 Pengertian Demokrasi
Robert A. Dahl dalam On Democracy (1998: 38), bahwa :

“Democracy provides opportunities for effective participation;

equality in voting; gaining enlightened understanding;
exercising final control over the agenda; inclusion of adults”.  
Artinya, bahwa dengan demokrasi akan memberikan kesempatan­kepada rakyat untuk
partisipasi yang efektif; persamaan dalam memberikan suara; mendapatkan
pemahaman yang jernih; melaksanakan pengawasan akhir terhadap agenda; dan
pencakupan warga dewasa.
 Konsep demokratis menurut Torres
(1998) dalam Winataputra (2001)
