Latar Belakang Lahirnya Ketentuan Akuntansi untuk
Kegiatan Bisnis Internasional

Standar akuntansi untuk bisnis luar negeri serta transaksi pertukaran

dalam mata uang asing dimulai tahun 1939 dengan dikeluarkannya
Accounting Research Bulletin (ARB) NO. 4. Kemudian diperbarui dengan
ARB No. 43 tahun 1953, Bab 12. Prosedur utama akuntansi untuk bisnis
luar negeri tidak berubah sampai dibentuknya FASB (Financial Accounting
Standard Board) pada tahun 1973.
Di Indonesia sendiri perkembangan standar akuntansi untuk bisnis
internasional berjalan seiring dengan dikeluarkannya PSAK tahun 1994.
Dalam PSAK No. 10 dan 11 dijelaskan standar yang digunakan oleh
perusahaan dalam mencatat transaksi dalam mata uang asing dan dalam
menjabarkan laporan keuangan mata uang asing.
Tujuan laporan keuangan yaitu:

 Menyajikan informasi yang secara umum

sejalan dengan efek ekonomis
yangdiharapkan dari perubahan kurs pada Tujuan
ekuitas dan arus kas perusahaan.
 Menggambarkan dalam laporan keuangan
konsolidasi dari aktivitas financial
Penjabaran dan
sertahubungan dari masing-masing entitas
terkonsilidasi sebagaimana dinilai dalam Konsep Mata
matauang-mata uang fungsional agar
sejalan dengan prinsip akuntansi yang
berlaku umum.

Mata Uang Asing
Kurs adalah nishba atau rasio antara satu unit mata uang dengan jumlah mata uang lain
yang setara dengan mata uang tersebut pada suatu waktu. Kurs yang digunakan dalam
akuntansi untuk transaksi luar negeri selain kontrak berjangka adalah sebagai berikut:

● Kurs spot (spot Rate) yaitu kurs tunai yang berlaku pada saat transaksi.

● Kurs sekarang (current Rate) adalah kurs dimana satu unit mata uang dapat
dipertukarkan dengan mata uang lain pada tanggal neraca atau pada tanggal transaksi.

● Kurs Historis adalah kurs yang berlaku pada tanggal tertentu terjadinya transaksi.

● Kurs penutup (closing Rate) adalah nilai tukar spot pada tanggal neraca.

tetap dan berganda
● Kurs mengambang atau kurs bebas adalah
nilai mata uang yang dipengaruhi oleh daya
beli dipasar dunia (permintaan dan
penawaran serta factor-faktor lain dalam
pasar uang dunia).
● Kurs tetap atau kurs resmi adalah nilai mata
uang yang ditetapkan oleh pemerintah dan
tidak dipengaruhi perubahan dipasar dunia.
● Kurs bergfanda terjadi jika pemerintah
untuk tujuan tertentu menetapkan kurs
yang berbeda untuk transaksi yang
berbeda.

Pertukaran mata uang asing
dapat dilakukan dalam dua cara:
1. Perhitungan langsung yaitu
menbandingkan mata uang
domestic dengan mata uang
asing ( dinyatakan dalam
rupiah).
2. Perhitungan tidak langsung
yaitu membandingkan mata
uang asing dengan mata uang
domestic (dinyatakan dalam
mata uang asing).
 Transaksi Mata Uang Asing
Selain Kontrak Berjangka
Perlakuan akuntansi untuk transaksi dalam mata
uang asing selain kontrak berjangka adalah:

1. Pengakuan Awal
Transaksi dalam mata uang asing dibukukan dengan
menggunakan kurs pada saat terjadinya transaksi. Kurs
tunai yang berlaku pada tanggal transaksi sering disebut
kurs spot (spot rate). Untuk alasan praktis, suatu kurs yang
mendekati kurs tanggal transaksi sering digunakan,
contohnya, suatu kurs rata-rata selama seminggu atau
sebulan mungkin digunakan untuk seluruh transaksi dalam
setiap mata uang asing yang terjadi selama periode itu.
Namun, jika kurs berfluktuasi secara signifikan,
penggunakan kurs rata-rata untuk satu periode tidak dapat
2. Pelaporan pada Tanggal Neraca Berikutnya
Pada setiap tanggal neraca:
a) Pos aktiva dan kewajiban moneter dalam mata uang asing dilaporkan ke
dalam mata uang rupiah dengan menggunakan kurs tanggal neraca. Apabila
terdapat kesulitan dalam menentukan kurs tanggal neraca, maka dapat
digunakan kurs tengah Bank Indonesia sebagai indikator yang obyektif
b) Pos non-moneter tidak boleh dilaporkan dengan menggunakan kurs tanggal
neraca tetapi tetap harus dilaporkan dengan menggunakan kurs tanggal
transaksi
c) Pos non-moneter yang dinilai dengan nilai wajar dalam mata uang asing harus
dilaporkan dengan menggunakan kurs yang berlaku pada saat nilai tersebut
ditentukan. Nilai terbawa dari suatu pos ditentukan sesuai dengan standar
akuntansi yang relevan. Misalnya, instrumen keuangan dan properti tertentu
(investasi yang dilakukan Dana Pensiun), mungkin dinilai pada nilai wajar atau
pada biaya historis. Apakah nilai tercatat ditentukan berdasarkan biaya historis
atau nilai wajar, nilai yang ditentukan untuk pos valuta asing dilaporkan pada
mata uang pelaporan sesuai dengan pernyataan ini.
 3. Pengakuan Selisih Kurs
Selisih kurs timbul apabila terdapat perubahan kurs
antara tanggal transaksi dan tanggal penyelesaian
(settlement date) pos moneter yang timbul dari transaksi
dalam mata uang asing. Bila timbulnya dan penyelesaian
suatu transaksi berada dalam suatu periode akuntansi
yang sama, maka seluruh selisih kurs diakui dalam
periode tersebut. Namun jika timbulnya dan
diselesaikannya suatu transaksi berada dalam beberapa
periode akuntansi, maka selisih kurs harus diakui untuk
setiap periode akuntansi dengan memperhitungkan
perubahan kurs untuk masing-masing periode.
