KEMENTERIAN PERHUBUNGAN
I. PENDAHULUAN

A. Latar Belakang
Badan Pengembangan Sumber Daya Manusia Perhubungan (BPSDMP) sebagai
unit kerja di bawah Kementerian Perhubungan melalui 27 Sekolah Transportasi
senantiasa menciptakan Sumber Daya Manusia (SDM) yang profesional, unggul
dan kompetitif di bidang transportasi. Sehubungan dengan hal tersebut,
pendidikan dan pembelajaran harus berkembang mengikuti dengan perubahan
zaman, dimana saat ini pembelajaran tidak hanya berpusat pada kemampuan
kognitif, tetapi juga mencakup sejumlah keterampilan personal dan sosial.
Keterampilan tersebut meliputi 4C, yaitu critical thinking, creativity, collaboration,
dan communication.

Indonesian Transportation English Olympics (ITEO) merupakan perhelatan


tahunan dan telah dilaksanakan sejak tahun 2016, dengan tujuan sebagai sarana
komunikasi dalam meningkatkan kepercayaan diri pada Taruna guna persaingan
di pasar nasional dan internasional.
ITEO telah dilaksanakan sebanyak 3 (tiga) kali antara lain:
1. Tahun 2016 di Poltekpel Malahayati Aceh: 3 (tiga) cabang yang dilombakan
dengan 154 peserta;
2. Tahun 2018 di Sekolah Tinggi Penerbangan Indonesia (STPI) Curug: 3
(tiga) cabang yang dilombakan dengan 135 peserta; dan
3. Tahun 2019 di Politeknik Transportasi Darat Indonesia (PTDI) STTD Bekasi:
5 (lima) cabang yang dilombakan dengan 188 peserta.

Pada tahun 2020 penyelenggaraan ITEO tidak dapat dilaksanakan karena kondisi
pandemi yang terjadi di seluruh dunia tidak terkecuali di Indonesia. Dalam
menyikapi hal tersebut dengan memanfaatkan kemajuan teknologi informasi dan
komunikasi maka pada tahun ini penyelenggaraan ITEO akan diselenggarakan
secara kombinasi virtual dan tatap muka. Sekolah Tinggi Ilmu Pelayaran (STIP)
Jakarta selaku tuan rumah penyelenggara dengan 8 (delapan) cabang yang
dilombakan guna memberikan peluang partisipasi yang lebih besar kepada
Taruna.

Berdasarkan latar belakang sebagaimana tersebut di atas, maka tema pada
pelaksanaan ITEO Tahun 2021 adalah “Excellent and Globally Competitive
Human Resources in Transportation”.

B. Tujuan
Adapun tujuan pelaksanaan kegiatan ITEO Tahun 2021 antara lain:

1. Menggali dan mengasah kemampuan bahasa Inggris Taruna di lingkungan


BPSDM Perhubungan;
2. Meningkatkan kemampuan berpikir kritis dan daya saing lulusan Taruna di
lingkungan BPSDM Perhubungan dengan bahasa Inggris;
3. Mengembangkan hardskill dan softskill Taruna di lingkungan BPSDM
Perhubungan dalam berbahasa Inggris;
4. Tenaga pengajar di lingkungan BPSDM Perhubungan dapat melakukan
praktik langsung menjadi Adjudicator;
5. Sebagai ajang untuk menjalin silaturahmi dan persaudaraan antar Taruna
di lingkungan BPSDM Perhubungan.

C. Target Peserta
Sasaran ITEO Tahun 2021 adalah semua Taruna di bawah naungan BPSDMP
Kementerian Perhubungan dibuktikan dengan menunjukkan Kartu Tanda Anggota
dan/atau Screenshot Forlap Dikti, dan Surat Perintah Tugas dari Unit Pelaksana
Teknis masing-masing.

D. Waktu dan Tempat


Waktu : Bulan Maret s.d bulan Mei 2021
Tempat : STIP Jakarta

II. CABANG - CABANG PERLOMBAAN

Cabang - cabang perlombaan yang dipertandingkan pada ITEO Tahun 2021


diselenggarakan secara kombinasi virtual dan tatap muka antara lain:

A. Debat Bahasa Inggris (debate championship)
1. Format Debate

Format debat yang digunakan dalam ITEO 2021 adalah Asian Parliamentary.
Setiap tim terdiri dari 3 debaters.

2. Jumlah Tim

Jumlah tim yang akan mengikuti lomba debat adalah 23 tim perwakilan
Perguruan Tinggi kedinasan Kementrian Perhubungan serta 1 swing tim, jadi
jumlahnya 24 tim yang akan bermain di babak preliminary round.

3. Babak Dalam Lomba

a) Preliminary Rounds

Preliminary rounds merupakan babak penyisihan dalam lomba debat.


Terdapat 3 kali Preliminary rounds. Semua peserta akan mengikuti babak
ini. Semua proses dalam preliminary rounds dilaksanakan secara daring.

b) Elimination

Enam belas tim terbaik dari babak preliminary rounds akan berdebat secara
daring di Octofinal. Delapan tim pemenang babak Octofinal akan masuk ke
babak Quarterfinal. Selanjutnya, pemenang di babak Quarterfinal akan
berdebat di babak Semifinal. Puncak lomba debat adalah babak Grandfinal
yang mempertemukan dua tim pemenang di babak Semifinal.

c) Babak Quarterfinal, Semifinal, dan Grandfinal

Delapan tim yang lolos dari babak sebelumnya akan hadir ke STIP untuk
pelaksanaan babak berikutnya secara luring.

4. Dewan Juri

a) Komposisi juri

Juri terdiri atas Chief Adjudicator, Deputy Chief Adjudicator, Invited


Adjudicator, dan Accredited Adjudicator*

b) Jumlah Juri

Jumlah Invited Adjudicator* adalah 12 orang, disesuaikan dengan jumlah


ruang dalam babak penyisihan.

c) Tabulator dan Tabulasi

Dua orang tabulator akan melakukan tabulasi dengan menggunakan


aplikasi Tabby Cat.2.

5. Aplikasi yang Digunakan

Platform Zoom dan Discords.

6. Sumber Daya yang Dibutuhkan

7. Prosedur Lomba Debat

a) Ruangan Virtual

Akan terdapat 2 (dua) Zoom Meeting yang digunakan, yaitu “Building A”,dan
“Building B”

Seluruh peserta yang berjumlah 24 tim akan dialokasikan ke dalam 12


ruangan yang tersebar ke dalam dua “gedung” tersebut. Dalam setiap
rondenya, peserta diwajibkan untuk masuk ke gedung yang telah
dialokasikan sesuai dengan yang terdapat pada draw di tabulasi (partisipan
dapat dialokasikan ke gedung yang berbeda di setiap ronde).

Setiap gedung tersebut akan dipecah menjadi beberapa ruangan kecil


menggunakan fitur Breakout Room pada Zoom. Tab Team akan
mengalokasikan peserta ke Breakout Room sesuai dengan tabulasi.
Breakout Room ini nantinya akan menjadi ruangan peserta untuk
melangsungkan perdebatan. Contoh penamaan ruangan adalah sebagai
berikut:

A1 → Gedung A, Ruangan 1

B2 → Gedung B, Ruangan 2

b) Private URL dan Online Check-in

Setiap individu (baik debater maupun juri) akan mendapatkan URL unik. URL
ini akan digunakan untuk melakukan check-in setiap pagi dan juga untuk
memberikan judge feedback (detail mengenai ini akan dijelaskan di bagian
selanjutnya). Mohon diingat bahwa URL ini bersifat pribadi dan rahasia,
hanya untuk individu yang bersangkutan. URL ini tidak boleh dibagikan
kepada siapapun termasuk teman satu tim, pelatih, staf perguruan tinggi, dan
lain sebagainya.

Check-in akan dilakukan setiap pagi hari (bukan setiap ronde) di rentang
waktu yang akan ditentukan dan diumumkan sebelum hari pelaksanaan.
Setiap peserta wajib melakukan check-in tepat waktu.

c) Draw Release

Draw adalah halaman yang menampilkan ruangan, posisi, dan juri anda pada
ronde tersebut.

Pada halaman ini posisi debat anda akan disingkat sebagai berikut:

- Proposition/PROP

- Opposition/OPP

Contoh tampilan Draw. Nama institusi dan juri adalah fiktif belaka dan hanya
digunakan sebagai contoh.

Draw dapat dilihat secara mandiri di tabulasi. Tautan tabulasi akan dibagikan
melalui grup WhatsApp. Posisi, ruangan, dan lawan debat juga dapat dilihat di
Private URL anda masing-masing.

Ketika peserta telah mendapatkan ruangan di mana peserta dialokasikan, peserta
diwajibkan untuk segera masuk ke Zoom building dengan cara menekan nama
ruangan yang terdapat di laman "draw".

Seluruh peserta juga diwajibkan untuk segera mengganti display name ketika
sudah berada dalam Zoom meeting.

Anda dapat mengganti display name anda melalui kolom “Participants” > tekan
nama anda > tekan “More” > “Rename”.

Aturan penamaan peserta adalah sebagai berikut:

[Ronde] [Ruangan] [Posisi] [Nama Lengkap sesuai tabulasi]

Contoh untuk debater:

R1 A1 PROP Nadia Asha

R3 B4 OPP Novi Irawati

R1 B3 PROP Nadia, Novi, Raul (Jika lebih dari satu anggota menggunakan
perangkat yang sama)

Contoh untuk juri:

Peserta memiliki waktu 15 menit untuk masuk ke Zoom Building dan mengganti
display name anda. Panitia/Tab Team berhak untuk mengontak anda dengan
metode apapun untuk mencari anda untuk masuk ke dalam Zoom Building.

8. Motion Release dan Casebuilding

15 menit setelah Draw Release, tim juri inti akan melakukan Motion Release di
Zoom Building masing-masing. Dewan Juri akan melakukan share screen
berisikan mosi debat dan mengumumkan secara verbal. Di sini juga peserta
dapat bertanya mengenai mosi pada ronde tersebut.

Mosi juga bisa diakses di laman tabulasi di bagian “Motions’.

Waktu case building adalah 30 menit dimulai dari waktu mosi dirilis.

Saat case building dimulai, breakout room akan dibuka sehingga seluruh
peserta dapat mengakses breakout room. Semua peserta wajib untuk masuk
ke breakout room masing-masing sesegera mungkin dengan menekan join saat
pop up sebagai berikut muncul di Zoom peserta.

Peserta diperbolehkan untuk melakukan case building dengan teammate


dengan media komunikasi apapun. Namun peserta tidak diperbolehkan untuk
berkomunikasi dengan orang lain selain teammate, termasuk pelatih, dosen,
dsb.

9. Debat

Peserta dipastikan sudah ada di dalam breakout room untuk memulai debat.
Chair Adjudicator di ruangan anda akan sekaligus menjadi chairperson yang
memandu jalannya perdebatan.

Sebelum peserta memulai pidato, pastikan bahwa semua orang di ruangan


dapat mendengar. Kalimat-kalimat seperti “Am I audible?” dapat membantu
memastikan bahwa pidato peserta dapat tersampaikan dengan baik.

Peserta dianjurkan untuk melakukan timing secara mandiri, namun Chair


Adjudicator di ruangan akan melakukan timing juga dan akan mengingatkan
peserta di menit pertama, keenam, dan ketujuh.

Peserta diwajibkan untuk mematikan microphone apabila bukan giliran dia


untuk memberikan speech.

Untuk memberikan Point of Information (POI), peserta dapat melakukan opsi-


opsi berikut:

a. Mengangkat kertas bertuliskan “POI” dan menghadapkan kertas tersebut


di depan kamera

b. Menyalakan microphone, dan berkata “POI” atau hal serupa, dan


langsung mematikan microphone setelahnya.

10. Seusai Debat

Seusai debat, seluruh debater wajib tetap tinggal dan standby di breakout
room, dan bukan keluar dari Zoom Building maupun Breakout Room.

Untuk juri: juri dapat berdiskusi di Discord, masuk ke Voice Channel sesuai
chamber anda, atau melalui platform lain sesuai preferensi juri.

Verbal adjudication adalah sesi dimana juri akan memberikan komentar-komentar


konstruktif mengenai debatnya, dan mengumumkan peringkat dalam debat yang telah
berjalan. Seluruh anggota tim wajib untuk mendengarkan verbal adjudication yang
diberikan.

Setelah verbal adjudication selesai diberikan, tim wajib memberikan feedback score
kepada juri yang memberikan verbal (perhatikan baik-baik siapa nama juri yang
memberikan verbal!).

Tim akan memberikan feedback score melalui Private URL yang diberikan. Isi seluruh
kolom dengan benar dengan panduan sebagai berikut:

Target: nama juri yang memberikan verbal

Overall score: skor yang diberikan kepada juri tersebut (feedback score range akan
diumumkan sehari sebelum perlombaan/simulasi)

Did you agree?: apakah anda setuju atau tidak dengan keputusan tersebut

Comments: jelaskan pendapat anda mengenai juri yang memberikan verbal dan alasan
anda memberikan skor tersebut kepada juri yang bersangkutan. Kami berharap untuk
mendapatkan informasi yang jujur dan transparan agar CAP dapat melakukan alokasi
yang adil. Komentar/pendapat anda hanya akan diakses oleh CAP dan Tab Team dan
bersifat rahasia.

Ketika sudah selesai, klik Save Feedback.

Feedback hanya diberikan oleh salah satu perwakilan tim, dan bukan oleh seluruh
anggota tim. Seusai debat, verbal adjudication, dan memberikan feedback, para tim
diperbolehkan untuk keluar dari Zoom Building.

B. Pidato Bahasa Inggris (speech contest)
1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan demonstrative dan oratory speech yang bertujuan


untuk mengembangkan keterampilan berpidato dengan topik tertentu.

Mekanisme Lomba

a) Babak Penyisihan.

1) Babak penyisihan dilaksanakan secara daring.


2) Peserta diberi waktu mempersiapkan demonstrative speech mereka
berdasarkan topik ‘Traveling Safely during Pandemic’.
3) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda.
4) Dewan juri akan menilai penampilan peserta dalam zoom meeting tersebut
namun belum menentukan peserta yang akan masuk ke dalam babak final.
5) Peserta diberi waktu mempersiapkan oratory speech mereka berdasarkan
topik ‘Human Resources in Transportation’
6) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda.
7) Dewan juri akan menilai penampilan peserta dalam zoom meeting tersebut
dan menentukan 5 (lima) peserta yang akan masuk dalam babak final.

b) Babak Final

1) 5 peserta terbaik di babak penyisihan diundang untuk mengikuti babak


final.
2) Pada babak final, peserta melakukan impromptu oratory speech
berdasarkan pilihan yang telah dipersiapkan oleh panitia.

3. Juri

Dewan juri terdiri atas 1 independent adjudicator dan 2 internal adjudicators.

4. Penghargaan

Panitia akan memberikan penghargaan kepada semua finalis serta juara 1, 2,

dan 3.

C. Bercerita (Story Telling)
1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan storytelling tentang success story yang bertujuan


untuk mengembangkan keterampilan bercerita dengan topik tertentu.

Mekanisme Lomba

a) Babak Penyisihan.

1) Babak penyisihan dilaksanakan secara daring.


2) Peserta diberi waktu mempersiapkan funny/annecdote story mereka
berdasarkan topik ‘Funny and Inspirational Story’.
3) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda.
4) Dewan juri akan menilai penampilan peserta dalam zoom meeting
tersebut namun belum menentukan peserta yang akan masuk ke dalam
babak final.
5) Peserta diberi waktu mempersiapkan inspirational story mereka
berdasarkan pilihan topik yang telah dipersiapkan oleh panitia.
6) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda.
7) Dewan juri akan menilai penampilan peserta dalam zoom meeting
tersebut dan menentukan 5 (lima) peserta yang akan masuk dalam babak
final.

b) Babak Final

1) 5 peserta terbaik di babak penyisihan diundang untuk mengikuti babak


final.
2) Pada babak final, peserta melakukan storytelling berdasarkan tema yang
telah dipersiapkan oleh panitia.

3. Juri

Dewan juri terdiri atas 1 independent adjudicator dan 2 internal adjudicators.

4. Penghargaan

Panitia akan memberikan penghargaan kepada semua finalis serta juara 1, 2, dan

D. Menyiarkan Berita ( News Casting )


1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan newscasting yang bertujuan untuk mengasah


keterampilan membaca berita.

3. Mekanisme Lomba

a) Babak Penyisihan

1) Babak penyisihan dilaksanakan secara daring


2) Peserta menyiapkan naskah masing-masing (berita seputar transportasi).
3) Peserta diberi waktu mempersiapkan penampilan mereka berdasarkan
prompt yang disediakan panitia.
4) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda.
5) Dewan juri akan menilai penampilan peserta dalam zoom meeting tersebut
dan menentukan 5 (lima) peserta yang akan masuk dalam babak final.

b) Babak Final

1) 5 peserta terbaik di babak penyisihan diundang untuk mengikuti babak final


2) Di babak final, peserta melakukan newscasting berdasarkan tema yang
telah dipersiapkan oleh panitia.
3) Di babak final, peserta melakukan newscasting di studio yang dirancang
oleh panitia sebagai berikut:
(a) 1 room 4 x 6 m2 for a mini studio
(b) 1 adjudication room 4 x 6 m2
(c) One set of computer
(d) One unit of LCD projector
(e) One set of TV monitor of 50 inches

4. Juri

Dewan juri terdiri atas 1 independent adjudicator dan 2 internal adjudicators.

5. Penghargaan

Panitia akan memberikan penghargaan kepada semua finalis serta juara 1, 2,

dan 3.

E. Presentasi Bahasa Inggris (English Presentation)


1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan presentasi yang bertujuan untuk mengasah


ketrampilan peserta mempresentasikan buah pikirannya.

3. Mekanisme Lomba

a) Babak Penyisihan

1) Babak penyisihan dilaksanakan secara daring


2) Peserta diberi waktu mempersiapkan presentasi mereka berdasarkan
topik ‘Perkembangan SDM di Bidang Transportasi’
3) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda.
4) Dewan juri akan menilai penampilan peserta dalam zoom meeting
tersebut dan menentukan 5 (lima) peserta yang akan masuk dalam babak
final.

b) Babak Final

1) 5 peserta terbaik di babak penyisihan diundang untuk mengikuti babak


final
2) Di babak final, peserta melakukan presentasi berdasarkan topik yang telah
dipersiapkan oleh panitia.

Dewan juri terdiri atas 1 independent adjudicator dan 2 internal adjudicators.

5. Penghargaan

F. Promosi Bisnis (Business Pitching)


1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan presentasi bisnis yang bertujuan untuk mengasah


ketrampilan peserta mempresentasikan ide bisnisnya.

3. Mekanisme Lomba

a) Babak Penyisihan

1) Babak penyisihan dilaksanakan secara daring


2) Peserta menampilkan ide (bisnis) kreatif memajukan transportasi
Indonesia
3) Peserta diberi waktu mempersiapkan penampilan mereka
4) Peserta akan dibagi ke dalam 2 kelompok zoom meeting yang berbeda
5) Dewan juri akan menilai penampilan peserta dalam zoom meeting
tersebut dan menentukan 5 (lima) peserta yang akan masuk dalam
babak final

b) Babak Final

1) 5 peserta terbaik di babak penyisihan diundang untuk mengikuti babak


final
2) Di babak final, peserta melakukan presentasi ide bisnisnya.

G. Karya Ilmiah (Scientific Paper)


1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan penulisan essay yang bertujuan untuk mengasah


ketrampilan peserta dalam menulis argumentative essay.

3. Mekanisme Lomba

a) Babak Penyisihan

1) Babak penyisihan dilaksanakan secara daring


2) Topik untuk lomba ini adalah ‘SDM Transportasi’
3) Peserta diberi waktu untuk menulis karya mereka dan kemudian
mengunggahnya dalam laman yang ditentukan oleh dewan juri
4) Dewan juri akan menilai karya peserta dan menentukan peserta ke babak
final
5) Dewan juri akan menilai penampilan peserta dalam zoom meeting
tersebut dan menentukan 5 (lima) peserta yang akan masuk dalam babak
final.

b) Babak Final

1) 5 peserta terbaik di babak penyisihan diundang untuk mengikuti babak


final.
2) Finalis akan diberi waktu untuk mempresentasikan scientific paper mereka
mereka sesuai waktu yang ditentukan oleh dewan juri (10 menit)

4. Juri

Dewan juri terdiri atas 1 independent adjudicator dan 2 internal adjudicators.

5. Penghargaan

Panitia akan memberikan penghargaan kepada semua finalis serta juara 1, 2,

dan 3. Pemenang akan mendapatkan publikasi dalam jurnal internasional yang


sudah ditentukan panitia.

H. Menulis Cerita (Story Writing)


1. Sistem Lomba

Sistem yang digunakan berdasarkan prinsip eliminasi.

2. Babak Penyisihan

Babak penyisihan merupakan story writing yang bertujuan untuk mengasah


ketrampilan peserta dalam menulis cerita.

3. Mekanisme Lomba

a) Babak Penyisihan

1) Babak penyisihan dilaksanakan secara daring


2) Tema dalam lomba ini adalah Pengalaman Menggunakan Transportasi
Publik’
3) Peserta menuliskan karya mereka secara langsung melalui zoom meeting
dalam waktu yang sudah ditentukan (2 jam)

2) Finalis akan mendapatkan prompts/topic untuk story writing mereka yang
sudah dipersiapkan sebelumnya oleh juri.

dalam waktu yang sudah ditentukan (2 jam).

4. Juri

Dewan juri terdiri atas 1 independent adjudicator dan 2 internal adjudicators.

5. Penghargaan

Panitia akan memberikan penghargaan kepada semua finalis serta juara 1, 2,

dan 3.

KETERANGAN

1. Chief Adjudicator adalah ketua juri yang mengatur mekanisme perlombaan


dan penjurian.
2. Deputy Chief Adjudicator adalah wakil ketua juri yang ikut membantu tugas
ketua juri dalam penjurian.
3. Invited Adjudicator adalah juri yang diundang berdasarkan prestasi debat
dan/atau (akreditasi) penjurian.
4. Accredited Adjudicator adalah juri yang dikirim oleh tim (perwakilan
Perguruan Tinggi dibawah Kementerian Perhubungan) untuk diikutkan dalam
akreditasi.
5. Tabulator adalah pihak yang bertanggungjawab terhadap tabulasi penilaian
dalam perlombaan. Tabulators juga bertanggungjawab dalam mengelola
zoom, discords channel, dan aplikasi tabby cat 2 secara virtual.
6. Internal adjudicator adalah juri dari lingkungan BPSDM Perhubungan.

III. SYARAT PESERTA

Berikut adalah persyaratan yang harus dipenuhi untuk dapat mengikuti ITEO Tahun
2021 antara lain :

A. Yang berhak mengikuti ITEO Tahun 2021 adalah Taruna yang terdaftar pada
Unit Pelaksana Teknis (UPT) di bawah naungan BPSDM Perhubungan dengan

bukti menunjukkan Kartu Tanda Anggota (KTA) dan/atau Screenshot Forlap
Dikti pada saat pendaftaran.
B. Masing – masing UPT mengirimkan:
1. Cabang perlombaan tim (1 tim sebanyak 3 orang):
- Debate Campionship;
- Scientific Paper ;
- Business Pitching.
2. Cabang perlombaan perorangan:
- Speech Contest;
- Story telling contest;
- News Casting Contest;
- Story Writing Contest; dan
- English Presentation with PPT.
C. Setiap Taruna hanya diperbolehkan mengikuti 1 (satu) cabang yang
dilombakan.
D. Masing-masing UPT wajib mengirimkan peserta untuk setiap cabang yang
diperlombakan, termasuk peserta cadangan.
E. Apabila Taruna atau tim yang mengikuti perlombaan ternyata berbeda dengan
data peserta yang mendaftar sebelumnya, maka Taruna atau tim tersebut
dinyatakan gugur (diskualifikasi).

IV. TATA CARA PENDAFTARAN

Tata cara pendaftaran ITEO Tahun 2021 antara lain :

A. Formulir Pendaftaran akan dikirimkan beserta Surat Sekretaris BPSDM


Perhubungan kepada para Kepala UPT di lingkungan BPSDM Perhubungan
yang melaksanakan diklat pembentukan Taruna.
B. Persyaratan yang harus dipenuhi oleh peserta adalah sebagai berikut:
- Mengisi Formulir pendaftaran (silahkan mendownload di website);
- Surat Pernyataan dari UPT;
- Fotocopy Kartu Tanda Anggota (KTA) dan/atau Screenshot Forlap Dikti;
- Surat Perintah Tugas (SPT) dari UPT

Standing Rules for the Debate Championship
A. FORMAT OF THE TOURNAMENT
1. Each debating match will consist of two teams; one to propose the motion and
one to oppose it. The team proposing may be known as ‘The Proposition’, ‘The
Affirmative’ or ‘The Government’. The team opposing may be known as ‘The
Opposition’ or ‘The Negative’. Teams will be designated as the Proposition or the
Opposition for each round of the competition.
2. Each debate shall be adjudicated upon by a panel comprising of an odd number
of adjudicators. One of these shall be designated as Chairperson. In situations as
per the discretion of the adjudication core (only in rounds before the ‘Break’), a
debate may be adjudicated by a single experienced adjudicator.
3. Each debate shall be timed by a timekeeper. In the absence of a timekeeper, a
member of the adjudication panel will time the speeches.
4. Teams will comprise the following members.
a) AFFIRMATIVE
1) Prime Minister, or First Affirmative.
2) Deputy Prime Minister, or Second Affirmative.
3) Government Whip, or Third Affirmative.
b) NEGATIVE
1) Leader of the Opposition, or First Negative.
2) Deputy Leader of the Opposition, or Second Negative.
3) Opposition Whip, or Third Negative.
5. Debaters will speak in the following order:
a. Prime Minister
b. Leader of Opposition
c. Deputy Prime Minister
d. Deputy Leader of Opposition
e. Government Whip
f. Opposition Whip
g. Opposition reply
h. Government reply
6. Common minute will not be given within reply speeches.
7. Speakers not ‘holding the floor’ may not rise during a speech unless it is to offer a
‘Point of Information’ (see Part E of this document). Speakers doing so, or
considered to be heckling, barracking or whose behaviour is interfering with the
acceptable course of a debate will be declared ‘out of order’ or will be ‘called to
order’ by the Chairperson.

B. MOTIONS
1. The motions for each round will reflect a specific and well-known theme, and each
round of the competition will comprise of three choices of motions.
2. On release of the motions, both teams will rank the motions on the basis of their
preferences. The third option of both teams is immediately dropped. If there
remains a clear favourite, that motion is directly selected.
3. In case of an undecided tie between the two remaining motions, the motion for that
round and match-up will be decided on the basis of toss of coin. It is the

responsibility of the timekeeper to oversee the choice and selection of the motion.

C. PREPARATION
1. Match-ups and venues will be announced through tabulation before motions are
revealed.
2. Once the motions are released, teams must immediately rank their motions, select
the motion in the presence of the runner and/or the adjudicators of that round and
proceed to their venues, where the motion is decided upon. From the time of
release of the motions, teams have 30 minutes preparation time until the
commencement of the debate in that round.
3. Printed and prepared materials may be used during the preparation period. No
access to electronic media or electronic storage or retrieval devices is permitted
after motions have been released. This includes but is not limited to, all kinds of
computers, electronic data banks, cellular phones, etc. Printed and prepared
materials may be accessed during a debate, but may not be used by a speaker
holding the floor.
4. Teams must prepare on their own. Once motions have been released, there must
be no contact between debaters in a particular team and coaches, trainers, friends,
observers or any other individual for the purposes of assistance in the context of
the debate. Such contact and assistance is deemed as ‘cheating’ and will be
punished strictly.
5. Teams failing to arrive in time for the debate will forfeit that particular round.

D. TIMING
1. It is the duty of the timekeeper, or of a panel member or Chair (in absence of a
timekeeper), to time all the speeches in each round.
2. The timing of each speech starts at the moment that the member begins speaking.
3. Times for speeches:
a. Substantive Speeches: 7.20 minutes.
b. Reply Speeches: 4.20 minutes in all rounds.
4. Time signals will be given in the following manner:
a. End of first minute - single knock.
b. End of sixth minute - single knock.
c. End of seventh minute - double knock.
5. Reply Speeches:
a. End of third minute- single knock.
b. End of Fourth minute- Double knock.
6. Once the double knock has sounded, speakers have a 20-second ‘grace period’,
during which they should conclude their speech. After this grace period has
elapsed, there will be a continuous knocking of the gavel, and adjudicators must
disregard the rest of that particular speech. Speakers continuing after the ‘grace
period’ can also be penalized by the adjudicators in the Method category.
7. If the speaker concludes his/her speech before the second single knock, he or she
should be penalized under Method and possibly also under Matter. The latter,
assuming that less matter was advanced, or that it was clearly underdeveloped.

E. POINTS OF INFORMATION
1. Points of Information (POIs’) may be offered during the six substantive speeches
only, after the first single knock and up to the second single knock. Points of
Information may not be offered during the first and last minutes of substantive
speeches. If a Point of Information is offered in the first or the last minute of a
constructive speech, it is the duty of the speaker holding the floor to reject the
same as being out of order. Only if the speaker holding the floor fails to do the
same, the chair of the adjudicator panel may very briefly intervene and call the
house to order.
2. A POI must be indicated by a member of an opposing team rising from his/her
seat. A member offering a Point of Information may draw attention to the offer by
saying “on that point Sir/Madam,” or a short word calling attention to the member
of the opposing team raising the point of information. If entire questions are posed
in the tag this can be marked down under method.
3. A member holding the floor must respond to an opposing member, or members
offering POI’s, in one of the following ways.
a. A clear gesture or hand signal rejecting the offer.
b. A verbal rejection of the offer, or
c. A verbal acceptance of the offer.
4. If a POI is accepted, the point should be phrased as a question, or clarification, or
comment, and ideally made in no more than 15 seconds. Points of Information
should be such that they allow the member holding the floor some chance of
responding.
5. After a POI has been offered, no further clarifications may be sought either by the
speaker holding the floor or by the member offering the Point of Information, except
strictly in situations where the Point of Information is clearly inaudible, and
therefore a repetition of the same is necessitated.
6. Once a POI is accepted the speaker holding the stage is bound to give adequate
time for the completion of the question.
7. Points of Information are marked for their strategic use under Method, and for their
content under Matter. Unwarranted use of points of information can be marked
down under Manner.

F. DEFINITIONS
1. The definition is the interpretation of the motion as put forward by the Prime
Minister, or First Affirmative, in his opening remarks. The onus for establishing how
the definition ties in with the given motion lies completely upon the Prime Minister.
All subsequent speakers have a purely clarifying role (if any) in this regard.
2. The definition should be reasonable.
3. The definition should state the issue or issues arising out of the motion to be
debated, state the meanings of any terms in the motion requiring clarification and
display clear and logical links to the wording and spirit of the motion.
4. The definition should not be:
a. A truism (a matter stated as fact).
b. A tautology (a definition which, in development, proves itself).
c. Place set (setting an unnaturally restrictive geographical or spatial location
as its major parameter).
d. Time set (setting an unnaturally restrictive chronological duration as its main
parameter).

e. Wholly unreasonable (displaying no clear or logical links to the motion). This
is referred to as ‘squirreling’. As mentioned earlier squirreling essentially
implies that a definition has been proposed which is clearly not in keeping
with the spirit of the motion.
5. The Negative may only challenge the definition advanced by the Affirmative on the
basis of one of the above-mentioned conditions, and must clearly state which
individual condition based upon which it is challenging the definition.
6. The Negative may not challenge a definition supplied by the Affirmative on the
basis that:
a. The definition does not adhere to the theme provided for the round
b. Its own definition is MORE reasonable.
c. A better debate will result. Nor may the Negative re-define terms or words
contained in the motion so that a completely different debate is thereby set up.
However, a Negative may contend with the specific or general approach to
terminology supplied by the definition of the Affirmative.

G. CHALLENGING THE DEFINITION


1. The definitional challenge must be made in the speech of the Leader of the
Opposition, following a clear statement that the definition is being rejected. The
onus for establishing the definitional challenge lies completely upon the Leader of
the Opposition. Subsequent speakers are strictly permitted a purely clarificatory
role (if any) in this regard.
2. In the event of a challenge, the Leader of the Opposition must justify his/her
rejection by supplying the grounds on which the original definition has been
rejected. Furthermore, a substitute definition must be supplied, which the
Opposition benches must then go on to negate. The opposition is also expected
to, in the case of the definition being a squirrel, place or time set to submit some
arguments to negate the definition proposed by the government, in the sense of
an even if, i.e. that even if the challenge doesn’t stand, these arguments would
negate the government’s case.
3. If the Leader of the Opposition does not challenge the definition, no other speaker
may do so.
4. The onus to prove that a definition is unreasonable is on the Opposition, and
should not be presumed by the adjudicators.
5. Adjudicators should not indicate during the debate whether the definitional
challenge has succeeded. They cannot indicate which definition they find to be
(more) acceptable. The final decision as to whether a definitional challenge has
succeeded must take into consideration all 8 speeches in any debate.
6. Neither team should abandon either the definitions or the challenges of its opening
speakers.
7. Definitions should not require members of the house to have access to, or
possess, specific or expert knowledge.
8. If a definitional challenge is upheld, the team making the challenge does not
necessarily win by the largest possible margin. If the definitional challenge fails,
then the team making such a challenge does not necessarily lose by the largest
possible margin. Adjudicators are expected to make a holistic decision about the
debate on the parameters including the success or failure of the challenge, as well
as how well both teams defend their definitions and fulfil their rule in proposing and

opposing the definitions they have assumed. A definitional challenge should take
place in the rarest of rare cases.

H. MATTER
1. ‘Matter’ relates to the issues in debate, the case being presented and the material
used to substantiate argumentation
2. The issues under debate should be correctly prioritized (by teams) and ordered
(by individuals), dealing with the most important/pertinent first. This guideline may
be departed from, in order to preserve logical continuity and coherence.
3. Matter should be logical and well reasoned.
4. Matter should be relevant, both to the issue in contention and the cases being
advanced.
5. Matter should be persuasive.
6. Matter will be assessed from the viewpoint of ‘the average reasonable person’.
Adjudicators must disregard any specialist knowledge they have, even though
pertinent to the issues under debate
7. Bias will not affect an adjudicator’s assessment (objective) or evaluation
(subjective) of a debate. Debaters must not be discriminated against on the basis
of religion, sex, race, nationality, sexual preference, age, social status, accent or
any disability.
8. A debater should ideally take at least two points of information during a speech.
9. The Opposition Whip may not introduce any new matter in to the debate. Similarly,
no new matter may be introduced in both Reply speeches.

I. MANNER
1. Manner refers to the presentation and delivery style of a speaker.
2. The following list represents some of the elements which are, or may be,
subsumed under Manner. The list is intended as a guide, rather than as a number
of marking categories. It is the combination of these elements (rather than the
accomplishment of each), in various proportions that contributes to an individual
speaker’s style. The major influence on an adjudicator must be: ‘Is the speaker’s
manner EFFECTIVE in advancing the case?’
3. The following are to be considered:
a. Vocal Style : Volume, clarity, pronunciation, pace, intonation, fluency,
confidence, and authority.
b. Language: Conversational.
c. Use of notes: Should not distract, should not be read.
d. Eye Contact: With audience.
e. Gesture: Natural, appropriate.
f. Stance
g. Dress: (only an issue if really inappropriate to the place or occasion).
h. Sincerity: Believability
i. Personal Attacks:
j. Humour: Effectiveness of and appropriateness.
4. Debater and adjudicators in the competition must be aware that they will
experience many different debating styles different colleges and countries. There
is no single ‘correct’ or ‘right’ style to adopt in this competition. Nor should a
speaker’s style be dismissed as inappropriate in the national or regional context of
the adjudicators or debaters who witness it.

5. As with Matter, personal bias must not be allowed to influence an adjudicator’s
assessment of Manner.

J. METHOD
1. Method shall be comprising of Individual Method; Team Method, Overall response
to the debate
2. Individual Method pertains to the structure and organization of an individual
speech. This may be evident in a reasonably clear outline of the responsibilities of
the speaker and the order of the issues to be d ealt with in his/her speech. It may
also be apparent in the degree of fluency with which a speech moves from one
point to another in a clearly logical sequence. Similarly, a speaker may ‘signpost’
his/her transitions from one phase to another.
3. Individual Method pertains to the ‘balance’ of a speech. Whereby, an equable
division of speaking time is made to allow each of the phases of the speech a
reasonable time for development (opening remarks, rebuttal, own points,
summary, etc).
4. Individual Method pertains to good time management and good time keeping.
5. Team Method pertains to the effectiveness of the team’s case organization and
structure as a whole.
6. Team Method pertains to the equable division of roles (speakers) and
responsibilities during a debate and the effective discharge of those roles and
responsibilities.
7. Response to the dynamics of the debate pertains to the reactive abilities of
speakers and teams to the ongoing strategies being employed by both sides, and
the shifts in the balance of power from one side to another.
8. Teams and speakers should respond to clear strategic issues, not minor ‘slips of
the tongue’ or insignificant points.
9. Dynamic response could also be reflected in Matter marks for a speaker in cases
where the identification of a vital point, the cogent analysis of this point in the
context of the debate, and a balanced attack on the same, is developed in an
ensuing speech.
10. Team members may keep time and signal members holding the floor. Time signals
may not be spoken aloud. Speakers may also keep their own time.

K. MARKING THE DEBATE


1. At the end of every debate, each adjudicator must complete their adjudication
forms.
2. There are no draws in competitive debating.
3. Teams failing to turn up for the debate on time, and with no valid reason, will lose
the debate by the widest possible margin. The other team will then face - off against
a stand-by swing team [non-competitive for the purposes of the competition]
constituted by the host University. Failure to turn up for two rounds in the
preliminary phase will result in automatic disqualification from the tournament

B. ORATORY SPEECH
1) Purpose of the Category:
To develop skill in composing and presenting a formal speech on a significant
topic.
2) Definition of the Category:
In Oratory, the oration is expected to be a thoroughly prepared, well composed,
well expressed speech of exhortation on a significant topic. As such, the oration
must be unequivocally persuasive in its purpose. It may fulfill its persuasive
challenge in one of three ways: 1) by alerting the audience to the existence of a
problem; 2) by affirming the existence of a problem and offering a solution; 3) by

urging the adoption of a policy. While the topic of the oration should be of
significance to general society, it should be adapted to an audience composed of
the speaker's peers. The good oration is characterized by clear, vivid, and forceful
language and appropriate stylistic devices such as metaphor,
comparison/contrast, irony, etc. Finally, thoughtfulness as reflected in the choice
of an approach to the topic and the quality of supporting materials is a necessary
part of the good oration.
3) Rules:
a) The speech is to be original with the participant.
b) Properties or visual aids are not permitted.
c) Maximum time limit: 7 minutes. 15 seconds grace period is allowed, after
which one point will be deducted from that evaluation item dealing with rate.
d) The use of both sides of one 4x6 cm note card is optional.

4) Criteria for Evaluation:


a) The extent to which the content (a) reflected a worthwhile topic, and (b)
provided quality modes of support materials, including analysis, reasoning
and factual information. Researched material must be verbally attributed to a
source(s).
b) The extent to which organizational structure (introduction, body, conclusion)
was both clear and effective.
c) The extent to which clear and compelling language as well as effective
stylistic devices were used appropriately.
d) The extent to which the vocal presentation was clear and appropriate to the
subject including such items as articulation, pronunciation, volume, rate, pitch
and voice quality.
e) The extent to which the physical presence contributed to the clarity and
effectiveness of the presentation, including such items as facial expression,
eye contact, gestures and bodily movement.

Standing Rules for the Story Telling


A. PURPOSE OF THE CATEGORY
To develop skill in presenting imaginative material of the narrative form.
B. DEFINITION OF THE CATEGORY
To tell a story is to chronicle events. The burden of the storyteller is to chronicle those
events in a coherent, unified, clear, and interesting manner. The storyteller may use
vocal variation and physical movement to suggest different characters and character
relationships in order to make the story clearer and more interesting. The storyteller
must sit in a chair; other costumes or props are not permitted. It should be
remembered throughout that the emphasis of the storyteller's art is on the teller as
intermediary or narrator. The student is expected to "demonstrate a sense of
audience", that is, tell the chosen story in such a manner that it would be suitable for
the intended audience, be it young children, teenagers, adults or chronologically
advanced. Material for storytelling will be chosen by the student based on the topic
areas announced by the committee. A student will choose and rehearse one or more
different stories for each topic area. Original material is acceptable.

C. RULES
1) A brief introduction identifying author, title and intended audience is required.
2) No other costumes, props, or visual material may be used. Vocal music, if
used, must be incidental and consist of no more than thirty (30) seconds total,
after which there will be a one point deduction.
3) Notes are not permitted.
4) Maximum time limit: 7 minutes. A 15 second grace period is allowed, after
which one point will be deducted from that evaluation item dealing with rate.
D. CRITERIA FOR EVALUATION
1) The extent to which the story as told constituted a coherent, spontaneous and
unified narrative appropriate to the topic area.
2) The extent to which the teller's choice of language and introduction was
appropriate to the chosen story and audience.
3) The extent to which nonverbal expressions, including such items as gestures,
facial expression and bodily movement contributed to clarity.
4) The extent to which vocal aspects of the performance were appropriate and
enhancing the meaning of the story, including such items as articulation,
pronunciation, vocal clarity, volume, rate and pitch.
5) The extent to which the suggestion of character and character relationship
was appropriate to the material.

Standing Rules for News Casting


A. PURPOSE OF THE CATEGORY
To develop skill in newscasting.
B. DEFINITION OF THE CATEGORY
The challenge to the speaker is to present a well-organized, clearly communicated
newscast in television. Source material shall be provided by the committee. Specific
subjects shall be included in the material.
C. RULES
The speaker must be ready in studio-class 30 minutes before he/she performs.
a) One-half hour before the round, the speaker will receive source material.
Identical material will be provided for each participant at five minute intervals.
b) The newscast will include news report, live report, talk show, interview and
weather broadcast depending on the convener.
c) Host committee will provide materials for approximately 5 minutes of speaking
for 2 subjects of interrelated news.
d) Any use of visual aids is permitted.
e) Participants have to wear formal apparel.
f) All participants must not wear jeans in this competition.
g) Every participant must keep his/her appearance neat and clean.

a) The extent to which the student provided clear and logical organization of the news
script, balancing the levels and types of news including international, national and
state news, weather and sports.

use of smooth transitions with clear, vivid, and appropriate word choices.
c) The extent to which the delivery was in a clear, pleasant, and confident voice,
reflecting good articulation, pronunciation, volume, pitch and voice quality.
d) The extent to which the student delivered the newscast within the time limits
without unnatural speeding up or slowing down.

Standing Rules for English Presentation


A. PURPOSE OF THE CATEGORY
To develop the skills in presenting ideas in an engaging way with 20 slides within 20 seconds.
B. DEFINITION OF THE CATEGORY
The challenge to the speaker is to present a simple and engaging presentation based on the topic
provided. The topic should be within the frame of “Excellent and Globally Competitive Human
Resources in Transportation”.
C. RULES
a) Participants should provide 20 slides.
b) Each slide should be automatically timed for 20 seconds.
c) It is preferable to use pictures instead of words for the slides.
d) Participants should avoid using transitions (static slides only).
e) Participants should not use sound for the slides.
f) The spirit of the presentations are to be about a concept or idea. It is not about advertisements
or business pitches.
D. CRITERIA FOR EVALUATION
a) The extent to which the student provided clear and logical organization of the slides.
b) The extent to which the presentation reflected effective language skills, including use of smooth
transitions with clear, vivid, and appropriate word choices.

Standing Rules for Business Pitching


A. PURPOSE OF THE CATEGORY
To develop skill in convincing people by presenting business ideas.
B. DEFINITION OF THE CATEGORY
Pitch is a presentation of a business idea to potential investors. People pitch a business because they
need resources. If the goal is to raise startup cash, the target of the pitch is an investor. Other
businesses pitch to potential customers to sell their product.

a) Participants decide on a business idea about transportation.
b) Participants explain the idea in a proposal which includes the why, how and what.
c) The proposal should be maximum 10 slides long.
d) The presentation of the proposal should be maximum 10 minutes.
e) The participants should be ready to answer questions regarding their business idea.

Standing Rules for Scientific Paper


A. PURPOSE OF THE CATEGORY
To develop skill in constructing scientific paper in the form of argumentative essay based on evidence and in
presenting it in a complete way such as the paper format, citation, simple data analysis, simple tables and
diagrams as necessary and list of references.
B. DEFINITION OF THE CATEGORY
In this category, participants are expected to show the skill in constructing scientific papers in the
form of argumentative essays and presenting an argumentative essay based on the field of their
study of transportation and the supporting features such as system and facilities.
C. RULES
All entries must meet the following criteria:
a) Author Status: Must be an undergraduate or registered as an active student.
b) Co-authorship: Papers are written by a team of three students. Coauthored or multiple-authored
winners will share the specified monetary awards.
c) Single Submission: Only one paper entered by one team.
d) Originality: Each paper must be an original analysis and must be the author’s own work. Papers
previously published are not eligible.
e) Theme: Excellent and Globally Competitive Human Resources in Transportation”.
f) Registration: the participants should be registered no later than March 31, 2021.
g) Deadline: To be announced. The committee shall then forward the papers in blind status to the
judges.
h) Reviewing time: to be announced.
i) Presentation: The five selected papers are to be presented in about 10 minutes by the authors
in front of the judges who will ask certain questions to make sure that the paper is qualified and
valid to be awarded.
D. PAPER PREPARATION REQUIREMENTS:
The paper must be written in English and follow these requirements:

Paper should be around 800 words. Page limits include all charts/graphs, references, and any appendices.

Charts and Citations


a) Charts and graphs should be “stylized”; that is, exhibits should be developed, formatted, and
inserted into the document appropriately. Cutting and pasting direct output from statistical
software into the document is not satisfactory.
b) Datasets, publications, and other documentation must be properly cited. See

Title Page
a) The title page must include the author’s names, faculty advisor’s name, institutional affiliation,
expected degree (or recently received degree) and graduation dates (month/year), and email
address.
b) Page headers and/or footers should contain page numbers and a shortened title of the paper.
They are not to include the author’s name or the name of his or her institution. This ensures
anonymous review by the judges.
Entry Forms
a) Papers must be submitted electronically along with the proper Entry/Publication Release
Form for the entered competition. They must be sent to the correct email address, as
indicated in this section. A complete entry includes the research paper and the
appropriate Entry and Publication Release Form in the same, single email.

a) Panels: Papers will be judged by panels of at least three judges drawn from the
TRANSPORTATION STUDIES staff and member institutions.
b) Criteria: Papers will be judged according to scholarly criteria including statement of
purpose, thesis development, quality of analysis, and supporting documentation.
c) Anonymity: The judges will not know the entrants’ name or school.

Standing Rules for Story Writing


a. PURPOSE OF THE CATEGORY
The purpose is to develop the skill of presenting a simple story which includes four aspects: theme,
characterization, plot and setting.
b. DEFINITION OF THE CATEGORY
The challenge is how the participants can entertain the reader either in the way he/she narrates the
story, depicts the character and uses the characterization or portray the mood in which the story is
appropriately featured.
c. RULES
a) The writing must be original.
b) The number of words is approximately 300 words.
c) The participants are not allowed to use any gadgets or reference books.
d) Printed, NOT virtual, dictionaries are allowed.
d. CRITERIA FOR EVALUATION
a) The extent to which the theme, characterization, plot and setting are clear, logical, and relevant
to the given topic.
b) The extent to which the narrative features are shown such as the use of past tense, time or
sequence markers and the likes.
c) The extent to which the wording can vividly describe the characterization and setting.
d) The extent to which the grammar (including mechanics) is adequately used to show the
participant has good language awareness.
