Kekuasaan Politik Fuad Amin Di Bangkalan

RKH Fuad Amin Imron (1 September 1948 – 16 September 2019) adalah politikus yang merupakan
Ketua DPRD Bangkalan dan juga mantan Bupati Bangkalan, Madura. Ia menjadi sangat terkenal
setelah tertangkap oleh KPK dalam Operasi Tangkap Tangan di rumahnya. [1] Ia adalah besan dari
wakil presiden ke-9. Ia juga merupakan bupati Bangkalan yang menjabat pada periode 2003–2013. ia
mendapatkan tuduhan bahwa menggunakan ijazah palsu saat mencalonkan menjadi Bupati, ia juga
dituduh sering melakukan korupsi saat menjabat jadi Bupati. Tuduhan berawal dari kasus
pemeriksaan Fuad Amin, saat itu masih menjabat sebagai anggota DPR/MPR RI, di Mabes Polri pada
2003 silam atau bertepatan dengan masa pencalonan Amin menjadi Bupati Bangkalan. Namun, tidak
ada kejelasan lebih lanjut terhadap hasil pemeriksaan tersebut dan kasus seolah terbengkalai bahkan
hingga di masa akhir periode kepemimpinan Fuad Amin. Keterlantaran kasus ini menjadi pemicu
kemarahan pihak Gemura, di samping tuduhan berbagai kasus korupsi yang dilontarkan kepada Fuad
Amin.
 Pada 2 Desember 2014 Fuad Amin
ditangkap oleh KPK, ia ditetapkan
sebagai tersangka terduga menerima
suap terkait jual-beli gas alam untuk
pembangkit listrik di Gresik dan Gilir
Timur. Uang suap diberikan Bambang
agar Fuad amin waktu itu yang menjabat
sebagai Bupati meluluskan perjanjian
konsorsium Kerjasama antara PT MKS
dan PD Sumber Daya. Petugas KPK
menemukan uang senilai Rp700 juta
di dalam mobil.

Fuad Amin menjadi warga binaan Lapas Surabaya di Porong sejak 30 November 2018, dan masuk
dengan pidana 13 tahun yang menurut hitungan baru bisa bebas pada 9 Januari 2028. Selama sekitar
10 bulan di lapas, Fuad Amin berobat dan rawat inap ke rumah sakit selama tujuh kali, rinciannya
lima kali di RSUD Sidoarjo (24 Januari, 27 Juni, 8 Agustus, 2 September dan 7 September), serta
dua kali di RSUD dr Sutomo Surabaya (3 April dan 14 September). Pada rujukan terakhir ke RSUD
Sidoarjo, Fuad Amin alami komplikasi jantung dan gagal ginjal. Fuad Amin meninggal dunia
setelah dirawat selama 2 hari di  RSUD dr Soetomo Graha Amerta Surabaya.
Ada 10 partai pendukung Fuad Amin; Gerindra, PKB, PPP, PAN, Demokrat, Golkar,
Hanura, PKS, PKPI, Nasdem, dari 12 partai politik yang mengikuti pemilu
legislative. Perolehan suara terbanyak Partai Gerindra yaitu partai yang diketuai oleh
RKH Fuad Amin, sehingga RKH Fuad Amin menjadi Ketua di DPRD Kabupaten
Bangkalan. Yakni pemenangan RKH Fuad Amin tidak lepas dari pemamfaatan trah
oleh RKH Fuad Amin Sebagai keturunan Kiai dan politisi yang menunjang figur RKH
Fuad Amin meliliki modal sosial kuat, penguasaan atau penempatan keluarga dan
orang kepercayaannya pada partai politik atau birokrasi pemerintahan di Kabupaten
Bangkalan agar skenario pemilihan berjalan dengan lancar, serta penguasaan jaringan
hingga tingkat desa yang bertujuan untuk mengintimidasi terhadap masyarakat pada
waktu pemilihan.
