ABSTRAK

Tuberkulosis adalah penyakit infeksi yang disebabkan basil Microbacterium

Tuberculosis yang tahan asam. Resiko penularan di Indonesia cukup tinggi dan
bervariasi, World Health Organization (WHO) menetapkan strategi baru untuk
menghentikan Tuberculosis (TB) menjangkau semua pasien, dan memastikan
tercapainya target.Penelitian ini bertujuan untuk mengetahui gambaran pelaksanaan
program pencegahan dan penanggulan ganpenyakit TBC Paru (+) di wilayah
Puskesmas Baito Kabupaten Konawe Selatan tahun 2015 ditinjau dari input, proses,
dan output. Jenis penelitian ini adalah kualitatif dengan pendekatan fenomenologis.
Informan peneliti berjumlah empat orang, terdiri dari dua informan kunci dan dua
informan biasa. Hasil penelitian menunjukan jumlah tenag a petugas pelaksana
program TB di puskesmas Baito satu orang sehingga kegiatan program kurang
maksimal, anggaran diperoleh dari global fund (GF-ATM) dan Bantuan Operasional
Kesehatan belum mencukupi untuk menunjang program TB ini, sehingga
mengakibatkan kurangnya sarana yang menunjang dalam program ini. Rapat yang
dialakukanoleh puskesmas dan Dinas Kesehatan Kabupaten Konawe Selatan belum
memberikan kejelasan terhadap pelaksanaan dan pengawasan program dibuktikan
dengan kinerja petugas yang masih kurang maksimal dalam memberikan pelayanan
kesehatan. Capaian target saat ini belum mencapai sasaran yang ditetapkan oleh pihak
Puskesmas Baito. Simpulan dari penelitian ini bahwa program pencegahan dan
penanggulangan penyakit TB di Puskesmas Baito belum tercapai baik dari angka
keberhasilan pengobatan (SR) maupun angka penemuan kasus (CDR).

ABSTRACT

Tuberculosis is an infectious disease caused by the bacillus microbacterium acid

resistant tuberculosis. Risk of transmission in Indonesia is quite high and varied, the
World Health Organization (WHO) set a new strategy to stop tuberculosis (TB) to
reach all patients and ensure the achievement of the target. This study aims to
describe the implementation of the program of prevention and control of tuberculosis
disease of the lung (+) in Community health centers Baito South Konawe 2015 in
terms of Input, Process and Output. This type of research is qualitative with
phenomenological approach. Informants researchers were four people, consisting of
two key informants and informant usual two. The results showed the number of
personnel officers of tuberculosis programs in health centers Baito one person so that
the program activities less than the maximum, the budget obtained from the Global
Fund (GF-ATM) and Operational Support of Health has not been sufficient to support
the tuberculosis program, thus resulting in a lack of facilities to support the program
this. Meetings are dialakukan by health centers and the Health Department South
Konawe not provide clarity on the implementation and supervision of the program is
evidenced by the performance of the officer who is still less than the maximum of
providing health care. And the achievements of the current target not reached the
target set by the health center Baito. Conclusions from this research that the program
of prevention and control of tuberculosis in Community health centers Baito not been
achieved both treatment success rate (SR) and case detection rate (CDR).
