Conduct project progress and impact monitoring, evaluation, and reporting and facilitates liaison with stakeholders (donors and contractors) involved in the execution of the construction and other related projects.

 Formulate the portion of the municipal budget pertaining to infrastructure upgrading/development. Prepare and implement infrastructure operation, maintenance, upgrading and rehabilitation plan Review the municipalitys available master plan and recommend areas for improvement Design and deliver capacity building trainings to municipal staff Introduce the municipality to advanced engineering software Any other tasks as assigned by the supervisor

1. Sustainable growth of municipal revenues and improved revenue administration practices

Prepare and submit activity proposals, including budget estimates, for undertaking tasks related to the formulation and implementation of revenue improvement action plans (RIAPs) and the application of financial management and financial reporting systems and procedures. Conduct workshops to orient the municipality on the principles and processes involved in revenue RIAP formulation and implementation

Assist the municipality in the formulation, refinement, and finalization of RIAPs and RIAP-based financial projections as well as in integrating them into municipal budget
Assist the municipality in implementing RIAPs, and in monitoring and evaluating RIAP implementation

 Assist the municipality in adopting/adapting an improved revenue administration and revenue performance reporting system, as well as in the preparation and issuance of revenue-performance reports to different stakeholders. Assist in training concerned municipal government officials in the application, maintenance, and further development of revenue database management system, especially the components pertaining to Safayi/property tax and business licensing. Assist in networking the provincial municipality with district municipalities of the respective province to improve coordination and cooperation on revenue- related matters as well as capacity development In cooperation with Municipal Public Service Delivery Specialist, assist the Cleaning and Greening Department of Municipality in developing service delivery improvement programs especially solid waste management to show /reflect results of tax payment to people. Mobilize and advise, on the conduct public awareness campaigns to ensure broader community participation in municipal programs through regular tax payment

Organize a municipal taskforce and train them on economic development and municipal-private sector partnership concepts and programming

Conduct studies of economic development and municipal-private sector partnership opportunities Assist the municipal taskforce in developing municipal economic development and private sector program

Conduct situational analysis and profiling Develop and implement participatory Gozar and Nahia-based strategy and action plan for transparent and accountable revenue generation and administration practices Review & streamline revenue collection & management practices & processes Set up monitoring and evaluation mechanism for revenue generation and implement Develop and implement performance-based incentives and sanctions mechanism Design and implement enterprise development initiatives Conduct public consultations and hearings on tax or rate setting Develop and implement capacity development program, strategy and action plan for revenue-related units

 - Promote transparency and accountability of revenue generation processes Set up effective revenue information management system and keep operational and up-to-date databases Initiate pro-poor municipal interventions in the area of investment and small and medium term enterprise creation and promotion;
Enhance capacity of mayors office to play an effective oversight role Design and implement public awareness programs to get them pay their taxes, fees or charges on timely basis Engage private sector in municipal planning, budgeting, policy formulation and strengthen their role in local economic development and delivery of basic services;

Prepare capital investments plan Ensure good and healthy environment for the operation of businesses through provision of basic business process services
Organize business forums and networks;
