 Biaya Komponen Dalam Negeri adalah biaya komponen yang dibeli dari produsen dalam negeri,
dimiliki dan/ atau dikerjakan WNI / Perusahaan Nasional.
 Biaya Komponen Luar Negeri adalah biaya komponen yang dibeli dari produsen luar negeri,
dimiliki orang/perusahaan asing atau dikerjakan orang/perusahaan asing.

Tatacara Perhitungan TKDN Local Content Calculation Procedure
Peserta Lelang diminta untuk mengisi form
TKDN tersebut diatas dengan
memperhatikan hal-hal sebagai berikut:
- Komponen dalam negeri jasa adalah
nilai jasa yang digunakan untuk
menyelesaikan pekerjaan yang
dilakukan di dalam negeri berupa biaya
penggunaan peralatan, barang, sarana
pendukung, buah pikiran, rancang
bangun, perangkat lunak dan tenaga
kerja termasuk tenaga ahli yang berasal
dari dalam negeri.
- Tingkat komponen dalam negeri
(TKDN) jasa merupakan hasil
perbandingan antara nilai komponen
jasa dalam negeri dengan nilai
keseluruhan penawaran pekerjaan jasa
lainnya.
- Tenaga kerja asing (TKA) walaupun
berdomisili di Indonesia bukan
merupakan komponen dalam negeri.
- Pajak, pungutan, biaya transportasi
(termasuk biaya kemasan, pengepakan,
asuransi dan penanganan/handling)
dalam rangka penyerahan barang
pesanan, keuntungan dan biaya lain
yang bukan merupakan komponen
langsung dalam memproduksi
barang/jasa bukan merupakan
komponen dalam negeri.
- Peralatan produksi dalam negeri dan
dimiliki oleh Perusahaan Dalam Negeri
atau warga Negara Indonesia, nilai jasa
penggunaannya dihitung sebagai 100%
(seratus persen) komponen dalam
negeri.
- Peralatan produksi luar negeri dan
Bidder requested to fulfill local content form as
stipulated above with concidering things as
follow :
- Local content of services shall be a value
of services userd to complete any work
carried out domestically in the form of
cost for the user equipment, goods,
supporting facilities, idea, design
engineering, software and manpower
including local experts.
- Local content of services is a comparison
result between value of local service
component and total value of proposal for
other service work.
- Expatriate personnel (TKA) despite that
domiciled in Indonesia shall not a local
content.
- Tax, levy, transportation cost (Including
packaging, packing, insurance and
handling costs) for the purpose of delivery
of ordered goods, profit and other expense
which are non-direct component in
producing goods/services shall not be
local content.
- Equipment under local production and
owned by Domestic Company or
Indonesian Citizen, the value of service
for the user thereof shall be calculated as
100% (one hundred percent) local content.

- Peralatan Produksi Dalam Negeri dan

lebih dari 50% (lima puluh persen)
sahamnya dimiliki oleh warga negara
asing atau Perusahaan asing, atau
dimiliki oleh Perusahaan Asing atau
warga negara asing, nilai jasa
penggunaannya dihitung sebagai 75%
(tujuh puluh lima persen) komponen
dalam negeri.
- Peralatan produksi luar negeri dan
dimiliki oleh Perusahaan Nasional yang
lebih dari 50% (lima puluh persen)
sahamnya dimiliki oleh warganegara
asing atau Perusahaan Asing, atau
dimiliki oleh Perusahaan Asing atau
warga negara asing, nilai jasa
penggunaannya dihitung sebagai 0%
(nol persen) komponen dalam negeri
- Equipment under foreign production and
owned by Domestic Company or
Indonesian citizen, the value of service for
the use thereof shall be calculated as
100% (one hundred percent) local content.
- Equipment under domestic production and
owned by National Company which 50%
(fifty percent) of the stock owned by
foreign citizen or foreign company, or
owned by foreign citizen, the value of
service for the use thereof shall be
calculated as 75% (seventy five percent)
local content.
- Equipment under foreign production and
owned by National company which 50%
(fifty percent) of the stock owned by
foreign citizen, or foreign company or
foreign citizen, the value of service for the
use thereof shall be calculated as 0% (zero
percent) local content.
