RINGKASAN
Kupang City is the center of economic activity in the province of NTT. This can
be seen from the increasingly construction of high-rise buildings, shops and offices in
the city of Kupang. The rise of development will increase the risk of fire. Fire hazards
are always threatening because fires can happen anytime and no one can predict it
(Saraswati, 2017). Regional Disaster Management Agency (BPBD) of Kupang City
recorded from 2015 to 2017, there have been 276 fires that occurred in Kupang City
with total losses due to fire reached Rp 85.138 billion.
Problem identification in this research is found that number of fire stations in
Kupang city is still minimal, that is 1 (one) fire station that influence to the outreach of
fire station so that fire handling is too late. The number of fire stations that are not
proportional to the need for their services leads to a delayed and late handling effort.
(M. Bagir, 2009). The delay in firefighting will result in greater losses.
The analysis used in this study is disaster risk analysis to determine the level of
risk of fire disaster in Kupang City by considering hazard and vulnerability parameters.
Vulnerability parameters are redistributed in physical vulnerability, social vulnerability
and economic vulnerability. All parameters are calculated by the scoring system. The
final result of the scoring process is the classification of the risk level of fire disaster.
The level of disaster risk is divided into 3 (three) classes, namely high risk, medium
risk, and low risk. The next analysis is a descriptive analysis to explain the fire service
in serving Kupang City. In addition, network analysis is also used to find out the scale
of postal fire service within 5 minutes. The next analysis is overlay analysis. Overlay
analysis is used to find the optimal location for adding fire station to serve areas with
medium and high fire risk.
Based on the results of disaster risk analysis, there are 5 urban villages with high
fire risk with total area of 889 Ha and 12 urban villages with medium fire risk level with
total area of 2,624 Ha. Currently Kupang City has 1 fire station or about 5.9% of the
needs of the fire station and 6 fleets of fire trucks or about 15% of the required fleet
needs. It takes 17 fire stations and 40 units of fire fleet cars to meet the needs standards
in Kupang City. It takes 4 fire station to be able to serve in areas with high and medium
fire risk within 5 minutes.
