a. Shaskin (1993:27):
A system of means to economically produce goods or services which
satisfy customers requirements

Dictates that every thing and every body in the
Organization is involved in the enterprise of
continuous improvement

is total customer satisfaction which becomes
the center of the all organization managers
and their staff -> menumbuhkan budaya mutu.
