Abstract
In an effort to improve the quality of public services, it has been established Public Service
Act No. 25/2009 , in which service providers are obliged to prepare and establish service
contents intimation ability to carry out services in accordance with the service standards.
This provision has yet to be a solution to overcome the problems of public services. The
low quality of public services in turn be the cause of the cases can be categorized as mal
administration. The concept of citizen's charter as an innovative public service has been
implemented in many countries as well as in Indonesia (Blitar, Semarang , Yogyakarta
and Mataram ), there are benefits in the form of changes in culture and norms of service
bureaucracy, the implementation of public service management that is participatory,
transparent, and accountable, as an advocacy work in empowering stakeholders outside
the bureaucracy, open space and the chance for broader interaction between the
bureaucracy and society, as well as the emergence of the discourse to adopt the concept
of citizen's charter in drafting local regulations (Perda) regarding public services .
