Abstract:
Strategic alignment has had the attention of researcher and practitioners for some 15
years. This paper reports a survey of strategic alignment impacts on organizational
performance in Indonesian banking industry. The survey was conducted through
internet-based and postal questionnaire sent to the selected companies.
Structural Equational Modeling (SEM) was used to apprehend the strategic
alignment concept as an emergent variable derived from the co-variation of (1) level of
business strategy; and (2) level of IS/IT strategy. Thus, we explore the role of this
emergent concept as a determinant of organizational performance. Analysis of the data
reveals a generally positive impact towards the organizational performance.

Penelitian ini dilandasi oleh motivasi bahwa pemanfaatan sistem informasi merupakan
isu yang fundamental pada setiap bisnis, tidak terkecuali pada sektor perbankan.
Penyelarasan strategik –yang menjadi salah satu topik hangat dalam sistem informasi—
juga merupakan isu yang masih baru dan menarik untuk diteliti, terutama pada
penerapannya di Indonesia.
Untuk itu, pembuktian empiris untuk menilai korelasi antara penyelarasan
strategi sistem/teknologi informasi dengan strategi bisnis dan kinerja organisasi masih
dibutuhkan (Sabherwal & Chan, 2001). Hal ini senada dengan Camponovo dan Pigneur
(2004) yang menyatakan bahwa penelitian serupa pada lingkungan dan waktu yang
berbeda masih diperlukan guna menemukan perubahan dinamika dan mengevaluasi
pola-pola umum yang mungkin terjadi.
Penelitian ini diharapkan dapat memberikan kontribusi, baik secara teoretis (ilmiah)
maupun secara praktis.
Secara ilmiah, diharapkan penelitian ini dapat menguji teori yang telah ada
sebelumnya mengenai pengaruh penyelarasan strategik terhadap peningkatan kinerja
organisasi untuk menghasilkan keunggulan kompetitif.
Sementara dari sisi praktis, diharapkan penelitian ini dapat menilai seberapa
besar pengaruh antara praktek penyelarasan strategik dalam meningkatkan kinerja
organisasi melalui pemanfaatan sumberdaya berbasis sistem informasi.

Berbagai literatur telah menegaskan arti penting penyelarasan strategik. Boar (1994)
misalnya, menyebutkan bahwa organisasi perlu membangun, menyelaraskan, dan
mengembangkan keunggulan kompetitif melalui pemberdayaan sistem/teknologi
informasi untuk menjawab tantangan kompetisi global. Khandelwal (2001)
menambahkan, “It is clear that for enterprises to achieve their corporate objectives the
information systems supporting the business process have to give right management
information, at the right time. To do this, IT in an enterprise must align with the
organizational objectives (p23).”
Menurut Premkumar dan King (1992), penyelarasan strategik adalah linkage
antara rencana sistem informasi dengan rencana bisnis (information systems planning-
business planning alignment). Idealnya, rencana bisnis dan rencana sistem informasi –
baik fungsi produk maupun fungsi perencanaan korporat—seharusnya saling terkait
satu sama lain melalui pemetaan langsung strategi sistem informasi terhadap satu atau
3. Metodologi Penelitian
3.1 Metodologi Pengumpulan Data
Pengumpulan data pada penelitian ini dilakukan dengan menggunakan kuesioner yang
telah dikembangkan dan diuji oleh Kefi dan Kalika (2005). Kuesioner tersebut telah
disiapkan berdasar kaji literatur dan pengalaman dari penelitian-penelitian terdahulu.
Adapun pemilihan sampel dilakukan dengan metode convenience sampling dan
snowball sampling.
Response rate yang dicapai berada pada besaran 10%. Angka tersebut
dipandang cukup mengingat praktisi dalam bidang sistem/teknologi informasi, terutama
CIO, cenderung resisten dalam menjawab kuesioner (Hind, 2001). Chetty (1996), yang
melakukan penelitian kuantitatif sejenis terhadap perusahaan skala kecil dan menengah
di Selandia Baru, juga menemukan resistensi serupa.
Pengumpulan data pada penelitian ini dilakukan dengan dua cara: (1) mail-
based, dan (2) web/email-based. Untuk jajaran komisaris, direksi, serta manajemen
puncak, kuesioner dikirimkan via surat untuk kemudian diisi dan dikirim kembali
melalui fax. Sementara untuk jajaran manajemen menengah, kuesioner dikirimkan
melalui email attachment untuk kemudian diisi dan dikirim kembali atau responden
dapat mengisi secara online melalui antarmuka berbasis web (web-based interface).
Mayoritas responden penelitian ini adalah pria dengan persentase sebesar 85,71%.
Sementara sisanya, 14,29% merupakan wanita. Latar belakang pendidikan terakhir
responden sebagian besar adalah Sarjana (S1) dengan persentase sebesar 62,86%.
Responden dengan gelar Master (S2) menduduki peringkat kedua dengan persentase
31,43% disusul dengan responden bergelar Diploma (D3) dengan persentase 5,71%.
Responden yang diteliti mayoritas berasal dari bank kategori bank nasional
dengan persentase sebesar 71,43%. Diikuti oleh responden dari bank kategori bank
internasional dengan persentase 8,57% dan kategori bank daerah, bank ritel, serta Bank

Model yang diajukan pada persamaan struktural diestimasi untuk memeroleh nilai
goodness-of-fit. Estimasi terhadap model tersebut dirangkum pada tabel berikut ini:
Tabel di atas menunjukkan bahwa semua kriteria fit mempunyai hasil estimasi
yang marjinal. Kriteria yang relatif mendekati nilai cut-off adalah GFI sebesar 0,88.
Adapun nilai AGFI dan TLI yang diperoleh masing-masing sebsear 0,81 dan 0,74.
Sementara nilai yang direkomendasikan adalah lebih besar atau sama dengan 0,90.
Sementara itu kriteria RMSEA diperoleh 0,10 sedangkan nilai yang direkomendasikan
adalah sama atau lebih kecil dari 0,08.
Uji hipotesis hubungan kausalitas konstruk penelitian terlihat pada nilai regression
weight pada kolom critical ratio (c.r.) yang identik dengan t-hitung hasil pengujian oleh
alat statistik. Kesimpulan diambil dengan membandingkan nilai c.r. dengan nilai
kritisnya (±1,96) pada tingkat signifikansi sebesar 5%.
