kL Sistim dan Prosedur Pelayanan Pemanduan dan Penundaan untuk kapal kapal yang akan masuk, keluar maupun akan melakukan kegiatan di perairan wajib Pandu STS Transfer area Pelabuhan Tanjung Balai Karimun adalah sebagai berikut : L PELAYANAN KEDATANGAN KAPAL 9q Dinds Pelayanan Kapal dan Barang, 48 Jam sebelum kapal tiba, Adntinistrator Pelabuhan memberi pengawasan kegiatan, dengan mempertimbangkan kelengkapan dokumen yaitu surat petintah Pemanduan yang di keluarkan PT. Pelindo 1, PT. Pelindo 1 menetapkan alokasi tempat berlabuh dan jam pelayanan Pemanduan dan Penundaan, berdasarkan (form 1a),dan menerbitkan surat Perintah pemanduan,dan Surat perintah pelayanan kapal tunda, Nakhoda kapal wajib melaporkan kepada Pengawas pemanduan melalui Karimun Pilot Radio Station melalui channel 16 untuk panggilan dan 15/17 untuk pembicaraan : ETA, arrival ship's condition dan rencana kegiatannya, selambat ~ lambatnya 4 jam sebelum kapal tiba di WEST PILOT BOARDING POINT pada koordinat 01° 09’ 49" N / 103 24’ 48" & atau EAST PILOT BOARDING POINT Pada koordinat 01° 05' 00" N / 193° 31’ Karimun ‘Pilot Radio Station menyampaikan kepada petugas Pandu,kapal pandu dari nakhoda kapal tunda yang bertugas, mengenai waktu kedatangan kapal tersebut, #. . Petugas Pandu mempersiapkan rencana pelayanan kapal,dan olah gerak kapal di laksanaken di channel 71 atau 72. Selambat'— lambatnya 15 menit sebelum kapal tiba, petugas Pandu sudah berada di PILOT BOARDING POINT. PELAYANAN KAPAL UNTUK PINDAH / GERAKAN TERSENDIRI DI AREA STS Pengguna jasa / Perusahaan pelayaran Nasional yang ditunjuk oleh Nakhoda atau pemilik atau operator kapal, mengajukan surat ijin gerak,kepada Administrator Pelabuhan / syahbandar, dan permintaan layanan Pandu dan tunda untuk kapal pindah, dan layanan tunda standby / kawal untuk proses transfer muatan /STS memekai (form la) selambat-lambatnya 6 jam sebelum:kapal siap untuk digerakkan, kepada PT. Pelindo I cq Dinas Pelayanan Kapal dan Barang. ‘PT: Pelindo I cq Dinas Pelayanan Kapal dan ‘Burang menetapkan jam pelayanan dan menerbitkan surat perintah pemanduan dan pelayanan kapal tunda,- Sefambat-lambatnya 2 (dua ) jam sebelum pergerakan, maka kapal wajib melaporkan perkembangan kegiatannya dan kesiapan kapal untuk olah gerak kepada Karimun Pilot Radio Station, melalui VHF Channel 16,untuk "panggilan dan ch 15/17 untuk pembicaraan. Karimun Pilot Radio. Station menyampaikan kepada petugas Pandu, dan nakhoda kapal tunda yang bertugas, mengenai jam pergerakan kapal tersebut. Petugas Pendu mempersiapkan rencana pelayanan kapal,dan olah gerak kapal di laksanakan di channel 71 atau 72. Selambat - lambatya 15 menit sebelum olah gerak di mulai, pandu sudah tiba di kapal. 4I. PELAYANAN KEBERANGKATAN KAPAL Pengguna jasa / Perusahaan pelayaran Nasional yang ditunjuk oleh Nakhoda atau pemilik atau operator kepal, mengajukan surat permohonan keberangkatan kapal,dengan melampirkan bukti-bukti pembayaran dari masing-masing instansi. permintaan layanan Pandu dan tunda untuk kapal berangkat ( form 1a ) selambat-lambatnya 6 jam sebelum kapal siap untuk “digerakkean, kepada PT Pelindo I cq Dinas Pelayanan Kapal dan Barang. PT, Pelindo I cq Dinas Pelayanan Kapal dan Barang menetapkan jam pelayanan dan menerbitkan surat perintah pemanduan dan pelayanan kapal tunda, - Administrator Pelabuhan menerbitkan SIB / surat ijin berlayar, setelah pengguna jasa menyelesaikan semua kewajiban terhadap Administrator Pelabuhan , instansi lainnya dan PT. Pelindo I, dengan mempertimbangkan “kelengkapan dokumen surat perintah pemanduan yang dikeluarkan PT. Pelindo 1. Selambat - lambatnya 2 (dua ) jam sebelum kapal berangkat, nakhoda kapal wajib' melaporkan : rencana keberangkatannya dan Departure ship,s conditions kepada Pengawas pemanduan melalui Karimun Pilot Radio Station, melalui VHF Channel 16 untuk panggilan dan channel 15/17 untuk pembicaraan. Karimun Pilot Radio Station. menyampaikan kepada petugas Pandu,kapal pandu dan nakhoda kapal tunda yang bertugas, mengenai jam keberangkatan kapal tersebut. Petugas Pandu mempersiapkan rencana pelayanan kapal,dan olahgerak kapal di laksanakan di channel 71 atau 72 Selambat-lambatnya 15 menit sebelum olah gerak dimulai, pandu sudah tiba, ’ di kapal. ie“KEADAAN DARURAT ‘Stasitin Radio manapun atau siapapun yang pertama mengetahui keadaan darurat yang terjadi: harus segera memberitahukan kepada Administrator Pelabuhdn, melalui Karimun Pilot Radio Station (KPRS) di VHF Channel 16 atan via telepon / handphone atau sarana apapun, dengan menyebutkan : a, Jenis keadaan darurat. b. Menyebut identitas pelapor / station secara ‘elas dan siap di hubungi lagi sewaktu-waktu, ~ Kerimun “Pilot Radio Station (KPRS) sogera meneruskan informasi ke Administrator pelabuhan, syahbandar, pengawas pemanduan dan kantor PT Pelindo I cq Dinas pelayanan kapal dan barang. Administrator Pelabuhan ,Syahbandar, pengawas pemanduan segera mengambil tindakan yang dianggap penting dan perlu, dan mengkoordinasikan bantuan / kerjasama dengan instansi-instansi terkait. 4, Bilamana diperlukan maka Syahbandar dibantu pandu memimpin relokasi kapal-kapal yang ada, untuk olah gerak pindah ke tempat yang aman, b. The user / national shipping company appointed by ship’s master, or ship's ‘owner, or ship's operator, apply a form used for incoming vessel send to : port ‘tuthority office, immigration office,quarantine office, custom office and ask for a piloting service to the port operator eq pilot office (form 12} 48 hours before arriving of the vessel. 2, ‘The Harbour Master supervise for the ship's activity consider to the comply of the ship's documents, Port's permits and pilot order issued by Port operator oa pilot office. 3. Port operator (PT. Pelindo T) determine anchor positions will be used for vessels entering STS Area and the time for Pilot to service the vessel, consider to the application form ( form 1a ) sent by user.Port operator issued the pilot order and tug order. 4, Master of the vessel must report to the Supervisor of the pilotage, through Karimun Pilot Radio Station in Channel 16 for calling, and channel 15 or 17 for further communication as ‘ETA, arrival ship's conditions, and the activity plan, at Jeast 4 (four) hours, before the ship arrive in the WEST PILOT BOARDING POINT in coordinate 01-09"-40"" N / 103-24"-48"" E or EAST PILOT BOARDING POINT in coordinate 01-05'-00"" N / 103-31'-45"" E 5, Karimun Pilot Radio Station inform ship's ETA in the Pilot boarding point to the pilot, pilot boat, and tugs. 6, Pilot in charge prepare for pilotage. At least 2 ( two ) hours before ship maneuvering, the master must report to the Karimun Pilot Radio Station, about his readiness, in channel 16 for calling, and channel 15 or 17 for further communication. |. Apply a form used for pilotage ( form 1a) to the port operator oq pilot office, 6( six) hours before departure € Port operator (PT. Pelindo 1) cq pilot office determine time to service, and issuc the pilot order and the tug order. . The port administrator issue a letter of PORT CLEARANCE, whenever the user had fulfill all the ship's obligations to the port.
