. Sultan Kelantan dlarang membuat hubungan luar
Terengganu J.L Humphreys -Sultan Zainal Abidin III enggan menerima Penasihat
British dan hanya menerima wakill British yang tiada
kuasa.
-Ketika pemerintahan Sultan Muhammad II barulah
British dapat meletakkan Penasihat British pada 1919
-Tetapi Sultan Muhammad II lebih banyak
mendapatkan nasihat pembesar negeri berbanding
Penasihat British
4. Menggubal Undang-Undang Tubuh

*Undang-Undang Tubuh adalah dokumen yang memberi garis panduan tentang dasar
pentadbiran negeri sehingga dapat mengelakkan Penasihat British menjadi terlalu
berkuasa

Johor
-Sultan Abu Bakar memasyhurkan Undang-Undang Tubuh Kerajaan Johor
pada 14 April 1895, menjadi negeri pertama mengamalkan sistem raja
berperlembagaan dan mempunyai unsur demokratik.

Terengganu
-Undang-Undang bagi Diri Kerajaan Terengganu digubal pada 2 November
1911. Turut diberi nama Itqan Al-Muluk Bi Ta ‘dil Al-Suluk (keyakinan kepada
pemerintah yang berdasarkan keadilan)

5. Raja Menerajui Permodenan Negeri

Johor
-Sultan Abu Bakar bersama Majlis Jemaah Menteri membangunkan aspek
pentadbiran, kewangan, undang-undang, pelajaran, kesihatan, tanah, polis
dan tentera.
- Menubuhkan pelbagai jabatan untuk menguruskan pembangunan rakyat
dan negeri dengan kerjasama para pembesar yang komited.
-Sultan Abu Bakar digelar “Bapa Permodenan Johor”

Kedah
-Diterajui oleh Sultan Abdul Hamid Halim Shah yang digelar “Bapa Kedah
Moden” dibantu oleh pembesar negeri.
-Di bawah baginda, Kedah mewujudkan Jabatan Perbendaharaan, jabatan
Tanah dan Ukur, Jabatan Audit, Pejbat Besar Pos dan Telekom, Mahkamah
Keadilan dan Pasukan Polis Kedah

Terengganu
-Diterajui oleh Sultan Zainal Abidin III dan anaknya Yang Di-Pertuan Muda
Tengku Muhammad dengan menubuhkan Jemaah Mesyuarat Kerajaan dan
Jemaah Menteri sejak 1912.
-Penubuhan kedua-dua badan ini membawa kepada penubuhan jabatan-
jabatan kerajaan seperti Pejabat Setiausaha Kerajaan, Pejabat
Perbendaharaan, Pejabat Pesuruhjaya Keadilan, Pejabat Agama dan
Pelajaran, Pejabat Kerja Raya dan Pejabat Pesuruhjaya Hutan.
-Penubuhan jabatan-jabatan ini menutup ruang British daripada masuk
campur urusan negeri Terengganu.
8.3 Usaha Pembesar Melayu dalam Permodenan Negeri

1. Pembangunan Sosioekonomi

1. Long Jaafar
-Membawa kemajuan di Larut (Perak)
-Memperkenalkan negeri Melayu sebagai pengeluar bijih timah di dunia
-Menggalakkan pembinaan pusat pengajian agama & membina sekolah
Melayu Matang untuk memberi pendidikan kepada anak tempatan

2. Tengku Menteri Ngah Ibrahim

-Menemui Sultan Abu Bakar Johor untuk mempelajari pentadbiran bagi
memajukan Larut
Ngah Ibrahim telah dijatuhi hukuman buang negeri ke Pulau Sychelles dan
meninggal dunia di Singapura pada 1895.

*Mereka ialah usahawan bijih timah yang memberi saingan kepada British
 2. Pembangunan Pertanian

Wan Muhammad Saman

-Dikenali sebagai Tokoh Pembangunan Negeri Kedah
-Mencadangkan pembinaan Terusan Wan Muhammad Saman dari Alor Setar
ke kaki Gunung Jerai, Gurun (sepanjang 36 km) untuk memudahkan
penanaman padi
*Terusan ialah laluan air seperti parit, tetapi lebih besar.

3. Pembangunan Bandar

Dato’ Muhammad Salleh bin Perang

-Beliau melukis peta lengkap pertama negeri johor bagi memudahkan
pembangunan pertanian, perbandaran serta sistem perhubungan.
-Mengasaskan pembukaan Bandar Maharani (Muar), Endau dan Bandar
Penggaram (Batu Pahat)
 4. Pentadbiran dan Pendidikan

1. Dato’ Jaafar bin Muhammad (Johor)

-Mengarahkan bendera Union Jack (British) dikibar lebih rendah daripada
bendera negeri Johor
-Menetapkan urusan surat rasmi kerajaan Johor dalam bahasa Melayu
-Pegawai British di Johor mesti memakai pakaian rasmi kerajaan Johor

2. Dato’ Abdul Rahman bin Andak (Johor)

-Mengawal hubungan Johor dengan British
-Mematahkan cubaan British mengawal Johor. Beliau telah dibersarakan
awal atas desakan British
-Perintis penubuh Pakatan Belajar mengajar Bahasa yang merupakan badan
persuratan terulung ketika itu
3. Dato’ Muhammad Ibrahim Munsyi (Johor)
-Menubuhkan Jabatan Pelajaran pada 1883 dan sekolah-sekolah di Johor
-Membentuk Jawatankuasa Pelajaran Negeri
-Mewajibkan pendidikan untuk kanak-kanak di Johor

4. Syeikhul Islam Terengganu

-Nama sebenarnya Saiyid Abdul hman bin Sayid Muhammad. Digelar Tok Ku
Paloh
-bertanggungjawab memberi nasihat dan semangat kepada sultan
Terengganu ketika perluasan kuasa British
-Terlibat dalam penggubalan Undang-Undang Bagi Diri Kerajaan Terengganu
5. Ahli Majlis Mesyuarat Persekutuan

-Dilantik dari golongan bangsawan

-Menuntut supaya Rejimen Askar Melayu Diraja ditubuhkan
-Mendesak British membuka peluang pekerjaan kepada orang tempatan
dalam perkhidmatan awam

6. Kepimpinan Tempatan di Sarawak dan Sabah

1. Datuk Hakim Imam Abang Haji Murshidi

-Menjaga hal ehwal umat Islam di Srawak semasa pentadbiran Dinasti
Brooke
-Memulakan pengajian Islam yang lebih formal
-Menubuhkan Madrasah al-Murshidiyyah di Kuching
-Menubuhkan Sekolah Kajang, khas untuk kaum wanita belajar ilmu agama
-Mengasaskan Majlis Syuyukh Islam yang kemudian dikenali sebagai Majlis
2. Orang Kaya-kaya Haji Mohammad Arsyad
-Seorang Ketua Anak Negeri yang membantu Pegawai Daerah menjalankan
pentadbiran peringkat daerah
-Menjaga keamanan, mengutip cukai, mengurus hal berkaitan tanah dan
memajukan pertanian masyarakat tempatan
-Menjadi hakim di mahkamah Anak Negeri
8.4 Keberkesanan Peranan Pemerintah Tempatan dalam
Menangani Cabaran barat
1. Kemakmuran Negeri

Johor
-Kecekapan dan keberkesanan sistem pentadbiran telah memakmurkan ekonomi Johor
-Johor menarik ramai pelabur asing untuk melabur dalam sektor pertanian komersial
(seperti gambir dan lada hitam)
- Sultan Abu Bakar menjadikan motif lada hitam dan gambir sebagai awan larat pada
peralatan istana dan kerajaan

Perak
-Tengku Menteri Ngah Ibrahim (di Larut) dan Sultan Ismail (di Lembah Kinta) telah
memajukan perlombingan bijih timah sehingga Perak menjadi pengeluar bijih timah
utama dunia

Kedah
-Pembaharuan pentadbiran Sultan Abdul Hamid Halim Shah dan Wan Muhammad
Saman (sebagai perdana menteri) mejadikan Kedah sebagai negeri jelapang padi.
2. Melambatkan Perluasan Kuasa British

Johor & Terengganu

-telah mewujudkan undang-undang tubuh negeri masing-masing sehingga
menghalang British meluaskan kuasa di negeri terbabit
-Telah tertulis dalam undang-undang tubuh bahawa pemerintah tidak boleh
menyerahkan negeri kepada kuasa asing
-Hanya selepas kemangkatan Sultan Abu Bakar (di Johor) dan Sultan Zainal Abidin III (di
Terengganu), barulah British dapat menempatkan Penasihat British.

3. Kemajuan pendidikan

Hasil desakan Raja-Raja Melayu melalui Durbar telah membawa kepada penubuhan
sekolah-sekolah di negeri-negeri Melayu termasuk sekolah perempuan
4. Penubuhan Rejimen Askar Melayu Diraja

-Ditubuhkan hasil inisiatif Yamtuan Besar Negeri Sembilan, Sultan Perak, Undang Luak
Rembau dan Raja DI Hilir Perak melalui Durbar dan Majlis Perundangan Persekutuan.
-Pada 1933, Kompeni Percubaan diwujudkan di Port Dickson yang kemudiannya
menjadi Rejimen Askar Melayu Diraja.

5. Pegawai Tadbir Melayu (PTM)

-British sedar bahawa mereka perlu mendapat kerjasama elit Melayu.

-Oleh itu, PTM telah diwujudkan untuk melatih anak-anak Melayu untuk diserap dalam
pentadbiran

6. MempertahankanInstitusi Beraja

-Raja-Raja melayu telah membuktikan kemampuan berdiplomasi sehingga institusi raja

berjaya dikekalkan.
-British hanya berja mengambil alih peranan pembesar negeri. Tetapi setiap undang-
undang masih perlu mendapatkan pengesahan Sultan
