Kajian Efektifitas Kerja Pegawai Pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Utara Assessment Of Employees Work

Baroleh, MS RINGKASAN Terlaksananya mekanisme kerja dan pelayanan terhadap masyarakat/publik secara memuaskan sangat tergantung pada bagaimana proses efektifitas kerja berlangsung dalam organisasi yang bersangkutan, dan hal ini masih banyak dikeluhkan oleh pimpinan organisasi publik yang bersangkutan dan masyarakat pengguna jasa layanan yang merasakan pelayanan yang diberikan oleh organisasi publik belum memenuhi harapan-harapan masyarakat. Efektifitas kerja pegawai yang belum maksimal bahkan cenderung dikatakan rendah banyak ditemui pada instansiinstansi pemerintah. Hal ini dapat dilihat dari banyaknya pegawai negeri sipil yang berkeliaran di pusat-pusat perdagangan pada jam kerja seperti di kawasan pusat perdagangan di jalan Pierre Tendean Manado. Tujuan penelitian ini untuk mengkaji efektifitas kerja pegawai ditinjau dari factor disiplin dan kemampuan kerja pegawai pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Utara. Metodologi yang digunakan yaitu metode penelitian kualitatif, dengan mengumpulkan data melalui pengamatan langsung terhadap kinerja pegawai pada Kanwil KemenagSulut, melakukan wawancara mendalam kepada 20 orang pegawai yang terdiri dari 15 pejabat struktural yaitu Kepala Tata Usaha, KepalaBidang, PembimbingMasyarakat, Kepala Sub Bagian dan KepalaSeksi, serta 5 orang staf. Data yang diperoleh diperlengkapi lagi dengan Laporan Kinerja dan Akuntabilitas Pemerintah (LAKIP) dan dokumentasi lainnya. Kemudian dilakukan penganalisaan dengan cara menarik kesimpulan atas data yang berhasil dikumpulkan. Hasil penelitian menunjukkan bahwa efektifitas kerja pegawai pada Kanwil Kemenag Sulut sudah cukup baik dan telah memenuhi prasyarat peraturan perundang-undangan. Artinya apabila dilihat dari dapat tidaknya terselesaikan sejumlah bidang tugas yang dibebankan maka pegawai Kanwil Kemenag Sulut cukup efektif dalam melaksanakan tugas, tetapi perlu ditingkatkan dengan terus mengembangkan diri dan berusaha untuk menyelesaikan tugas tepat waktu. Dalam hal disiplin kerja, pegawai Kanwil Kementerian Agama Provinsi Sulut masih perlu meningkatkan kepatuhan dan komitmen kerja karena meskipun secara fakta disiplin kerja dianggap sudah memenui persayaratan dan peraturan yang berlaku tetapi pada dasarnya secara kualitas, disiplin kerja pegawai masih terbatas pada jam masuk dan pulang kerja. Kemampuan kerja pegawai Kanwil Kemenag Provinsi Sulawesi Utara harus dikembangkan lewat berbagai jalur baik formal maupun informal agar terjadi peningkatan efektifitas kerja, kesamaan pola pikir yang dinamis dan bernalar agar

memiliki wawasan yang komprehensif, memantapkan semangat pengabdian, keahlian atau ketrampilan serta pembentukan sedini mungkin sikap dan mental aparatur. Dari penelitian ini dapat disimpulkan bahwa efektifitas kerja pegawai Pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Utara cukup efektif. Disarankan untuk lebih meningkatkan pengawasan disiplin kerja pegawai dalam segala aspek, menetapkan prosedur formal/standar operasional prosedur (SOP) yang tetap sebagai dasar penilaian pelaksanaan kerja untuk meningkatkan efektifitas kerja, dan mekanismepenilaiandisiplin untuk menjamin tercapainya efektifitas kerja. SUMMARY Achievement of the mechanism of action toward society/public satisfaction very much depend on how the work effectiveness take place in organization that related, and this is still have many complain by the leader of public organization that has a relation with society user of the service that given by the public organization that has not as expected by society. Work effectiveness of employee that has not maximal even rather low many times can be seen in the government institution. It can be seen from the number of civil public servant that are around the business centre during the working time at business centre area in Jalan Pierre Tendean Manado.The purpose of this study is to determine the employee work effectiveness seen from discipline factor and employee work ability of the Regional Office of Ministry of Religious Affairs of the North Sulawesi Province. Methodology used is a descriptive qualitative research method by collecting data through a direct observation on the employee work at the Regional Office of Ministry of Religious Affairs of the North Sulawesi Province, in-depth interviews on 20 employees consisting of 15 structural that are Kepala Tata Usaha, KepalaBidang, PembimbingMasyarakat, Kepala Sub Bagian dan KepalaSeksi, and 5 staff officers. Obtained data were completed by the Work Assessment and Government Accountability (LAKIP) and other documentation. Then were analyzed by summary withdrawing base on collected data. The result showed that the work effectiveness employees of Regional Office of Ministry of Religious Affairs of North Sulawesi Province has already fair enough and has according to the requirement of regulation. It means if being seen from the yes or no the work can be finished by the employee of the Regional Office of Ministry of Religious Affairs of North Sulawesi Province is fairly effective in doing their duty, but need to be increased by self improvement and try to finish the work on time. In the matter of work discipline, employee of Regional Office of Ministry of Religious Affairs of North Sulawesi Province is still need to increase the work compliment and commitment because in reality work discipline can be considered has achieved the requirement and regulation that applied but basically in quality, the work discipline of employee still has a limitation on coming time and homing time. The ability of Regional Office of Ministry of Religious Affairs of North Sulawesi Province should be developed through different ways either formal or informal in order it can increase the work effectiveness, thinking pattern similarity that dynamic and widespread to get a view that comprehensive, to firm the spirit of work, professional or skill and in the early stage to build a good mental and attitude of employee. Based on the result it can be concluded that the work effectiveness of employees in the Regional Office of Ministry of Religious Affairs of North Sulawesi Province has fairly effective. It is recommended to increase more the monitor of employee work discipline in all aspect to set a formal procedure / standard operating procedure (SOP) that become as basis of discipline assessment mechanism to ensure the achievement of effectiveness of work.
