Banyuwangi Regency has a lot of potential especially in tourism sector that can attract
people come to Banyuwangi. Therefore, it is necessary to develop transportation system to
supporting the activities that the community does along Blimbingsari Banyuwangi Airport route
to the Sritanjung Bus Station. If the system transportation can be realized and improved in its
function, it might affect the willingness of passengers using the transportation.
The implementation of integrated transportation is based on Decree of The Minister of
Transportation Number 35 of 2003 that discussed about The Implementation of Transportation of
People on Roads by Public Vehicles. The used analytical method is The Technical Guidelines for
Implementing Public Passenger Transportation in Urban Areas in The Fixed and Regular Routes
of 2002. The data is obtained by interviewing passengers that may be using the Planned
Integrated Transport. To plan for integrated transportation, a demand analysis of dynamic survey
and interview data are needed to be arranged into a Origin Destination Matrix. From these data,
occupancy calibration is carried out in the planning year and demand forecasting in 2024 will be
done by using the Furness Model.
Based on the result of calculation and analysis, the capacity of passengers each
day/vehicle in 2019 are 577 passengers/each day/vehicle while in 2024 are 599 passenger/each
day/vehicle and it’s fulfilled the minimum criteria standard in the Technical Guidelines for the
Implementation of Public Transport in Urban Areas where the capacity with a medium bus type
must have a passengers capacity each day/vehicle of 500-600 passengers each day/vehicle. In
2019, the highest load route A is 138 people/peak hours, while in route B, it is 41 people/peak
hours. In 2024, the highest load route A has 198 people/peak hours while route B has 44
people/peak hours. Afterwards, the number of fleets in 2019 route A need 8 of fleets with an 8
minutes of headway and 4 times of trips while route B needs 4 of fleets with a 20 minutes
headway and 4 times of trips. For forecasting year 2024, the number of fleets in route A need 13
of fleets with an 5 minutes of headway and 4 times of trips while in route B need 4 of fleets with
a 20 minutes headway and 4 times of trips. For the integrated transport scheduling simulation, it
is planned to start at 06.00 PM with operating hour for 12 hours. Scheduling simulation is based
on the number of fleets and headway obtained by the result of this research analysis.
ABSTRAK
Potensi wisata di Banyuwangi telah meningkatkan jumlah kedatangan ke Banyuwangi. Pelayanan angkutan yang
baik akan mempengaruhi kesediaan penumpang menggunakan angkutan yang direncanakan.Tujuan penelitian ini
yaitu : menganalisis potensi demand penumpang angkutan terpadu di sepanjang rute Bandar Udara Blimbingsari-
Terminal Sritanjung; dan merencanakan pengembangan operasional lima tahun angkutan terpadu di sepanjang rute
Bandar Udara Blimbingsari – Terminal Sritanjung. Pengembangan angkutan umum terpadu berdasarkan pada
Pedoman Teknis Penyelenggaraan Angkutan Penumpang Umum di Wilayah Perkotaan dalam Trayek Tetap dan
Teratur Tahun 2002 dengan menganalisis demand mengunakan Furness Model. Hasil analisis menunjukkan
kapasitas penumpang perhari/kendaraan telah memenuhi standar kriteria minimum untuk perencanaan angkutan
menggunakan bus sedang berkapasitas 30 penumpang. Jumlah kebutuhan armada Tahun 2024 arah A (Terminal
Sritanjung – Bandar Udara Blimbingsari) sebanyak 13 armada dengan headway 5 menit dan 4 kali rit perjalanan.
Sedangkan arah B (Terminal Sritanjung – Bandar Udara Blimbingsari) sebanyak 4 armada dengan headway 20
menit dan 4 kali rit perjalanan. Bus berangkat pukul 06.00 dengan jam operasional 12 jam.

ABSTRACT
The potential of tourism in Banyuwangi has increased the number of arrivals to Banyuwangi. Transportation service
plannings are important to affect the willingness of passengers. The purpose of this study are analyzing the potential
demand for integrated transportation along The Blimbingsari Banyuwangi Airport route to the Sritanjung Bus
Station; and planning the development of forecasting 5 th year of integrated public transportion along the
Blimbingsari Banyuwangi airport routes to the Sritanjung Bus Station. The development of integrated public
transportion is based on the Technical Guidelines for Implementing Public Passenger Transportation in Urban Areas
in The Fixed Regular Routes of 2002 by analyzing demand using Furness Model. Based on the result of analysis
show that the capacity each day/vehicle has fulfilled the minimum criteria standard of capacity using medium bus
with 30 of passengers. The number of fleets for forecasting year 2024 in route A need 13 fleets with an 5 minutes of
headway and 4 times of trips while in route B need 4 of fleets with an 20 minutes of headway and 4 times of trips.
For the integrated transportion scheduling simulation, it’s planned start at 06.00 PM with operating hour for 12
hours.
