Abstract
Post-conflict reform is a component designed to strengthen the performance of
public administration and to support reform in the public sector. Although there are
theories developing about the relationship between public administration, and peace
and development, there are a number of case studies of aid efforts to strengthen public
administration as part of post-conflict reforms. This article examines efforts to
strengthen civil service in Aceh, Indonesia, as follows the first post-conflict provincial
election in 2006. This election examines the impact of aid-funded programs designed to
help Aceh first post-conflict administration (2007-2012).

Abstrak
Reformasi setelah konflik merupakan komponen yang dirancang untuk
memperkuat kinerja administrasi publik dan untuk mendukung reformasi di sektor
publik. Meskipun ada teori yang berkembang tentang hubungan antara publik
administrasi, dan perdamaian dan pembangunan, ada beberapa studi kasus tentang
upaya bantuan untuk memperkuat administrasi publik sebagai bagian dari reformasi
pasca konflik. Artikel ini mengkaji upaya untuk memperkuat layanan sipil di Aceh,
Indonesia, sebagai berikut pemilihan provinsi pertama pasca-konflik pada tahun 2006.
Pemilihan ini mengkaji dampak dari program yang didanai bantuan yang dirancang
untuk membantu Aceh terlebih dahulu administrasi pasca konflik (2007-2012).
