dirinci menurut negara tujuan dan negara asal. Sumber data yang digunakan adalah
data hasil Survei Perusahaan Perkebunan Tahun 2020 dan data perkebunan rakyat dari
Direktorat Jenderal Perkebunan untuk menjadi data perkebunan nasional, serta data
hasil kompilasi dokumen ekspor dan impor dari Direktorat Jenderal Bea dan Cukai.

PREFACE
Publication of The 2020 Indonesian Oil Palm Statistics is an annual publication

of BPS-Statistics Indonesia. This publication presents data of area and production on
palm oil by province and by category of producers, and the export and import of palm
oil by country of destination and by country of origin. The data sources are the result of
the Plantation Estate Survey 2020, smallholders data from Directorate General of Estate
Crops, and data compilation of custom documents from Directorate General of Customs.
Hopefully this publication will be useful for the decision makers in government

I. PENDAHULUAN
1.1. Latar Belakang
Sektor pertanian mempunyai peranan yang cukup penting dalam kegiatan

perekonomian di Indonesia, hal ini dapat dilihat dari kontribusinya terhadap Produk
Domestik Bruto (PDB) yang cukup besar yaitu sekitar 13,7 persen pada tahun 2020
atau merupakan urutan kedua setelah sektor Industri Pengolahan sebesar 19,88
persen.
Salah satu subsektor yang cukup besar potensinya adalah subsektor
perkebunan. Kontribusi subsektor perkebunan tahun 2020 yaitu sebesar 3,63

persen terhadap total PDB dan 26,50 persen terhadap sektor Pertanian, Kehutanan,

dan Perikanan atau merupakan urutan pertama pada sektor tersebut.

Kelapa sawit merupakan salah satu komoditas hasil perkebunan yang

lainnya, serta daya melapis yang tinggi membuat minyak kelapa sawit dapat

digunakan untuk beragam peruntukan, diantaranya yaitu untuk minyak masak,

minyak industri, maupun bahan bakar (biodiesel)2.

Sebagai negara penghasil minyak sawit terbesar di dunia3, Indonesia

mempunyai potensi yang besar untuk memasarkan minyak sawit dan inti
sawit baik di dalam maupun luar negeri. Pasar potensial yang akan menyerap
pemasaran minyak sawit (CPO) dan minyak inti sawit (PKO) adalah industri
fraksinasi/ranifasi (terutama industri minyak goreng), lemak khusus (cocoa
butter substitute), margarine/shortening, oleochemical, dan sabun mandi.

1.2. Ruang Lingkup
Publikasi ini memuat data dan ulasan ringkas tentang perkembangan luas
areal dan produksi kelapa sawit yang dirinci menurut status pengusahaannya
yaitu perkebunan besar negara, perkebunan besar swasta, dan perkebunan rakyat,
serta disajikan menurut provinsi. Perkembangan ekspor dan impor kelapa sawit
Indonesia disajikan menurut jenis komoditas (kode HS - Harmonized System) dan
negara tujuan/asal.
1.3. Metodologi
Data yang disajikan dalam publikasi ini berupa tabel-tabel, gambar/grafik dan
ulasan ringkas yang berupa analisis deskriptif dengan melihat pada pertumbuhan,

Indonesia. Pada tahun 2019, cakupan administratur perusahaan kelapa sawit

sebesar 2.044 administratur. Perubahan cakupan administratur perusahaan kelapa

sawit menyebabkan series data sebelum tahun 2018 tidak dapat dibandingkan
dengan data tahun 2018 sampai 2020. Selain perubahan cakupan administratur,
mulai tahun 2019 diimplementasikan sistem baru yaitu SEDAPP Online yang
merupakan aplikasi untuk pelaporan data perusahaan perkebunan secara mandiri
(Self Enumeration). Perusahaan yang belum melaporkan data secara mandiri,
pengumpulan data dilakukan dengan cara wawancara langsung oleh petugas
BPS ke kantor administratur, lalu data diolah dengan aplikasi SKB Online berbasis
web. Pada tahun 2020, cakupan perusahaan yang melakukan self enumeration
mengalami peningkatan dibanding 2019.
Berdasarkan status angka, data luas dan produksi tahun 2019 merupakan
angka tetap. Begitu juga dengan data luas tahun 2020, baik perkebunan besar
negara (PBN), perkebunan besar swasta (PBS), maupun perkebunan rakyat (PR)
merupakan angka tetap. Sementara untuk data produksi tahun 2020, data produksi
PBN dan PR berstatus angka tetap, sedangkan data produksi PBS berstatus angka
sementara.
4 Statistik Kelapa Sawit Indonesia 2020
Data Ekspor diperoleh dengan cara pengumpulan data berdasarkan
dokumen ekspor/Pemberitahuan Ekspor Barang (PEB) dan Pemberitahuan Ekspor
Barang Tertentu (PEBT) yang diisi oleh eksportir dan telah diberikan ijin muat oleh
Direktorat Jenderal Bea dan Cukai dan selanjutnya mengirimkannya ke BPS.
Data Impor diperoleh dengan cara pengumpulan data berdasarkan
dokumen impor/Pemberitahuan Impor Barang (PIB) yang diisi oleh importir dan
telah diberikan ijin bongkar oleh Direktorat Jenderal Bea dan Cukai dan selanjutnya
mengirimkan dokumen tersebut ke BPS.
1.4. Konsep dan Definisi
Perusahaan Perkebunan adalah pelaku usaha perkebunan warga negara Indonesia

Tanaman Belum Menghasilkan (TBM) adalah tanaman yang sampai pada saat

pengamatan belum pernah memberikan hasil, karena masih muda atau tanaman
sudah cukup umur tetapi belum dapat menghasilkan karena tidak cocok dengan
iklim, ketinggian tempat, kondisi tanah dan sebagainya.
Tanaman Menghasilkan (TM) adalah tanaman yang sebelum saat pengamatan
pernah memberikan hasil dan masih akan memberikan hasil, meskipun pada saat
pengamatan sedang tidak menghasilkan.
Tanaman Tidak Menghasilkan/Tua/Rusak (TTM) adalah tanaman yang sudah
tua, rusak, dan tidak memberikan hasil yang memadai lagi, walaupun ada hasilnya
tetapi secara ekonomi sudah tidak produktif lagi (produksi kurang dari 15 persen
dari produksi normal).
Produksi kelapa sawit yang disajikan pada publikasi ini berupa produksi olahan
yaitu produksi primer yang telah diolah menjadi suatu bentuk barang jadi atau
barang setengah jadi, sehingga nilai ekonomisnya lebih tinggi, dalam hal ini minyak
kelapa sawit Crude Palm Oil (CPO).

II. ULASAN RINGKAS
2.1. Informasi Luas Tutupan Kelapa Sawit Nasional
Definisi dari tutupan lahan (land cover) adalah wujud secara fisik vegetasi yang
ada di permukaan bumi tanpa memperhatikan kegiatan manusia terhadap objek
vegetasi (Syahbana, 2013). Hal ini sangat berbeda dengan definisi penggunaan
lahan (land use) yang mengacu pada tujuan dan fungsi lahan tempat vegetasi
tersebut diusahakan. Berdasarkan perbedaan definisi ini, maka adalah wajar terjadi
perbedaan data dari setiap vegetasi jika pengumpulan data dilakukan dengan
pendekatan land cover dan pendekatan land use tanpa menggunakan jembatan

Berdasarkan publikasi kelapa sawit Indonesia tahun 2019, luas areal kelapa

sawit Indonesia dikelompokan menjadi tanaman menghasilkan (TM), tanaman

belum menghasilkan (TBM) dan tanaman tidak menghasilkan (TTM). Pengumpulan

data luas areal berdasarkan aktivitas manusia terhadap lahan yang dimanfaatkan
untuk budidaya kelapa sawit memperoleh informasi luas areal kelapa sawit sebesar
14,457 juta hektar.
Masing-masing metode pengumpulan data mempunyai kelebihan dan

kekurangan dalam mendiseminasikan data dari kelapa sawit. Diperlukan
kelengkapan data pendukung dan pengetahuan yang komprehensif untuk dapat
membangun jembatan penghubung antara dua data yang berbeda tersebut,
sehingga dapat dipahami dengan sangat sederhana oleh setiap pengguna data.

2.2. Perkembangan Luas Areal Perkebunan Kelapa Sawit
Berdasarkan Gambar A, luas perkebunan kelapa sawit berdasarkan land

used dan produksi CPO pada tahun 2018 meningkat signifikan dibanding tahun-
tahun sebelumnya. Peningkatan tersebut disebabkan oleh peningkatan cakupan
administratur perusahaan kelapa sawit. Pada tahun 2019, terjadi peningkatan luas
areal perkebunan kelapa sawit dan produksi CPO dibanding tahun 2018 menjadi
14,46 juta hektar dengan produksi sebesar 47,12 juta ton. Selanjutnya pada tahun
2020, terjadi peningkatan luas yang hampir stagnan sebesar 0,90 persen menjadi
14,59 juta hektar.

Areal perkebunan kelapa sawit tersebar di 26 provinsi yaitu seluruh provinsi

di Pulau Sumatera dan Kalimantan, Provinsi Jawa Barat, Banten, Sulawesi Tengah,
Sulawesi Selatan, Sulawesi Tenggara, Sulawesi Barat, Gorontalo, Maluku, Maluku
Utara, Papua dan Papua Barat. Pada tahun 2020, Provinsi Riau masih menjadi
provinsi penghasil kelapa sawit terbesar dengan luas sebesar 2,86 juta hektar
atau 19,62 persen dari total luas areal perkebunan kelapa sawit di Indonesia. Dari
luas areal tersebut, Provinsi Riau menghasilkan 8,54 juta ton CPO. Luas areal dan
produksi perkebunan kelapa sawit di Indonesia menurut provinsi tahun 2020
selengkapnya dapat dilihat pada Tabel 3.2.

Luas areal perkebunan kelapa sawit menurut status pengusahaan pada
tahun 2020 tidak menunjukkan perubahan berarti. Seperti tahun sebelumnya,
penguasaan luas areal perkebunan kelapa sawit masih didominasi oleh perkebunan
besar swasta. Sebesar 7,98 juta hektar atau 54,69 persen perkebunan kelapa sawit
dikuasai oleh perkebunan swasta; diikuti perkebunan rakyat yang menguasai 6,04
juta hektar atau 41,44 persen perkebunan kelapa sawit; serta sisanya 0,57 juta
hektar atau 3,87 persen dikuasai oleh perkebunan besar negara (lihat Gambar B).

2.3. Perkembangan Produksi Minyak Sawit (CPO)

Pandemi Covid-19 yang terjadi sejak awal tahun 2020 diperkirakan

menyebabkan penurunan produksi CPO sebesar 5,01 persen dibanding tahun
2019 menjadi 44,76 juta ton. Produksi minyak sawit (CPO) terbesar tahun 2020
diperkirakan berasal dari Provinsi Riau dengan produksi sebesar 8,54 juta ton atau
sekitar 19,62 persen dari total produksi Indonesia. Produksi terbesar selanjutnya
berasal dari Provinsi Kalimantan Tengah dengan produksi sebesar 7,98 juta ton
atau 12,89 persen. Produksi perkebunan kelapa sawit di Indonesia menurut provinsi
tahun 2020 selengkapnya dapat dilihat pada Tabel 3.2.
Berdasarkan status pengusahaannya, pada tahun 2019 sebesar 63,79
persen dari produksi minyak sawit (CPO) atau 30,06 juta ton minyak sawit (CPO)
berasal dari perkebunan besar swasta, sebesar 31,68 persen atau 14,93 juta ton
dari perkebunan rakyat dan sisanya 4,53 persen atau 2,13 juta ton berasal dari
perkebunan besar negara. Meskipun total produksi pada tahun 2020 diperkirakan
mengalami penurunan, struktur produksi menurut status pengusahaan tidak jauh
berbeda dengan tahun 2019, yakni didominasi oleh produksi perkebunan swasta
dengan perkiraan sebesar 26,95 juta ton CPO (60,22 persen); diikuti perkebunan
rakyat dengan total produksi 15,50 juta ton (34,62 persen); serta sisanya sebesar
2,31 juta ton (5,16 persen) diproduksi oleh perkebunan besar negara (lihat Gambar
C).

2.4.1. Perkembangan Ekspor Minyak Sawit
Berdasarkan kelompok HS minyak sawit, pada tahun 2020 ekspor terbesar

adalah Other Palm Oil (HS 15119000) sebesar 67,90 persen terhadap total ekspor
minyak sawit Indonesia. Selanjutnya, kontribusi ekspor minyak sawit terbesar
adalah Crude Palm Oil (HS 15111000), Other Palm Oil Kernel (HS 15132900), dan
Crude Oil of Palm Kernel (HS 15132110) dengan kontribusi masing-masing sebesar
25,95 persen, 5,05 persen, dan 1,10 persen terhadap total ekspor (lihat Gambar D).

Dari sisi volume, ekspor minyak sawit selama tahun 2016 sampai tahun 2019

cenderung mengalami peningkatan. Namun pada 2020, volume ekspor minyak

sawit mengalami penurunan. Peningkatan ekspor minyak sawit terbesar terjadi

pada tahun 2017 dengan volume ekspor sebesar 29,07 juta ton atau meningkat

19,45 persen dibanding tahun 2016.

Meskipun volume ekspor cenderung meningkat, peningkatan tersebut tidak

sejalan dengan nilai ekspor minyak sawit yang cenderung fluktuatif. Berdasarkan

publikasi World Bank Commodities Price Data (The Pink Sheet), pada tahun 2017
terjadi peningkatan rata-rata harga minyak sawit di pasar dunia sebesar 751**
US$/mt, sehingga menyebabkan peningkatan nilai ekspor hingga 27,32 persen
dibanding tahun 2016. Peningkatan harga tersebut tidak berlangsung lama sebab
pada tahun 2018 dan 2019, harga minyak sawit kembali mengalami penurunan
menjadi 639** US$/mt pada 2018 dan 601** US$/mt pada 2019. Pada tahun 2020,
harga minyak sawit di pasar dunia kembali melambung menjadi 752** US$/mt.
Kenaikan harga tersebut menyebabkan peningkatan nilai ekspor sebesar 16,94
persen dibanding 2019 meskipun dari sisi volume ekspor minyak sawit mengalami
penurunan sebesar 8,55 persen.

2.4.2. Perkembangan Impor Minyak Sawit
Volume impor minyak sawit selama periode tahun 2016 sampai 2020
cenderung mengalami penurunan kecuali pada tahun 2019 yang mengalami
peningkatan secara drastis. Total volume impor minyak kelapa sawit pada
tahun 2019 tercatat sebesar 93,56 ribu ton atau meningkat 110,7 kali dibanding
tahun 2018 dengan nilai sebesar US$ 45,68 juta. Selanjutnya, pada tahun 2020
volume impor minyak sawit kembali mengalami penurunan menjadi 1,62 ribu
ton dengan nilai sebesar US$ 1,62 juta. Jika pada tahun 2019, impor minyak
sawit didominasi oleh Other Palm Oil (HS 15119000) yang mencapai 94% dari
total impor minyak sawit, maka pada tahun 2020 impor didominasi oleh Other
Palm Oil Kernel (HS 15132900) yang volumenya tidak jauh berbeda dengan
Other Palm Oil (HS 15119000), masing-masing sebesar 664 ton dan 657 ton.
