ABSTRAK
Penelitian ini mencoba menguraikan dan menganalisis fakta-fakta tentang
pengaruh sistem multipartai terhadap sistem presidensial di Indonesia. Fenomena
sistem multipartai dalam sistem presidensial yang merupakan tuntutan reformasi
dimulai sejak pemilu 1999 dan berlanjut pada pemilu 2004 yang mana presiden
dipilih langsung oleh rakyat. Penelitian ini menggunakan 3 teori yaitu teori partai
politik, teori sistem multipartai dan teori sistem presidensial. Jenis penelitian ini
adalah penelitian kualitatif dengan teknik pengumpulan data, data primer dan
sekunder, data primer adalah data yang diperoleh pada sumbernya dan data
sekunder yang diperoleh melalui buku, majalah dengan teknik analisis deskriptif
kualitatif. Penelitian ini juga memaparkan bagaimana sejarah sistem multipartai
yang ada di Indonesia dan sejarah sistem Presidensial di Indonesia. Kombinasi
antara sistem multipartai dan sistem presidensial di Indonesia memiliki pengaruh
destruktif. Khususnya pengaruh yang ada di Pemerintah (eksekutif) dan Dewan
Perwakilan Rakyat (legislatif) dimana ada 4 pengaruh yang saya temukan dalam
penelitian saya ini yaitu Pertama, sistem multi-partai mempengaruhi rapuhnya
ikatan koalisi di DPR. Kedua, Kontrol berlebihan DPR mengganggu efektivitas
Pemerintahan. Ketiga, sistem multi-partai mempengaruhi Kekuasaan Wakil
Presiden yang lebih dominan di Pemerintahan dan Keempat, Hak preogratif
Presiden tereduksi. Dari hasil penelitian dapat disimpulkan sistem multipartai
kurang efektif didalam sebuah sistem pemerintahan presidensial.

ABSTRACT
This study tried to describe and analyze the facts about the influence of multiparty system to a presidential system in Indonesia. The phenomenon of multiparty system in a presidential system that is demand electoral reforms began in
1999 and continued in the 2004 election in which the president is directly elected
by the people. This study uses three theories are theories of political parties, the
theory of multi-party system and presidential system theory. This type of research
is a qualitative research techniques of data collection, primary data and secondary
data, primary data is data obtained at the source and the secondary data obtained
through books, magazines, newspapers, and journals with a qualitative descriptive
analysis techniques. The study also describes how the history of multiparty
systems in Indonesia and the history of the presidential system in Indonesia. The
combination of multi-party system and presidential system in Indonesia has a
destructive influence. Particular influence on the government (executive) and
House of Representatives (legislative) where there are four influences that I found
in my research. First, multi-party system affect the fragility of the coalition in the
House bonding. Second, control over the House interfere with the effectiveness of
government. Third, multi-party system affects the power of the Vice President
who is more dominant in the Government and the Fourth, the President of Rights
preogratif reduced. From the research results can be summarized in a multiparty
system is less effective in a presidential system of government.
