Setiap rumah sakit selalu memiliki unit rekam medis yang digunakan
untuk salah satu pendukung pelayanan medis untuk menunjang terlaksananya
administrasi dalam penggunaannya pada sistem jaminan sosial. Dalam proses
pengajuan klaim BPJS pasien rawat inap sering mengalami keterlambatan karena
tidak memenuhi persyaratan yang telah ditentukan oleh pihak verifikator BPJS.
Tujuan Penelitian ini untuk mengetahui faktor-faktor penyebab ketidaklengkapan
resume medis terkait klaim BPJS Ruang Ahmad Dahlan di Rumah Sakit Umum
Muhammadiyah Ponorogo Tahun 2019.
Jenis penelitian ini menggunakan penelitian diskriptif kualitatif. Teknik
pengumpulan data menggunakan wawancara dan observasi. Observasi
menggunakan 181 dokumen rekam medis pasien BPJS di ruang ahmad dahlan,
sedangkan wawancara dengan petugas KLPCM dan petugas BPJS.
Hasil study dokumentasi didapatkan hasil 93% lengkap dan 7% tidak
lengkap berdasarkan hasil penelitian yang menyebabkan dokumen tidaklengkap
dari segi faktor man yaitu petugas medis yang kurang disiplin dalam pengisian
resume medis. Dari hasil wawancara diketahui bahwa sudah ada petunjuk teknis
pengisian resume medis tetapi belum dilaksanakan secara maksimal. Selain itu
belum adanya Standart Operasional Prosedure (SOP) tentang kelengkapan
berkas rekam medis. Sumber daya manusia harus memenuhi apa yang sudah
diterapkan di Rumah Sakit Umum Muhammadiyah Ponorogo, agar dapat
meminimalkan pengisian resume medis tersebut sebaiknya diadakan Standart
Opeasional Prosedure tentang kelengkapan pengisian resume medis agar resume
medis lengkap dan tidak ada pengembalian resume medis ke dokter yang
bersangkutan.

Every hospital always has a medical record unit which is used for one of
the supporting medical services to support the implementation of administration in
its use in the social security system. In the process of filing BPJS claims,
inpatients often experience delays because they do not meet the requirements set
by the BPJS verifier. The purpose of this study was to determine the factors
causing incomplete medical resumes related to BPJS Ahmad Ahmadlan's claim at
General Hospital Muhammadiyah Ponorogo in 2019.

This type of research uses descriptive qualitative research. Data collection

techniques using interviews and observation. Observations used 181 BPJS patient
medical record documents in Ahmad Dahlan's room, while interviews with
KLPCM officers and BPJS officers.

Documentation study results obtained 93% complete and 7% incomplete

based on the results of research that causes incomplete documents in terms of
human factors, namely medical staff who lack discipline in filling out medical
resumes. From the interview results it is known that there have been technical
instructions for filling out medical resumes but have not been carried out
optimally. In addition there is no Standard Operating Procedure (SOP) regarding
the completeness of the medical record file. Human resources must meet what has
been implemented at Muhammadiyah Ponorogo General Hospital, in order to
minimize filling of medical resumes, it is better to hold an Operational Procedure
Standard on completeness of filling medical resumes so that medical resumes are
complete and there is no return of medical resumes to the doctor concerned.
