MEDAN-BINJAI) TERHADAP KINERJA RUAS JALAN

ABSTRAK

Sebagai prasarana perhubungan, pada hakekatnya jalan merupakan unsur

penting dalam mewujudkan pertumbuhan ekonomi dan tercapainya stabilitas
sosial yang sehat dan dinamis. Oleh karena itu kinerja ruas jalan perlu
diperhatikan. Kinerja ruas jalan dapat didefenisiskan sejauh mana kemampuan
jalan menjalankan fungsinya. Salah satu pintu tol Medan-Binjai akan
menimbulkan efek terhadap kinerja ruas jalan yang berada di sekitarnya. Evaluasi
terhadap lalu lintas dilakukan guna mengefektifkan fungsi pengguna sarana dan
prasarana sehingga tidak menimbulkan efek dan konflik yang akan terjadi
terhadap lalu lintas. Penelitian ini bertujuan untuk mengetahui sejauh mana
pengaruh yang ditimbulkan oleh aktivitas pintu gerbang tol Medan-Binjai dan
mengetahui kinerja ruas lalu lintas pada ruas jalan. Penelitian ini menggunakan
metode MKJI 1997 dengan memerlukan data Arus lalu lintas (Q), Kapasitas (C)
dan Derajat Kejenuhan (DS). Hasil analisis data yang diperoleh dengan metode
MKJI 1997 adalah kapasitas Jalan Veteran sebesar 2.765 smp/jam. Kapasitas
Jalan Veteran sebelum dan sesudah adanya Gerbang Tol Veteran tidak berubah
karena tidak ada pelebaran jalan. Penelitian ini menunjukkan tingkat layanan Jalan
Veteran sebelum adanya Gerbang Tol Veteran dengan tingkat layanan E dan
sesudah adanya Gerbang Tol Veteran tingkat layanan jalan Veteran menajdi F.

As the infrastructure of transportation, road is an important element to realizing

economic growth and make the social stability to be good and dynamic.
Therefore, the performance of roads must be considered.
The performance of the road can be defined to what extent the ability of the road
to carry out its functions. One of the Medan-Binjai toll gates will give an effect on
the performance of the surrounding roads. Evaluation of traffic is carried out in
order to streamline the function of the user of facilities and infrastructure so that it
does not cause effects and conflicts that will occur against traffic. This study goals
is to determine the extent of the influence caused by the Medan-Binjai toll gate
activity and to determine the performance of the traffic on the road section. This
study uses the 1997 MKJI method by requiring traffic flow data (Q), Capacity (C)
and Degree of Saturation (DS). The results of data analysis obtained by the MKJI
1997 method are the capacity of Veteran Road ia 2,765 pcu/hour. Before and
after the Veterans Toll Gate realized, the capacity of Veteran Roads has not
changed because there is no road widening. This research shows the level of
service of Veterans Road before the existence of Veterans Toll Gate with service
level E and after the existence of Veterans Toll Gate service level of Veterans
road becomes F.
