KATA PENGANTAR
Publikasi Statistik Kopi Indonesia 2016 ini merupakan seri publikasi tahunan
BPS. Data yang disajikan adalah luas areal dan produksi kopi menurut provinsi dan
status pengusahaan serta data ekspor dan impor yang dirinci menurut negara tujuan dan
negara asal. Sumber data yang digunakan adalah hasil Survei Perusahaan Perkebunan
Triwulanan (SKB16-Karet) dan Tahunan (SKB16-Tahunan), data hasil kompilasi
dokumen ekspor dan impor dari Direktorat Jenderal Bea Cukai.
Diharapkan publikasi ini dapat bermanfaat bagi para pengambil kebijakan di

instansi pemerintah dan swasta, peneliti, mahasiswa, dan pengguna data lainnya. Untuk
memudahkan pemahaman dan pemanfaatan data, disertakan pula penjelasan teknis dan

PREFACE
The Publication of Indonesia Coffee Statistics 2016 is an annual BPS’ publication

series. The data presented covers the total areas and production of coffee by province
and cultivation status, also exports and imports data by destination country and country
of origin. The data sources are the result of the Quarterly (SKB16-Rubber) and Annual
(SKB16-Annual) Survey of Plantation Establishment, compilation of export and import
documents from the Directorate General of Customs.
Hopefully this publication will be useful resource for policy makers in the
government and private institution, researchers, students, and other users. The
understanding and utilization of data is also include technical explanation and summary
of statistical data.

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian, kehutanan, dan perikanan mempunyai peranan yang cukup
penting dalam kegiatan perekonomian di Indonesia, hal ini dapat dilihat dari
kontribusinya terhadap Produk Domestik Bruto (PDB) yang cukup besar yaitu sekitar
13,45 persen pada tahun 2016 atau merupakan urutan kedua setelah sektor Industri
Pengolahan. Pada waktu krisis ekonomi, sektor pertanian merupakan sektor yang cukup
kuat menghadapi goncangan ekonomi dan ternyata dapat diandalkan dalam pemulihan

perekonomian nasional.

Salah satu sub sektor yang cukup besar potensinya adalah sub sektor perkebunan.

Kontribusi sub sektor perkebunan dalam PDB yaitu sekitar 3,46 persen pada tahun 2016

atau merupakan urutan pertama di sektor Pertanian, Peternakan, Perburuan dan Jasa

Pertanian. Sub sektor ini merupakan penyedia bahan baku untuk sektor industri,

penyerap tenaga kerja, dan penghasil devisa.

Kopi merupakan salah satu komoditi hasil perkebunan yang mempunyai peran
cukup penting dalam kegiatan perekonomian di Indonesia. Kopi juga salah satu
komoditas ekspor Indonesia yang cukup penting sebagai penghasil devisa negara selain
minyak dan gas. Selain peluang ekspor yang semakin terbuka, pasar kopi di dalam negeri
masih cukup besar.
Dalam rangka menunjang peningkatan pembangunan industri kopi di Indonesia
diperlukan informasi mengenai potensi kopi Indonesia, Badan Pusat Statistik
menerbitkan buku Statistik Kopi Indonesia 2016.

1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan luas areal dan
produksi karet yang dirinci menurut status pengusahaannya yaitu perkebunan besar
negara, perkebunan besar swasta, dan perkebunan rakyat yang disajikan menurut
provinsi. Perkembangan ekspor dan impor karet Indonesia disajikan menurut jenis
komoditas (kode HS - Harmony System) dan negara tujuan/asal.
Selain itu juga disajikan data perkembangan produksi karet dunia dan
perkembangan impor karet dunia.

1.3. Metodologi

Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/grafik dan

ulasan ringkas yang berupa analisis diskriptif dengan melihat pada pertumbuhan,

distribusi, dan kontribusi atau persentase.

Sumber data yang dipergunakan adalah data primer dan data sekunder. Data primer

yaitu data yang dihasilkan dari hasil pengolahan survei-survei yang dilaksanakan oleh

BPS. Data luas areal dan produksi diperoleh dari Subdirektorat Statistik Tanaman
Perkebunan , sedangkan data ekspor impor diperoleh dari Subdirektorat Ekspor dan
Subdirektorat Impor. Data sekunder yaitu data yang berasal dari sumber lain seperti
Publikasi Oil World, dan Direktorat Jenderal Perkebunan, Kementerian Pertanian.
Data luas areal dan produksi perkebunan besar negara dan swasta diperoleh dari
hasil Survei Perusahaan Perkebunan yang dilakukan melalui pencacahan secara lengkap
terhadap seluruh Administratur Perkebunan di seluruh Indonesia. Pengumpulan data
dilakukan dengan cara wawancara langsung oleh petugas BPS ke kantor Administratur
Perkebunan sesuai periode survei. Periode survei yang dilakukan oleh BPS adalah

triwulanan dan tahunan. Sedangkan series data luas dan produksi perkebunan rakyat
diperoleh dari Direktorat Jenderal Perkebunan, Kementerian Pertanian.
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan dokumen
ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan Ekspor Barang Tertentu
(PEBT) yang diisi oleh eksportir dan telah diberikan ijin muat oleh Direktorat Jenderal
Bea dan Cukai dan selanjutnya mengirimkannya ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan dokumen
impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir dan telah diberikan
ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkan

dokumen tersebut ke BPS.

Perusahaan Perkebunan adalah suatu perusahaan berbentuk badan usaha/badan hukum

yang bergerak dalam kegiatan budidaya tanaman perkebunan di atas lahan yang dikuasai,

dengan tujuan ekonomi/komersial dan mendapat izin usaha dari instansi yang berwenang

dalam pemberian izin usaha perkebunan. Perusahaan perkebunan yang diusahakan oleh
pemerintah (BUMN) disebut Perkebunan Besar Negara (PBN) dan perusahaan
perkebunan yang diusahakan oleh swasta disebut Perkebunan Besar Swasta (PBS).
Perkebunan Rakyat (PR) adalah usaha budidaya tanaman perkebunan yang diusahakan
oleh rumah tangga dan tidak berbentuk badan usaha/badan hukum.
Tanaman Belum Menghasilkan (TBM) adalah tanaman yang sampai pada saat
pengamatan belum pernah memberikan hasil, karena masih muda atau tanaman sudah
cukup umur tetapi belum dapat menghasilkan karena tidak cocok dengan iklim,
ketinggian tempat, kondisi tanah dan sebagainya.

Tanaman Menghasilkan (TM) adalah tanaman yang sebelum saat pengamatan pernah
memberikan hasil dan masih akan memberikan hasil, meskipun pada saat pengamatan
sedang tidak menghasilkan.
Tanaman Tidak Menghasilkan/Tua/Rusak (TTM) adalah tanaman yang sampai
dengan saat pengamatan tidak pernah memberikan hasil atau tidak akan memberikan
hasil lagi disebabkan tua, rusak atau mandul.
Produksi kopi yang disajikan pada publikasi ini adalah kopi berasan.

II.ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Kopi

Perkebunan kopi di Indonesia menurut pengusahaannya dibedakan menjadi
Perkebunan Besar (PB) dan Perkebunan Rakyat (PR). Perkebunan Besar terdiri dari
Perkebunan Besar Negara (PBN), dan Perkebunan Besar Swasta (PBS).
Pada tahun 2014 lahan PBN kopi Indonesia tercatat seluas 22,369 ribu hektar,
menurun menjadi 22,366 ribu juta hektar pada tahun 2015 atau terjadi penurunan sebesar
0,01 persen. Pada tahun 2016 diperkirakan meningkat sebesar 19,72 persen dari tahun
2015 menjadi 26,78 ribu hektar.
Sedangkan lahan PBS kopi Indonesia pada tahun 2014 tercatat seluas 24,46 ribu

hektar, menurun menjadi 24,39 ribu hektar pada tahun 2015 atau terjadi penurunan

sebesar 0,2 persen dan pada tahun 2016 menurun sebesar 0,23 persen dibandingkan tahun

2015 menjadi 18,90 ribu hektar.

Data PR kopi di Indonesia merupakan data yang diperoleh dari Dirjen

Perkebunan, Kementerian Pertanian. Data tahun 2016 merupakan data sementara. Pada

tahun 2014 luas yang diusahakan oleh PR seluas 1,184 juta hektar, kemudian menurun

sekitar 0,01 persen pada tahun 2015 menjadi seluas 1,183 juta hektar, dan diperkirakan
tp
menjadi 1,181 juta hektar pada tahun 2016. Perkembangan luas areal perkebunan kopi

menurut status pengusahaan tahun 2012 - 2016 disajikan pada Gambar A.

Pengusahaan (000 Ha), 2014-2016*.
Perkebunan Besar (PB) dan Perkebunan Rakyat (PR) kopi tersebar di provinsi di
Indonesia, kecuali wilayah Provinsi DKI Jakarta. Apabila dilihat menurut provinsi,

provinsi Sumatera Selatan merupakan provinsi dengan areal PR kopi yang terluas di
Indonesia yaitu 249,7 ribu hektar (20,3 %) dan Provinsi Jawa Timur yang terluas untuk
PB sebesar 42,1 ribu hektar (3,43 %) pada tahun 2016 dari total luas areal kopi di
Indonesia. Luas areal PB kopi di Indonesia menurut provinsi tahun 2015 dan tahun 2016
selengkapnya dapat dilihat pada Tabel 3.1. dan Tabel 3.2.
2.2. Perkembangan Produksi Kopi

Sama halnya dengan luas areal kopi, perkembangan produksi kopi Perkebunan
Besar (PB) dari tahun 2014 sampai dengan 2016 mengalami fluktuatif. Pada tahun 2014
produksi kopi sebesar 30,98 ribu ton meningkat menjadi 36,98 ribu ton pada tahun 2015

Apabila dilihat menurut provinsi, produksi kopi yang dihasilkan oleh PB terbesar
pada tahun 2016 berasal dari Provinsi Jawa Timur dengan produksi sebesar 7,17 ribu ton
atau 1,17 persen dari total produksi Indonesia. Produksi perkebunan besar kopi di
Indonesia menurut provinsi tahun 2016 selengkapnya dapat dilihat pada Tabel 3.2.
Untuk Perkebunan Rakyat (PR), produksi dari tahun 2014 sampai 2016 cenderung
mengalami penurunan setiap tahun. Produksi pada tahun 2014 sekitar 612,87 ribu ton,
pada tahun 2015 menjadi 602,43 ribu ton atau menurun 1,7 persen. Pada tahun 2016
diperkirakan mencapai 602,16 ribu ton atau menurun 0,01 persen dibandingkan dengan
tahun 2015. Dilihat menurut provinsi, produksi PR pada tahun 2016 terbanyak berasal

dari provinsi Sumatera Selatan yang mencapai 110,39 ribu ton atau sekitar 18,08 persen
dari total produksi nasional. Grafik perkembangan produksi PR tahun 2014 sampai 2016
dapat dilihat pada Gambar B dan Tabel 18 (halaman 63).

Total ekspor kopi delapan tahun terakhir cenderung berfluktuasi, berkisar antara
(-) 27,94 persen sampai dengan 30,46 persen. Pada tahun 2009 total berat ekspor
mencapai 433,6 ribu ton dengan total nilai sebesar US$ 814,3 juta meningkat menjadi
414,65 ribu ton pada tahun 2016 dengan total nilai sebesar US$ 1 008,55 juta (lihat
Gambar D).

Produksi kopi Indonesia sebagian besar diekspor ke mancanegara dan sisanya

dipasarkan di dalam negeri. Ekspor karet alam Indonesia menjangkau lima benua yaitu
Asia, Afrika, Australia, Amerika, dan Eropa dengan pangsa utama di Eropa. Pada tahun
2016, lima besar negara pengimpor karet alam Indonesia adalah United States, Jerman,
Malaysia, Italy, dan Japan. Berat ekspor ke Unites States mencapai 67,324 ribu ton atau
16,24 persen dari total berat ekspor kopi Indonesia dengan nilai US$ 269,94 juta.
Peringkat kedua adalah Jerman, dengan berat ekspor sebesar 42,63 ribu ton atau 10,28
persen dari total berat kopi Indonesia dengan nilai US$ 90,19 juta. Peringkat ketiga
adalah Malaysia, dengan berat ekspor sebesar 40,39 ribu ton atau 9,74 persen dari total
berat ekspor kopi Indonesia dengan nilai US$ 71,43 juta. Peringkat keempat adalah Italy
dengan berat ekspor 35,82 ribu ton atau sekitar 8,64 persen dari total berat ekspor kopi
Indonesia dengan nilai US$ 66,4 juta. Peringkat kelima adalah Japan dengan berat
ekspor 35,35 ribu ton atau 8,53 persen dari total berat ekspor karet alam dengan nilai
US$ 86,51 juta (lihat Gambar D).
