Canada, Japan and Russia categorically said last year (2010); that they would not accept new Kyoto commitments. but ,Canada is the only country to actually execute it altogether.

The Legal Frame

Canada produced "barely 2%" of global emissions. The previous Liberal government had signed on to Kyoto in 1997 without any intention of meeting its targets. Kyoto originally covered countries generating less than 30% of global emissions and that had fallen to 13%.

Canada wanted a fair agreement

Canada initially adopted it in Kyoto, Japan, in 1997, aimed at fighting global warming. Canada's previous Liberal government signed the accord but did little to implement it and current prime minister Stephen Harper's Conservative government never embraced it.

The Legal Right

Article 27 of the Kyoto protocol allows any country to withdraw three years after the protocol is in force (i.e. about now). The protocol was ratified in 2005, but came into force on 1 January 2008, the start of the so-called first commitment period for countries to cut their emissions, which finishes at the end of 2012. 5/5/12
