A.HUKUM INTERNASIONAL KLASIK
1.India Kuno
Terdapat kaidah dan lembaga hukum yang mengatur hubungan antara kasta,
suku bangsa dan raja-raja.
Menurut Bannerjce, adat kebiasaan yang mengatur hubungan antar raja,
yang disebut Desa Dharma. Gautama Sutera dan undang-undang Manu
memuat tentang hukum kerajaan
Hukum yang mengatur hubungan antar raja-raja pada masa itu tidak dapat
dikatakan sebagai hukum internasional, karena belum ada pemisahan dengan
agama, soal-soal kemasyarakatan dan negara.
Akan tetapi tulisan tulisan pasa masa itu sudah menunjukkan adanya
hubungan antara raja atau kerajaan: mengatur kedudukan raja, hak istimewa
dan perjanjian

pemisahan yang tegas antara hukum, moral, keadilan, dan agama.
Pembagian penduduk: Yunani dan Bukan Yunani(Barbar)
Sudah mengenal ketentuan perwasitan(arbritration) dan diplomat yang tinggi
tingkat perkembangannya
Lahirnya konsep hukum alam, konsep ini kemudian dikembangkan lebih lanjut
oleh orang-orang Romawi
