data perkebunan nasional, serta data hasil kompilasi dokumen ekspor dan

Publication of The 2021 Indonesian Rubber Statistics is an annual

publication of BPS-Statistics Indonesia. This publication presents data of area and
production on rubber by province and by category of producers, and the export
and import of rubber by country of destination and by country of origin. The
data sources are the result of the Plantation Estate Survey 2021, smallholders
data from Directorate General of Estate Crops, and data compilation of custom
documents from Directorate General of Customs,

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian, kehutanan, dan perikanan mempunyai peranan yang

cukup penting dalam kegiatan perekonomian di Indonesia, hal ini dapat dilihat
dari kontribusinya terhadap Produk Domestik Bruto (PDB) yang cukup besar
yaitu sekitar 13,28 persen pada tahun 2021 atau merupakan urutan kedua
setelah sektor Industri Pengolahan. Pada waktu pandemi, sektor pertanian
merupakan sektor yang cukup kuat menghadapi goncangan ekonomi dan
ternyata dapat diandalkan dalam pemulihan perekonomian nasional.

Karet merupakan salah satu komoditi hasil perkebunan yang mempunyai

peran cukup penting dalam kegiatan perekonomian di Indonesia. Karet juga

salah satu komoditas ekspor Indonesia yang cukup besar sebagai penghasil

devisa negara selain minyak dan gas. Indonesia merupakan negara produsen

dan eksportir karet terbesar dunia.

Selain peluang ekspor yang semakin terbuka, pasar karet di dalam negeri
masih cukup besar. Pasar potensial yang akan menyerap pemasaran karet
adalah industri ban, otomotif, aspal, dan lain-lain.

Indonesia dalam rangka menunjang peningkatan pembangunan industri

1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan

luas areal dan produksi karet yang dirinci menurut status pengusahaannya
yaitu perkebunan besar negara, perkebunan besar swasta, dan perkebunan
rakyat yang disajikan menurut provinsi. Perkembangan ekspor dan impor karet
Indonesia disajikan menurut jenis komoditas (kode HS - Harmony System) dan
negara tujuan/asal.
1.3. Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/

grafik dan ulasan ringkas yang berupa analisis deskriptif dengan melihat pada
pertumbuhan, distribusi, dan kontribusi atau persentase. Data luas areal dan

produksi diperoleh dari Fungsi Statistik Tanaman Perkebunan, data ekspor

impor diperoleh dari Fungsi Statistik Ekspor dan Fungsi Statistik Impor, dan
data lainnya berasal dari sumber lain seperti Direktorat Jenderal Perkebunan,

Data luas areal dan produksi perkebunan besar negara dan swasta

diperoleh dari hasil Survei Perusahaan Perkebunan yang dilakukan melalui

pencacahan secara lengkap terhadap seluruh Administratur Perkebunan

di seluruh Indonesia. Pengumpulan data dilakukan dengan cara wawancara

langsung oleh petugas BPS ke kantor Administratur Perkebunan sesuai periode

survei. Periode survei yang dilakukan oleh BPS adalah triwulanan dan tahunan.
Pada publikasi ini, data luas dan produksi perkebunan negara dan swasta
merupakan angka tetap. Sedangkan data luas dan produksi perkebunan rakyat
diperoleh dari Direktorat Jenderal Perkebunan, Kementerian Pertanian, dan
merupakan angka sementara.
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan

dokumen ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan
Ekspor Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah diberikan ijin
muat oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkannya
ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan

dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir
dan telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan
selanjutnya mengirimkan dokumen tersebut ke BPS.

1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah pelaku usaha perkebunan warga negara

Indonesia atau badan hukum yang didirikan menurut hukum Indonesia dan
berkedudukan di Indonesia yang mengelola usaha perkebunan dengan skala
tertentu. Perkebunan Besar adalah perkebunan yang diselenggarakan atau
dikelola secara komersial oleh perusahaan yang berbadan hukum. Perkebunan
besar terdiri atas Perkebunan Besar Negara (PBN) dan Perkebunan Besar
Swasta (PBS) Nasional/Asing.
Perkebunan Rakyat (PR) (tidak berbadan hukum) adalah perkebunan

yang diselenggarakan atau dikelola oleh rakyat/pekebun yang dikelompokkan
dalam usaha kecil tanaman perkebunan rakyat dan usaha rumahtangga
perkebunan rakyat.

II. ULASAN RINGKAS
2.1. Perkembangan Luas Areal Perkebunan Karet
Perkebunan karet di Indonesia menurut pengusahaannya dibedakan

menjadi Perkebunan Besar (PB) dan Perkebunan Rakyat (PR). Perkebunan Besar
terdiri dari Perkebunan Besar Negara (PBN) dan Perkebunan Besar Swasta (PBS).
Pada tahun 2019, Luas areal PBN karet Indonesia tercatat 165,47 ribu
hektar, menurun 19,69 persen menjadi 132,88 ribu hektar pada tahun 2020.
Tahun 2021, luas areal menjadi 129,25 ribu hektar atau mengalami penurunan
sebesar 2,73 persen.

Sedangkan luas areal PBS karet Indonesia pada tahun 2019 tercatat 241,49

dan Maluku. Luas areal PBN terbesar di Indonesia adalah provinsi Sumatera
Utara yaitu 33,48 ribu hektar atau 25,19 persen dari total luas areal PBN karet

PBS terbesar di Indonesia adalah provinsi Sumatera Utara yaitu 58,13 ribu
hektar atau 25,82 persen dari total luas areal PBS karet di Indonesia tahun 2020
dan pada tahun 2021 menurun menjadi 49,32 ribu hektar atau 23,05 persen
dari total luas areal PBS karet Indonesia. Luas areal PR terbesar di Indonesia
adalah provinsi Sumatera Selatan yaitu 845,82 ribu hektar (25,11 %) pada
tahun 2020 dari total luas areal karet PR di Indonesia dan pada tahun 2021
sebesar 858,33 ribu hektar (25 %) dari luas areal PR karet nasional.
2.2. Perkembangan Produksi Karet Kering
Perkembangan produksi karet kering Perkebunan Besar (PB) dari tahun

2019 sampai dengan 2021 cenderung menurun. Pada tahun 2019 produksi
karet kering PBN sebesar 129,46 ribu ton, meningkat sebesar 10,83 persen
menjadi 143,48 ribu ton pada tahun 2020. Tahun 2021 produksi karet kering
PBN menurun 8,31 persen menjadi 131,55 ribu ton (lihat Gambar B).

Pada tahun 2019 produksi karet kering PBS sebesar 245,33 ribu ton,
menurun menjadi 109,86 ribu ton pada tahun 2020 atau terjadi penurunan
sebesar 55,22 persen. Tahun 2021 produksi karet kering PBS menurun menjadi
87,52 ribu ton atau sebesar 20,34 persen (lihat Gambar B).

Untuk Perkebunan Rakyat (PR), produksi karet kering dari tahun 2019
ht
sampai 2021 cenderung berfluktuasi. Produksi karet kering pada tahun 2019
sekitar 2 926,61 ribu ton, menurun 4,87 persen menjadi 2 784,01 ribu ton pada
tahun 2020. Pada tahun 2021 sebesar 2 826,25 ribu ton atau meningkat 1,52
persen dibandingkan dengan tahun 2020.
Apabila dilihat menurut produksi terbesar, produksi karet kering yang

dihasilkan oleh PBN berasal dari Provinsi Sumatera Utara dengan produksi
sebesar 35,04 ribu ton atau 26,63 persen dari total produksi PBN nasional dan
PBS yang relatif besar pada tahun 2021 berasal dari Provinsi Sumatera Selatan
dengan produksi sebesar 29,6 ribu ton atau 33,82 persen dari total produksi
PBS nasional.
Produksi karet kering PR pada tahun 2021 terbesar berasal dari provinsi
Sumatera Selatan mencapai 844,7 ribu ton atau sekitar 29,89 persen dari total
produksi karet kering PR nasional. Grafik perkembangan produksi karet kering
PR tahun 2019 sampai 2021 dapat dilihat pada Gambar B.

berkisar antara -10,97 persen sampai dengan 18,05 persen. Pada tahun 2009
total volume ekspor mencapai 2 juta ton dengan total nilai sebesar US$ 3,24
milyar, meningkat menjadi 2,33 juta ton pada tahun 2021 dengan total nilai
sebesar US$ 4,02 milyar (lihat Gambar D).

juta. Peringkat keempat adalah India dengan volume ekspor 174,35 ribu ton
atau sekitar 7,47 persen dari total volume ekspor karet alam Indonesia dengan
nilai US$ 299,22 juta. Peringkat kelima adalah Korea dengan volume ekspor
141,92 ribu ton atau 6,08 persen dari total volume ekspor karet alam dengan
nilai US$ 239,18 juta (lihat Gambar E).

berkisar antara -46,76 persen sampai dengan 231,57 persen. Pada tahun 2012
total volume ekspor mencapai 33,82 ribu ton dengan total nilai sebesar US$
61,5 juta, meningkat menjadi 161,62 ribu ton pada tahun 2021 dengan total
nilai sebesar US$ 240,64 juta (lihat Gambar G).

Netherlands dengan volume ekspor 8,63 ribu ton atau 5,34 persen dari total

Total volume impor karet alam selama tiga belas tahun terakhir sangat
berfluktuasi. Total volume impor karet alam pada tahun 2009 tercatat sebesar
12,76 ribu ton dengan nilai US$ 18,97 juta. Pada tahun 2010 volume impor
karet alam naik sekitar 34,4 persen, namun pada tahun 2011 menurun sebesar
3,06 persen. Pada tahun 2012 volume impor karet alam meningkat kembali
sebesar 63,13 persen dibandingkan tahun 2011. Pada tahun 2021 impor karet
alam tercatat sebesar 80,31 ribu ton dengan nilai US$ 110,99 juta atau terjadi
kenaikan 50,89 persen dari tahun 2020 (lihat Gambar I).

Dari berbagai jenis produk karet sintetis berdasarkan kode HS, impor

karet sintetis yang paling besar adalah Butadiene Rubber (BR) (HS 40022000)
sebesar 26,45 persen dari total impor karet sintetis, Other SBR and XSBR2 (HS
40021990) sebesar 21,28 persen, diikuti berbagai jenis produk karet sintetis
lainnya.
Total volume impor karet sintetis selama sepuluh tahun terakhir cukup
berfluktuasi. Total volume impor karet sintetis pada tahun 2012 tercatat sebesar
295,82 ribu ton dengan nilai US$ 910,69 juta. Pada tahun 2013 volume impor
karet sintetis turun sekitar 0,94 persen, namun pada tahun 2014 meningkat
sebesar 0,39 persen. Pada tahun 2015 volume impor karet sintetis meningkat
kembali sebesar 8,03 persen dibandingkan tahun 2014. Pada tahun 2021 impor
karet sintetis tercatat sebesar 388,85 ribu ton dengan nilai US$ 884,46 juta atau
terjadi peningkatan 21,72 persen dari tahun 2020 (lihat Gambar J).
