ABSTRACT
The rapid grown of the city has led to increased land demand in the city. Problems that arise then
develop towards the needs of the population for living space and shelter. This is one of the triggers
for the emergence of slums. Belu Regent has determined the location of slum settlements including
the Tenukiik urban suburb and the Rinbesi urban suburb. This study aims to determine the physical
characteristics of slum level and determine priority programs that are effective and efficient to deal
with slums. The method used in this study is quantitative descriptive through quantitative and
qualitative analysis. To determine the physical characteristics of the slum level, the weighting
analysis based on the result of field survey is used. While the determination of priority programs
for handling slum, analysis of Analytical AHP Hierarchy Process is used. The results show that the
characteristics of the Tenukiik and Rinbesi area in the medium category, with physical
characteristics of building. Good environmental conditions. Poor drinking water preparation
conditions. Good waste-water management conditions. Poor waste management conditions. Bad
fire protection conditions. AHP analysis shows that alternative priority programs for handing slum
levels ara labor intensice programs, followed by the commitment of central and regional
government, and the making of PERBUB/PERWALI.
