Minister of Health Regulation Number 49 2013 concerning Hospital Nursing Committee (State

Gazette of the Republic of Indonesia Year 2013 Number 1053) Establish: REGULATION OF
THE MINISTER OF HEALTH ABOUT NURSING SERVICES STANDARDS IN SPECIAL
HOSPITALS.

Pasal 1 Ruang lingkup pengaturan Standar Pelayanan Keperawatan di Rumah Sakit Khusus
meliputi:
a. standar pelayanan keperawatan ibu dan anak;
b. standar pelayanan keperawatan mata;
c. standar pelayanan keperawatan kusta;
d. standar pelayanan keperawatan ortopedi;
e. standar pelayanan keperawatan penyakit infeksi;
f. standar pelayanan keperawatan ginjal;
g. standar pelayanan keperawatan kanker;
h. standar pelayanan keperawatan jantung dan pembuluh darah;
i. standar pelayanan keperawatan paru dan respirasi;
j. standar pelayanan keperawatan stroke;
k. standar pelayanan keperawatan neuroscience; dan
l. standar pelayanan keperawatan ketergantungan obat, pada rumah sakit khusus dan
rumah sakit umum yang memiliki pelayanan keperawatan kekhususan.
Pasal 2 Pengaturan Standar Pelayanan Keperawatan di Rumah Sakit Khusus bertujuan untuk
meningkatkan mutu pelayanan keperawatan di rumah sakit khusus dan rumah sakit umum yang
memiliki pelayanan keperawatan kekhususan yang disusun berdasarkan kompetensi dan
kewenangan perawat dengan memperhatikan keselamatan, keamanan, kesehatan, lingkungan
hidup, perkembangan ilmu pengetahuan dan teknologi, serta pengalaman, perkembangan masa
kini dan masa yang akan datang.
Pasal 3 Standar Pelayanan Keperawatan di Rumah Sakit Khusus sebagaimana dimaksud dalam
Pasal 1 harus digunakan sebagai acuan bagi seluruh perawat dan pemangku kepentingan pada
rumah sakit khusus dan rumah sakit umum yang memiliki pelayanan keperawatan kekhususan
dalam memberikan pelayanan dan asuhan keperawatan yang komprehensif dan bermutu.
Pasal 4
(1) Setiap perawat di rumah sakit khusus dan di rumah sakit umum yang memiliki pelayanan
keperawatan kekhususan wajib memenuhi standar pelayanan keperawatan di Rumah Sakit
Khusus yang berlaku secara nasional.
(2) Standar pelayanan keperawatan di Rumah Sakit Khusus sebagaimana dimaksud pada ayat (1)
tercantum dalam Lampiran I sampai dengan Lampiran XII yang merupakan bagian tidak
terpisahkan dari Peraturan Menteri ini.
Pasal 5
(1) Menteri Kesehatan, Gubernur, Bupati/Walikota, dan pimpinan rumah sakit melakukan
pembinaan dan pengawasan terhadap penyelenggaraan standar pelayanan keperawatan di rumah
sakit khusus sesuai tugas, fungsi, dan kewenangan masing-masing.
(2) Dalam melakukan pembinaan dan pengawasan sebagaimana dimaksud pada ayat (1), Menteri
Kesehatan, Gubernur, Bupati/Walikota, dan pimpinan rumah sakit dapat melibatkan organisasi
profesi terkait.
(3) Pembinaan dan pengawasan sebagaimana dimaksud pada ayat (1) ditujukan untuk:
a. meningkatkan mutu pelayanan keperawatan dan manajemen pelayanan keperawatan di
rumah sakit khusus dan di rumah sakit umum yang memiliki pelayanan keperawatan
kekhususan; dan
b. mengembangkan pelayanan keperawatan dan manajemen pelayanan keperawatan di
rumah sakit khusus dan di rumah sakit umum yang memiliki pelayanan keperawatan
kekhususan yang efisien dan efektif.
(4) Pembinaan dan pengawasan sebagaimana dimaksud pada ayat (1) dilaksanakan melalui:
a. advokasi dan sosialisasi; b. pendidikan dan pelatihan; dan/atau c. pemantauan dan evaluasi.
Pasal 6 Pengawasan terhadap pelaksanaan standar pelayanan keperawatan di rumah sakit khusus
sesuai dengan ketentuan Peraturan Menteri ini dan ketentuan peraturan perundang-undangan
terkait dilaksanakan oleh instansi dan/atau petugas yang berwenang sesuai dengan ketentuan
peraturan perundang-undangan.
Pasal 7 Peraturan Menteri ini mulai berlaku pada tanggal diundangkan. Agar setiap orang
mengetahuinya, memerintahkan pengundangan Peraturan Menteri ini dengan penempatannya
dalam Berita Negara Republik Indonesia.

 For first aid, nurses can take medical measures and administer drugs according to their
competence

RIGHT OBLIGATION
NURSE RIGHTS
 Obtain legal protection throughout carrying out duties according to: profession status,
service standard, SPO and rules
 Obtain true, clear and honest information from clients and / or families
 Receive compensation for services for nursing services that have been given
 Refuse client desires that are contrary to standards (profession / service / PO / code of
ethics) and per law
 Obtain work facilities according to standards

NURSE'S OBLIGATION
 Complete the facilities and infrastructure of nursing services in accordance with the
standards of nursing services and provisions of the Act
 Provide nursing services according to standards (profession / service / PO / code of
ethics) and per law
 Refer clients who cannot be handled by nurses or other health workers
 Documenting nursing care
 Providing complete, honest, correct, clear and easily understandable information
regarding nursing actions to clients and / or families in accordance with the limits of their
authority
 Carry out actions to delegate authority from other health workers in accordance with the
competence of nurses
 Carry out special assignments set by the government

CLIENT'SRIGHTS

 get information correctly, clearly, and honestly about nursing actions that will be carried
out;
 request the opinion of other nurses and / or other health workers;
 get nursing services in accordance with the code of ethics, standards of nursing services,
professional standards, standard operating procedures, and provisions of legislation;
 give approval or rejection of nursing actions that will be received; and
 obtain the safeguarding of the confidentiality of his health condition.

CLIENT OBLIGATIONS
 provide true, clear and honest information about their health problems;
 adhere to nurse advice and instructions;
 comply with the applicable provisions in health care facilities; and
 provide services for the services received.

DEVELOPMENT, GUIDANCE & SUPERVISION


Development of Nursing Practices
 Aim to maintain and enhance nurse professionalism
 Through: formal and non-formal education or continuing education
 Owners or managers of facilities must facilitate nurses in continuing education
 Non-formal and sustainable education can be carried out by: government, local
government, professional organizations or other accredited institutions in accordance
with the law
 Basic: needs in accordance with service, profession and SPO
