Ringkasan

Berdasarkan penelitian FAO, Bank Dunia memperkirakan luas penyusutan hutan di
Indonesia tahun 1970-an adalah 300.000 ha/tahun, tahun 1981 naik menjadi 800.000 ha/tahun dan
tahun 1990 naik lagi menjadi 1 juta ha/tahun, demikian halnya kerusakan hutan tersebut juga dialami
hutan mangrove di sepanjang pantai perairan Indonesia.
Perkiraan luas hutan mangrove Indonesia antara 3 sampai 4 juta hektar, sekitar 76% luas
hutan mangrove di kawasan Asia Tenggara dan 27% luas hutan mangrove sedunia. Diperkirakan
antara tahun 1982 dan 1992 telah berkurang sebesar 30%.
Hutan mangrove di Kecamatan Pantai Labu Kabupaten Deli Serdang yang seharusnya
diharapkan dapat menjadi tumpuan harapan generasi mendatang ternyata telah sirna seiring dengan
rusaknya sebahagian besar hutan mangrove di daerah ini. Kecamatan Pantai Labu yang masih
memiliki hutan mangrove.
Permasalahan yang terjadi adalah: (1) Faktor apakah yang mempengaruhi terjadinya
pemanfaatan hutan mangrove di Kecamatan Pantai Labu Kabupaten Deli Serdang, (2) Faktor apakah
yang paling dominan mempengaruhi pemanfaatan hutan mangrove di Kecamatan Pantai Labu
Kabupaten Deli Serdang, (3) Bagaimanakah pengaruh faktor sosial ekonomi terhadap pemanfaatan
hutan mangrove.
Tujuan dari penelitian ini adalah: (1) Untuk mengetahui faktor-faktor yang mempengaruhi
terjadinya pemanfaatan hutan mangrove, (2) Menentukan faktor dominan yang mempengaruhi
terjadinya pemanfaatan hutan mangrove, (3) Untuk mengetahui pengaruh faktor sosial ekonomi
terhadap pemanfaatan hutan mangrove.
Penelitian dilakukan di Kecamatan Pantai Labu Kabupaten Deli Serdang berjarak sekitar 60 km
dari Kota Medan. Pemilihan lokasi penelitian yaitu Desa Sei Tuan, Desa Denai Kuala, Desa
Rugemuk karena ketiga desa tersebut adalah desa dengan luasan hutan mangrove yang terbesar
Waktu penelitian selama 3 bulan yang dimulai bulan Maret sampai dengan bulan Mel 2003.
Data primer dikumpulkan dari masyarakat nelayan yang menetap di desa setempat dengan
wawancara, kuesioner dan observasi, data yang diperoleh meliputi hal tentang : (1) Sumber mata
pencaharian, (2) Penyuluhan, (3) Tingkat pendapatan,

(4) J umlah anggota keluarga, (5) J umlah tanggungan, (6) Pendidikan, (7) Organisasi massa yang
dimasuki, (8) Keikutsertaan dalam penyuluhan lingkungan hidup, (9) Pengetahuan tentang fungsi
hutan mangrove.
Untuk menganalisa hipotesis tentang faktor-faktor yang mempengaruhi pemanfaatan hutan
mangrove di Kecamatan Pantai Labu adalah dengan menggunakan analisis regresi .
Untuk melihat hubungan antara pemanfaatan hutan mangrove dengan faktor -faktor yang
mempengaruhinya digunakan alat bantu statistik yaitu multiple regresi linier yang ada pada program
komputer SPSS 11.00.
Berdasarkan hasil penelitian di lapangan, dapat ditarik kesimpulan sebagai berikut : (1) Faktor
yang mempengaruhi pemanfaatan hutan mangrove secara positif dalam pengelolaan lingkungan
adalah kesiapan, pengetahuan, penyuluhan sedangkan yang mempengaruhi secara negatif adalah
kepatuhan terhadap hukum serta keanggotaan organisasi masyarakat, (2) Faktor yang dominan
mempengaruhi adalah Kesiapan masyarakat, (3) Faktor sosial ekonomi yang dipengaruhi
pemanfaatan hutan mangrove adalah pendapatan dan umur.
Berdasarkan studi " Pengaruh Sosial Ekonomi Masyarakat Terhadap Pemanfaatan Hutan
Mangrove di Kecamatan Pantai Labu Kabupaten Deli Serdang", maka dapat disarankan sebagai
berikut : (1) Faktor yang mempengaruhi secara negatif seperti kepatuhan terhadap hukum dan
keanggotaan dalam masyarakat, perlu pengadaan penyuluhan-penyuluhan serta penerangan bagi
masyarakat, (2) Faktor yang lain seperti pengetahuan, penyuluhan, kepatuhan hukum dan
keanggotaan dalam organisasi lebih ditingkatkan untuk dapat menyamai faktor kesiapan, (3)
Selayaknya penyuluhan dipergiat lagi karena ternyata faktor pendidikan dan jenis pekerjaan tidak
berpengaruh terhadap pemanfaatan hutan mangrove, hal ini menunjukkan bahwa pemanfaatan hutan
mangrove tersebut telah melibatkan banyak orang.

Summary

Pursuant to research FAO, World Bank estimate wide of forest decrease in Indonesia year
1970 300.000 ha / year, year 1981 going up to become 800.000 ha / year and year 1990 going up
again become 1 million ha / year, that way the things of the forest damage also experienced of the
forest mangrove alongside coast of territorial water Indonesia.
Wide Estimate forest of mangrove Indonesia between 3 until 4 million hectare, about 76%
forest mangrove in South East Asia and 27% forest of mangrove world. Estimated between year 1982
and 1992 have decreased equal to 30%.
Forest mangrove at Kecamatan Pantai Labu regency of Deli Serdang which ought to be
expected can become the fulcrums of generation expectation come in the reality have damage of
along with destroying is major forest mangrove in this area, at Kecamatan Pantai Labu which still
own the forest mangrove.
Problems that happened : ( 1) Factor of whether influencing the happening exploiting forest
mangrove at Kecamatan Pantai Labu regency of Deli Serdang, (2) Factor of whether most dominant
influence the exploiting of forest mangrove at Kecamatan Pantai Labu regency of Deli Serdang, ( 3)
What will be economic social factor influence to exploiting of forest mangrove
Intention of this research : (1) To know the factors influencing the happening of exploiting of
forest mangrove, (2) Determining dominant factor influencing the happening of exploiting of forest
mangrove, (3) To know the economic social factor influence to exploiting of forest mangrove.
Research done at Kecamatan Pantai Labu regency of Deli Serdang apart about 60 km from
Medan, Location choice research that is Countryside Sei Tuan, Countryside of Denai Kuala,
Countryside Rugemuk because third the countryside have biggest forest mangrove. Research time
during 3 month started the March up to May 2003.

Primary data collected from fisherman society which remain to local countryside with the
interview, kuesioner and observation, data obtained cover the matter about : ( 1) Living source , ( 2)
Counselling, ( 3) Earnings storeylevel, ( 4) Amount of family member, ( 5) Responsibility amount, (
6) Education, ( 7) People organization entered, ( 8) Taking part in in environment counselling, ( 9)
Knowledge about function of forest mangrove.
To analyse the hypothesis about factors influencing exploiting of forest mangrove in
Kecamatan Pantai Labu by using Analysis Regresi .
To see the relation of between exploiting of forest mangrove with the factor -factor
influencing it used by a statistical assistive appliance that is linear multiple regression exist in
computer program of SPSS 11.00.
Pursuant to research result [in] field, can be pulled a the following conclusion: (1) Factor
influencing exploiting of forest mangrove positively in environmental management the readiness of,
knowledge, counselling while influencing negatively compliance to law and also organizational
membership [of] society, (2) dominant Factor influence the Readiness of society, ( 3) Social actor [of]
Economics influenced the exploiting of forest mangrove earnings and age.
Pursuant to study " Social Influence Society Economics to exploiting of Forest Mangrove at
Kecamatan Pantai Labu of regency of Deli Serdang." hence can be suggested as follows : ( 1) Factor
influencing negatively like compliance to law and membership in society, need the counselling
levying and also lighting for society, ( 2) Factor like knowledge, counselling, compliance punish and
membership in organization more improved to can to come up to the factor of readiness of, ( 3)
Righteously counselling keyed up again because in the reality factor of education and work type do
not have an effect on to exploiting of forest mangrove, this matter indicate that the the forest
mangrove exploiting have entangled many people.
