requirement of fee data query. First in SMP db,

ftp->scp (/service/.dat) db thread (charge process) create and maintenance

memory db,supply the interface ,hash and half method to

find the data.

Period Discount: In ZXIN10 charging system, one day is divided into different periods of time, different call

occurring in different periods of time could have

different favorable fee rate. Every record covers starting time(Hour:Second), end

time and discount rate. Discount rate 100 means no

discount, 50 means 50% off.
