Isle of Man Regeneration: Public Art Programme Presentation - 2 April 2012

Introduction Noah Rose & Associates have been appointed to coordinate artistic direction for public art as part of the strategic regeneration programmes for Ramsey, Laxey, Peel and the South West (Port Erin and Port St. Mary). Some limited coordination also applies to separate public art developments for Douglas and Castletown. Information on this programme and on Noah Rose & Associates can be viewed on: http://sevenmanxtowns.blogspot.com/ Team comprises: Noah Rose (Lead Artist & Coordinator); Ian Banks (Public Art Consultant & Architect); and Matt Owen (Associate Artist). As a starting point, the issues that the team considered critical to the successful undertaking of the island-wide project cover 5 key strands - which are: Location and Distinctiveness (a unique sense of place) Community Engagement (arts activity used more as action research) Design Team Integration (being fit for the brief, achievable and sustainable) Broadening Opportunities (facilitating local artists and creative skills etc) Cultural Visioning & Branding (being part of a joined-up cultural & tourism strategy)

Ramsey Public Art Brief Strands 1 3 of the more localised brief for Ramsey, sets the public art focus only on the central areas around the old courthouse and war memorial and the market square. Ideas proposed compliment where possible the earlier public consultation and current regeneration scheme under development by Dalrymple Associates.

Identified Sites / Project Ideas

Initially, 15 public art ideas have been identified. Some are inter-linked; and many form optional or alternative suggestions for permanent or temporary artworks across all phases. Ideas now need to be tested with community and design team; available budgets; as well as the local available skills of artists etc. Not all will be possible - though some may lay the seed for future commissions, including pan-island ones.

1. War Memorial Contemporary writing commission war poetry or similar (remembrance for 2014 centenary of first world war). Hybrid typographical paving piece to interpret the above in hand-cut stone-carved letters. Possibility of in-situ artisan fabrication as a live 'performance work' and public/media interest. Links to typography & graphics, and Manx Litfest 2012 & IoM Poetry Society. The current War Memorial Cross is from the design of PMC Kermode (born 1855 in Ramsey), Manx antiquarian. Brother of poet Josephine Kermode (aka Cushag). Noted for work on inscriptions on Manx crosses.

2. Artisan Shop Signs


Bronze Kipper for the fishmongers, lamb for butchers, clock for jewellers and ironmongery for Feltons etc. Also traditional painted signs and elegant sign writing. Potential for shop planning design guide perhaps. Elegant black-smithing to brackets also.

3. RNLI Shop As part of Phase 2a, freestanding sculpture for Market Hill and community celebration of RNLI. Potentially figurative or maritime focused. Could be a fun kinetic automata sculpture for RNLI collection box? More seriouslya further reference to the The Ellan Vannin (and poem) perhaps?

4. Stamps Artists to create new contemporary stamp series for Ramsey and also exhibit via light projection, shop window exhibitions, street banners and other printed media (could be one set for each town or similar). Links to the current Post Office and The Rowrey / Old Post Office Lane. Exemplar artist case studies as example, include the recent Internment Camp artist series and the current Paul Smith Olympic designs.

5. Gable Lettering & Typography Painted, carved and raised-relief gable lettering (temporary & permanent poems etc)

6. Market Square Tidal Marker

Moon, tide & time powered clock, musical instrument, fountain or other automata Historical links to The Lake that was prior to 1835 and The Lamp Standard and Silver Fountain.

7. Market Square Applied infrastructure, de-clutter and level/shared surface for occasional car-free flexible arena with festival events such as promenade theatre,bearpit karaoke, public concerts, theatre, open-air or drive-in cinema as well as artist market. Also applies to non-cultural events such as farmers markets and Xmas fairs etc.

8. Pop-Up Artist Spaces So-called Pop-Up artists colonisation of vacant retail units creating a literal shop window for artist studios, galleries, drop-ins and other installations and creating cultural added-value to the streetscape. Units agreed on short-term leases - and subject to immediately vacating if being sold or let.

9. Old Courthouse Temporary intervention or permanent regeneration of first floor above Post Office following vacated police station. Explore potential for artist residency space, artist and creative industry incubator and art-design-caf type studio with option of also opening as bigger public space (it was previously a Court of Law, but also used for social functions). Contemporary links explored to historic benevolent / philanthropic / friendly societies established in Douglas and Ramsey perhaps.

10. Wayfinding / Interpretation Traditional Information points as well as location-specific apps for wayfinding and QR Tag interpretation (Possibly linked to Post Office as local hub with red telephone boxes perhaps on Courthouse and Market Squares used as mini information points?). Links to Giles Gilbert Scott creator. Possible free Wi-Fi zone to square?

11. Cabinet of Curiosities / Street Museum Niches in small lanes and quite areas off-road for displaying Street Museum cabinet of curiosities for art, photography and historical artifacts. Possibly linked sound art or aural history installations (e.g: directional audio spotlight speakers triggered by motion sensors). Possible link to downloadable Apps and use of telephone boxes (subject to permissions) as per Wayfinding / Interpretation proposal

12. Reflective Seating Crafted street furniture in hardwood, placed in quiet reflective spaces. With discrete soundscape applied via integral MP3 players headphone port (people to provide own). Programmable with Manx language or poetry & songs etc. Can theme with 2012 events like Shennaghys Jiu, Olympics and Queens Jubilee & WW1 Centenary.

13. Lumiere - Winter Festival of Light / Fire Light (and possibly sound) installation(s) on buildings or trees around Court House & Market Square and swing bridge. Possibly responsive to walker movement. Lighting, projection and lantern processions as winter 'Northern Lights' festival potentially linked to Sea and Manx heritage. Possible island co-ordination with other towns and with wider cultural programme.

14. Swing Bridge Creative tri-annual re-painting scheme or perhaps interactive artwork marking the opening of the 1892 Swing Bridge. Eg: Light/ bell/ music installation. Current recurring interest in bridge of Ramsey Daily Photo blog noted http://dailyphotoisleofman.blogspot.com/

15. SustainableTransport Pilot & Tour Loop for artist-led walking, Bicycle Rickshaw tours or pilot community white bike sharing scheme - to link Tram Plaza and Mooragh park to town centre - plus other destinations as identified during holiday season. The swing bridge was built in connection with the Mooragh Park and Promenade developments.

16. Raad ny Foillan (Isle of Man Coast Path) Public Art Trail
Connection of both old (i.e. Corrins Tower etc) and new public art commissions linked to the current Isle of Man regeneration public art programme for Douglas, Laxey, Peel, Port Erin, Port St Mary and Castletown. Clusters of town and village based commissions linked ideally with other coastal path commissions along the trail funded separately (such as Point of Ayre, Jurby and Kirk Michael).
