ABSTRAK

Penelitian ini memiliki tujuan untuk mengetahui "Pengaruh Kewenangan

dan Kualitas Pelayanan Pendidikan terhadap Tingkat Kepercayaan Orang Tua
Murid disekolah SMP Negeri 43 Palembang". Penelitian ini diharapkan mampu
mewujudkan pelayanan yang lebih baik dan profesional, maka dengan perlu
dilakukan revitalitas birokrasi publik (khususnya aparatur pemerintah daerah yang
menangani dunia pendidikan), sehingga sekolah bersama guru dapat bertanggung
jawab dalam menjalankan apa yang menjadi tugas kewenangan yang diberikan
kepadanya. Salah satu tanggung jawab adalah dalam memberikan pelayanan yang
baik dan berkualitas setidaknya memenuhi standar pelayanan minimal yang telah
digariskan.
Sampel dalam penelitian ini yang adalah menggunakan penelitian survey,
yakni penelitian yang mengambil sampel dari satu populasi dan menggunakan
kuesioner sebagai alas pengumpul data yang pokok, dengan maksud penjelasan
(explanatory atau comfirmatory), yaitu untuk menjelaskan hubungan kausal dan
pengajuan hipotesa.
Hasil analisis data dalam penelitian ini menunjukkan bahwa dapat ditarik
kesimpulan bahwa hipotesis yang menyatakan terdapat pengaruh yang positif
antara Kewenangan Guru dan Kualitas pelayanan pendidikan secara bersama-
sama terhadap Tingkat Kepercayaan Orang Tua Murid di Sekolah Menengah
Pertama (SMP) Negeri 43 Palembang terbukti secara empiris, atau dengan kata
lain hipotesis diterima. Adapun nilai koefisien determinasinya (R2) = 0,689,
berarti pengaruh variabel bebas Kewenangan Guru dan Kualitas pelayanan
pendidikan terhadap Tingkat Kepercayaan Orang Tua Murid di Sekolah
Menengah Pertama (SMP) Negeri 43 Palembang sebesar 68,9 persen sedangkan
sisanya 30,1 persen dipengaruhi faktor lain di luar Kewenangan Guru dan
Kualitas pelayanan pendidikan.
Dalam Pengelolaan Manajemen Sekolah menunjukkan sudah efektif
namun dari beberapa dimensi yang ada menunjukan belum optimal, sehingga
perlu dilaksanakan secara kontinyu dengan melibatkan berbagai elemen
(stakeholders) yang ada terutama dalam hal pengawasan atau evaluasi program
sehingga tidak ada penyimpangan.
 ABSTRACT

The purpose of this research is to find out "The Effect of Obligations and
Quality of Education Services on the Level of Parent Student Trust in Palembang
43 Junior High School.". This research is expected to realize better and more
professional services, thus revitalizing the public bureaucracy (especially the local
government that handles the world of education), so that schools with teachers can
be responsible for doing what is needed to do the tasks assigned as needed. One of
the responsibilities is to provide good service and fulfill the minimum service
standards outlined.
The sample in this study is to use survey research, namely research that
takes samples from one population and uses a questionnaire as the basis for
collecting basic data, with the purpose of explanation (explanatory or
comfirmatory), which is to explain the causal relationship and the submission of
hypotheses.
The results of data analysis in this study indicate that it can be concluded
that the hypothesis stating that there is a positive influence between the Authority
of Teachers and the Quality of Education Services together on the Level of Belief
of Parents of Students in 43 Junior High Schools (SMP) Palembang is proven
empirically, or in other words the hypothesis is accepted. The value of the
coefficient of determination (R2) = 0.689, means the influence of the independent
variable Teacher Authority and the Quality of Education Services on the Level of
Belief of Parents in the 43rd Junior High School (SMP) Palembang at 68.9
percent while the remaining 30.1 percent is influenced by other factors Beyond
the Authority of Teachers and the Quality of Education Services.
In School Management, it shows that it has been effective, but from
several existing dimensions shows it is not optimal, so it needs to be carried out
continuously by involving various elements (stakeholders), especially in terms of
program supervision or evaluation so that there are no deviations.
