Manajemen Program Open Defecation Free (ODF) di Kabupaten Demak

Open Defecation Free (ODF) merupakan salah satu program yang diterapkan di Kabupaten
Demak sebagai upaya untuk memperbaiki sanitasi lingkungan masyarakat melalui pengadaan
akses jamban sehat. Tujuan dari program ini adalah untuk memenuhi target dalam Peraturan
Bupati Demak no 50 tahun 2017 tentang Rencana Aksi Daerah Percepatan Demak Bebas Buang
Air Besar Sembarangan. Penyelenggara program dilaksanakan oleh petugas sanitarian di setiap
Puskesmas. Hasil pelaksanaan dari program ini belum mencapai target 100% ODF, sehingga
program masih terus dilakukan untuk dapat memenuhi tujuan yang telah ditetapkan. Tujuan dari
penelitian ini adalah untuk menganalisis implementasi manajemen program ODF di Kabupaten,
dengan analisis menggunakan teori sistem yang terdiri dari input, process, dan output.
Metode penelitian yang digunakan adalah penelitian kualitatif dengan wawancara mendalam dan
observasi. Informan utama dalam penelitian ini terdiri dari 6 orang petugas sanitarian dan
informan triangulasi 8 orang terdiri dari kader, bidan desa, fasilitator STBM dan masyarakat.
Hasil penelitian menunjukkan bahwa pelaksanaan program ODF telah berjalan sesuai dengan
tujuan, namun hasil pelaksanaan belum dapat memenuhi target yang telah ditetapkan dalam
Peraturan Bupati Demak no 50 tahun 2017 tentang Rencana Aksi Daerah Percepatan Demak
Bebas Buang Air Besar Sembarangan. Jumlah SDM yang bertugas masih terbatas, tidak terdapat
struktur organisasi dalam program, pelaksanaan program bantuan dikendalikan oleh Wirausaha
Sanitasi sebagai penyedia Jasa Jamban Sehat. Kegiatan ferivikasi dan pengawasan dilakukan
oleh fasilitator STBM dari Dinas Kesehatan.
Rekomendasi dari hasil penelitian ini yaitu agar program ODF segera dilanjutkan dengan
memberikan porsi anggaran program melalui APBD, penyediaan SDM sesuai kebutuhan
program, meningkatkan sosialisasi, serta peningkatan pengawasan dan koordinasi dengan
stakeholder terkait.

Open Defecation Free (ODF) is one of the programs implemented in the Demak Regency as an
effort to improve community environmental sanitation through the provision of healthy latrine
access. The purpose of this program is to meet the targets in the Regulations of the Demak
Regent No. 50 of 2017 concerning Regional Action Plans for the Acceleration of Open Defecation
Free. Program organizers are implemented by sanitarian officers in each Puskesmas. The results
of the implementation of this program have not reached the target of 100% ODF, so the program
is still being carried out to meet the stated goals. The purpose of this study was to analyze the
implementation of ODF program management in the District, with analysis using a system theory
consisting of inputs, processes, and outputs.
The research method used was qualitative research with in-depth interviews and observations.
The main informants in this study consisted of 6 sanitarian officers and 8 triangulation informants
consisting of cadres, village midwives, STBM facilitators, and the community.
The results show that the implementation of the ODF program has been going according to the
objectives, but the results of the implementation have not been able to meet the targets set in the
Regulations of the Regent of Demak No. 50 of 2017 concerning Regional Action Plans for the
Acceleration of Open Defecation Free Disposal. The number of human resources in charge is still
limited, there is no organizational structure in the program, the implementation of the assistance
program is controlled by the Sanitation Entrepreneur as a provider of Healthy Latrine Services.
Verification and supervision activities are carried out by STBM facilitators from the Health Office.
Recommendations from the results of this research are that the ODF program is immediately
continued by providing a portion of the program budget through the APBD, providing human
resources according to program needs, increasing socialization, and increasing supervision and
coordination with relevant stakeholders.
